BUDGET WORKSHOP
Nov. 28, 1988
Councilmembers present: Dawn Collings, Tery McKee, Les Young
and Paul Cassel. City Attorney Charles Zimmerman. City
Clerk Peggy McArthur.
Meeting was called to Order• by Mayor Richard McGraw.
Mayor McGraw said that he had talked with Bob Kiesz and both
agreed, if the Council and Staff would direct some of their•
questions to the legal staff with the Association of
Washington Cities and Councilman Paul Cassel, 5,000.00 could
be reduced from the Legal Budget. Paul said he would be glad
to give some time to researching some of the questions if
possible if he could save the City some money. The Council
agreed to reduce the Miscellaneous Line Item in the Legal
Budget by 5,000.00.
The Civil Service Budget was then discussed. The Council
agreed that the Civil Service Secretary should receive 50.00
so per month rather than the 75.00 per month that was requested
and that the total Civil Service budget be reduced to
1, 000. 00.
The Humane Society Budget was then addressed. The Council
agreed to set the contract amount at the same figure as 1988
as the Humane Society did not send a representative to the
budget meeting to explain why an increase was vital. This
budget item will remain 4,500.00 for the year 1988 at this
t i me.
Police Chief John Flinner addressed the Council and stated
that he had reduced his budget as much as possible and had
removed the car, expenditure. He said he had added dependent
medical coverage and it would have to be increased by
approximately 1,400.00 as the City had received notification
that the medical insurance was going to be increased 22 to 25
percent for the year 1989 and he had only figured his budget
with a 15 percent increase.
Paul Cassel asked Chief Flinner if he needed an additional
car. Flinner said it would be great to have another marked
car but he would rather have the medical insurance for his
staff. Les Young then suggested that the car that is now
kb used by the Mayor be put back into the police department and
when their is a meeting out of town, the Mayor and/or, Council
could use it.
Mayor McGraw said he was totally against this as he said the
City is now going forward and that would be going backwards
again and he was not willing to do that. After more
discussion, it was the unanimous decision of the Council to
put the car back into the police department so they would
have another marked unit.
Mayor McGraw said 800.00 could be taken out of the
Legislative budget for repairs and maintenance on the
car.
The Council then agreed that 1,000.00 be added to small tools
and equipment within the police budget for a light bar,
screen and gun rack for, the unmarked car.
The Council then asked the City Clerk to increase the budget
for spouse only medical coverage plus a 4 percent increase
for all employees and to change the percentage of property
and sales tax between current expense and streets to balance
the budget. The Council will then review the preliminary
budget at their regular meeting Dec. 5, 1986, at 6:00 P.M -
before the regular Council Meeting and make and changes or
corrections and Final budget will be passed at the second
meeting in December.
