City of East Wenatchee Council Meeting Minutes 03-17-2026
1. CALL TO ORDER
Mayor Crawford called the East Wenatchee City Council meeting to order at 6:00 p.m.
2. PLEDGE OF ALLEGIANCE
Councilmember Castellente led the Pledge of Allegiance.
3. ROLL CALL
Present: Councilmember Stimmel (Zoom), Councilmember Arnold, Councilmember Harrison,
Councilmember Castellente, Councilmember Johnson and Councilmember Hepner.
Councilmember Johnson moved to excuse Councilmember Magdoff from attending the
meeting. Councilmember Hepner seconded the motion. Motion passed unanimously.
4. COUNCILMEMBER DECLARATION OF CONFLICT OF INTEREST
No Councilmembers indicated conflicts with any of the items on the agenda.
5. CONSENT AGENDA
a. Approval Voucher Report, 65042-65101, in the amount of $344,007.12.
b. Approval of the 02-19-2026 Council Workshop Minutes.
c. Approval of the 03-03-2026 Council Meeting Minutes.
Motion by Councilmember Harrison to approve agenda, vouchers and minutes as
presented. Councilmember Arnold seconded the motion. Motion passed
unanimously.
6. CITIZEN COMMENTS
Nathan Scott, resident of East Wenatchee.
7. PRESENTATIONS
a. In the absence of Pinnacles Prep representation Mayor Crawford announced the school
wanted to invite both the Council and community to a history making community event,
attempting to break the world record for the largest Loteria game ever played. The event is
scheduled to take place on Friday, April 24, 2026, at the Wenatchee Convention Center.
8. DEPARTMENT REPORTS
a. Chief of Police Rick Johnson and Sargent Karsten Garcia provided the East Wenatchee Police
Department 2025 Annual Report covering the department’s accomplishments and annual
statistics for calls for service, arrests and traffic violations. Mayor Crawford highlighted the
Police Department’s achievement of receiving full accreditation through the Washington
Association of Sherrif’s and Police Chiefs; achieved only through the thorough review of the
department’s practices, polices, and operations, ensuing they algin with modern police
procedures, evolving laws, industry standards and best practices.

Councilmember Hepner, Councilmember Harrison, and Councilmember Johnson.
9. MAYOR’S REPORT
a. Mayor Crawford announced the ribbon cutting ceremony for the Douglas County
Waste Facility on March 19 at 1:00 p.m. on Batterman Road and encouraged council
attendance, noting the strong partnership with the County.
b. Mayor Crawford invited council to attend the ribbon cutting ceremony for the
Community Advancement Family Education’s new building being held on March 24
at 4:00 p.m.
c. Mayor Council reminded Council of the two March Workshops: the regular March
19th Council Workshop and the Special Meeting with Douglas County Commissioners
on March 31, both scheduled for 5:30 p.m.
d. Mayor Crawford reported that pending state legislation and upon the Governor’s
signature of that bill, the city’s Flock Cameras could be turned back on for the Police
Department to be able to utilize them.
e. Mayor Crawford reported that the street department staff had completed building a
new ADA accessible counter at City Hall enhancing security, efficiency and improving
staff working conditions while saving costs.
f. Mayor Crawford reported the State of the Cities address was held with strong
community attendance, while both Mayors provided a recap of 2025 and an outlook
for 2026.
10. ADJOURNMENT
With no further business, the meeting adjourned at 06:43 p.m.
