Present: Councilmember Shayne Magdoff (Zoom), Councilmember Ken Arnold, Councilmember Christine Johnson,
Councilmember Matthew Hepner, and Councilmember Ettore Castellente.
WORKSHOP SESSION
Councilmember Arnold called the East Wenatchee City Council Workshop to order at 5:30
p.m.
1. INTRODUCTION TO THE TRANSPORTATION ELEMENT OF THE COMPREHENSIVE PLAN
Project Manager Daniel Hendricks from TranspoGroup presented the Council with an
overview of the Transportation Element update that will guide East Wenatchee’s
transportation planning through 2046 and align with the Comprehensive Plan and Growth
Management Act requirements. The process includes evaluating current conditions,
forecasting future needs, engaging the community, and developing a prioritized list of multi-
modal projects supported by sustainable funding strategies. A series of workshops and
outreach efforts will continue throughout 2026, with a draft plan expected by June and final
adoption scheduled for Dec ember.
No action was taken by the Council.
2. URBAN GROWTH BOUDARY OPTIONS
Community Development Director Curtis Lillquist presented the Urban Growth Area (UGA)
Expansion Options report in preparation for the March 31st Joint City/County Special Meeting.
The presentation outlined four protentional expansion options and requested Council
guidance to identify a preferred option and an alternative.
Comments were provided by all Councilmembers present.
No action was taken by the Council.
3. ADJOURNMENT
With no further business, the meeting was adjourned at 7:35 p.m.
