CITY OF EAST WENATCHEE
COUNCIL MEETING
DEC. 5, 1988
Counci1persons present: Les Young, Tery McKee, Dawn
Collings and Paul Cassel. Attorney Charles Zimmerman
and City Clerk Peggy McArthur.
Mayor Richard McGraw advised the Council that the Budget
would be the first item on the agenda before calling the
meeting into session.
Bill Myres, Manager of the Humane Society was in
attendance and asked the Council if they would review
this budget request. He said he was unable to attend
ether budget meetings. Mr. Myres said his staff is under-
paid but they have agreed on a 40.00 increase for all
employees rather than an percentage increase. He stated
that he estimated approximately 280 calls for East
Wenatchee in the year 1989. He stated that each is
estimated to cost 10.70 to field humane officers. He
projects that 180 animals will be attended to at z rate of
23.97 per animal, for a total of 54.57 per animal. Myres
stated that roughly 3.6 percent is the projected for
handling of animals in the area and that is what he has
based his budget request on. He said he would like the
Council to consider a 500.00 increase for the the year
1989 over the 1988 budget for a total of 5,000.00 for the
year 1989.
Mayor McGraw polled the Council on Pill Myres' request.
All Council members agreed to contract with the Humane
Society for the requested amount of 5,000.00 for the year
of 1989 and advised the City Clerk to make the adjustment
of 500.00 by reducing the contingency fund by 500.00 and
placing that amount in the humane line item.
The Council made no ether adjustments to the budget
presented and directed the City Attorney to Draft the
Budget Ordinance and Salary Ordinance to be adopted at the
next Council Meeting. The City Clerk was directed to
draft Exhibit A to the Budget.
Mayor McGraw called the regular Council meeting into
session.
Minutes of the previous meeting were approved as read.
Motion i� �n was made by Tery McKee, seconded by Les Young and
passed by vote of the Council.

Mayor McGraw thanked Police Chief Flinner for his monthly
report and asked if had anything to add. Chief Flinner•
said he is presently working on a five-year plan for the
Police Dept. This plan he said, will be in the form of a
budget presentation and will show projected need of the
police dept., year -by -year. He said it is hoped that with
this process, the Mayor and Council will have a better
idea of what the up -corning budget for the Police
Department will contain.
Chief Flinner• said he would have a report on a K--9 unit at
another time. He stated that so far he has had a good
response that was in the past newsletter.

Bob Goodman and Nick Wiltz both stated that they had
nothing to report at this time. Mayor McGraw said there
was some news that would be coming out and Bob Goodman
would probably be busy helping to build a new street.
Attorney Chuck Zimmerman advised the Council that the City
must adapt an ordinance regarding disposal of hazardous �,�v
waste or the Department of (Transportati m will make that
decision for the City. After some discussion, it was
agreed by the Council that the attorneys do what is
necessary to meet the requirement and that a committee
of Chuck. Zimmerman, Tery McKee, Mayer McGraw and Nick
Wiltz review the issue and prehaps contact the County and
see how they plan to address the issue and if possible
work together on this important measure.
Mayor McGraw called for an exective session to discuss a
potential litigation that should take no more than ten
minutes.
Mayer McGraw called the meeting back into regular session
and there being no further business, Les Young made a
motion that the meeting be adjourned. Seconded by Tery
McKee and passed by vote of the Council.
