HomeMy WebLinkAbout3/6/1989 - City Council - City Council Meeting Minutes1 CITY OF EAST WENATCHEE COUNCIL MEETING MARCH 6, 1989 Council Persons present: Les Young, Tery McKee, Dawn Collings. City Attorney, Charles Zimmerman and City Clerk, Peggy McArthur. Meeting was called to Order by Mayor, Richard McGraw. Mayor McGraw said he would entertain a motion in regard to filling the vacant Council seat. Dawn Collings said a name had come before her that she would like to present to the Mayor and to the Council. She stated that Dennis Hendricks had expressed an interest and she said she would like to bring it before the Council for consideration. Mayor McGraw thanked Dawn and said he would like to take care of the matter as a number one item on the agenda and thanked Dawn for her recommendation. Mayor McGraw said that since Mr. Hendricks name was the only name submitted, Mayor McGraw said he would more than likely, seat Mr. Dennis Hendricks as the new Council Member. Tery McKee said he had read Dennis Hendricks Resume and felt he would be an asset to the Council. Mayor McGraw then administered the Oath of Office to Mr. Hendricks Minutes of the previous meeting were approved as presented. Motion was made by Les Young, seconded by Dawn Collings and passed by vote of the Council. Bills and accounts were approved as submitted. Motion was made by Tery McKee, seconded by Les Young and passed by vote of the Council. Police Chief John Flinner gave a short synopsis of his monthly report. Bob Goodman said the FFA Banner across a City Street had been removed and he was assured, that in the future, they would acquire permission from the City before hanging banners. Nick Wiltz said everything seemed to be going well and he had nothing to report. Dr. John Gahringer invited the Mayor and Council to the Chamber luncheon on Tuesday at 12:00 Noon at the Four Seasons. He said the Apple Blossom Royalty would be present. Mayor McGraw opened the following Project. A Tabulation follows: bids for the 13th and Arbor Terrace 1, Rains Contracting Inc. $88,502.50 Bridgeport, Wa. 2. Snitily Brothers Inc. $51,418.50 Wenatchee, Wa. 3. Hale and Long Contractors $48,663.28 East Wenatchee, Wa. 4. Gary Noyes Construction $63,658.27 Wenatchee, Wa. 5. T. W. Spears Construction $42,432.64 Cashmere, Wa. The bids were reviewed by the City Engineers and the City Attorney. All bids being in order, Tery McKee made a motion that the low bid of $42,432.64 submitted by T. W. Spears Construction be accepted. t otion was seconded by Dawn Collings and passed by vote of the Council. he City Engineers said they will have a Notice of Award ready for he Mayor's signature on Tuesday. Charles Zimmerman said the city is receipt of an executed copy of the permit to construct, executed by the people whose property is in question and G.T.E. as obtained a right of way easement so that they can go in an do the construction that they need to do, so it appears everything is in order to proceed with the project. The Stadium Fund Request from East Wenatchee Chamber of Commerce for $7,500 in the year 1990 for track resurfacing project (Eastmont School Dist.) was tabled until the next meeting as Marsha Henkle, representing the Chamber of Commerce was unable to attend the Mar. 6, meeting. Tery McKee made a motion to adopt the City of East Wenatchee Master Street Plan as all departments have had an opportunity to review the plan draft and make any changes they deemed important. Motion was seconded by Les Young and passed by vote of the Council. The Council authorized the City Engineers to prepare the final document and instructed the City Attorney to draft the ordinance required for adoption. Mayor McGraw suggested the Council think about when they would like to have their annual retreat and recommended they set a tentative date at the next meeting. Dawn Collings said she would make copies of the list of goals from the last retreat and provide copies for the Council. Mayor McGraw introduced Fran Glessner Council and asked that she speak to the Council concerning property South of the City Hall property. Mayor McGraw said there is no money involved as yet. Fran Glessner stated that she is a Broker with Johnson's Real Estate. Fran said she is very pro growth for the entire area and especially for the City of East Wenatchee. She said she has listed the property adjacent to the City property. She said with growth of the City, there will be a need of larger facilities. The property she said is just under an acre. She said the property is for sale and she would like the Council to ask those owners for a First Right of Refusal. She said that means, if someone comes in to the owners with an offer to purchase that property, then the City of East Wenatchee would have the option of saying, we wish to purchase the property and the City would have the right to purchase the property over anyone else who would want to purchase it, or the City could say no, they have decided to build elsewhere. She said it gives the City control over the property. Fran said she has not approached the owners about this and she does not even know if they would consider it. She said she does think it would be a good move for both parties involved and would give the City 2 1/4 acres to build a facility, parking and the City would still be able to keep the park. Mayor McGraw said he felt it was a good idea to consider, as it could make the City property more valuable in a trading situation if the City should decide to build elsewhere. Tery McKee said he had talked with Fran about the property before and he feels that First Right of Refusal gives the City a double option. Les Young said he felt it was a good idea if the owners were agreeable. As all Council persons were in favor of the First Right of Refusal, they directed Attorney Charles Zimmerman to draw up the document to present to the property owners. Mayor McGraw then asked that the Council go into executive session to discuss a pending litigation that would take approximately 20 minutes.
