Recitals. 2.1. The City of East Wenatchee (“City”) is a non-charter code City duly incorporated and operating under the laws of the State of Washington. 2.2. In 2021, the City Council established the salary of the Chief Examiner/Secretary at $425.00 per month for all duties that the Chief Examiner/Secretary must perform. 2.3. Mayor Crawford and the Civil Service Commission recommend a compensation of $425.00 per month for the performance of regular duties; an additional $300 when the Civil Service Secretary/Chief Examiner conducts promotional testing, and an additional compensation of $150 per month when a recruitment process is opened by the Police Chief. 2.4. To maintain competitive and retain a qualified Civil Service Secretary/Chief Examiner, Mayor Crawford and the Civil Service City of East Wenatchee Ordinance 2026-03 Page 2 of 4 Retain Ordinance until no longer needed for City-business, then transfer to Washington State Archives (GS50-05A-16 Rev. 1) Commission recommend that beginning in 2027, an annual cost of living adjustment to such compensation be made based on the Consumer Price Index for Urban Wage earners and Clerical Workers (CPI-W), Pacific Region, subject to a maximum annual increase of four percent (4%). 3. Authority. 3.1. RCW 35A.11.020 and RCW 35A.12.190 authorize the City Council to adopt ordinances of all kinds to regulate its municipal affairs and appropriate to the good government of the City. 3.2. East Wenatchee Municipal Code Section 3.08.010.B.3 states, “The salary of the secretary and chief examiner shall be recommended by the commission and approved by the city council.” THE CITY COUNCIL OF THE CITY OF EAST WENATCHEE DO ORDAIN AS FOLLOWS: 4. Repeal. The City Council repeals Ordinance 2021-18. The City Council also repeals those provisions of any ordinance that is in conflict with the language of this ordinance. 5. Salary. The City Council establishes the salary of the City’s Civil Service Chief Examiner/Secretary at $425.00 per month for the performance of regular duties; an additional $300 when the Civil Service Secretary/Chief Examiner conducts promotional testing and an additional compensation of $150 per month when a recruitment process is opened by the Police Chief. Effective January 1st each year, beginning in 2027, an annual cost of living adjustment to such compensation based on the Consumer Price Index for Urban Wage earners and Clerical Workers (CPI-W), Pacific Region, subject to a maximum annual increase of four percent (4%). 6. Severability. If a court of competent jurisdiction declares any provision in this Ordinance to be contrary to law, such declaration shall not affect the validity of the other provisions of this Ordinance. 7. Publication. The City Council directs the City Clerk to publish a summary of this Ordinance. The summary shall consist of the title of this Ordinance. The City Council directs the City Clerk to publish a copy of this Ordinance on the City’s website. 8. Effective Date.
