City of East Wenatchee Council Meeting Minutes 03-03-2026
1. CALL TO ORDER
Mayor Crawford called the East Wenatchee City Council meeting to order at 6:00 p.m.
2. PLEDGE OF ALLEGIANCE
Councilmember Johnson led the Pledge of Allegiance.
3. ROLL CALL
Present: Councilmember Stimmel , Councilmember Arnold, Councilmember Harrison,
Councilmember Castellente, Councilmember Magdoff (Zoom), Councilmember Johnson and
Councilmember Hepner (Zoom).
4. COUNCILMEMBER DECLARATION OF CONFLICT OF INTEREST
No Councilmembers indicated conflicts with any of the items on the agenda.
5. CONSENT AGENDA
a. Approval Voucher Report, Checks62663 - 62668, in the amount of $15,634.51.
b. Approval of January 2026 Payroll Certification
c. Approval of the 02-17-2026 City Council Meeting Minutes.
Motion by Councilmember Johnson to approve agenda, vouchers, and minutes from
previous meetings as presented. Councilmember Arnold seconded the motion. Motion
passed unanimously.

8. DEPARTMENT REPORTS
a. Community Development Director Curtis Lillquist presented the 2025 Community
Development Annual Report.

b. Finance Director Josh DeLay presented the December 2025 Financial Report.
Comments provided by Councilmember Harrison, Councilmember Castellente,
Councilmember Magdoff, and Councilmember Johnson.
9. ACTION ITEMS
a. City Clerk Laura Leon presented Resolution 2026-11, amending the City of East Wenatchee
Banner Display Policy.
Comments provided by Councilmember Castellente, Councilmember Magdoff, and
Councilmember Hepner.
Motion by Councilmember Castellente to approve Resolution 2026-11 amending the City
of East Wenatchee Banner Display Policy as presented in Exhibit A. Councilmember
Johnson seconded the motion. Motion passed unanimously.
b. Engineering Technician Mak Albert presented Resolution 2026-12, Interlocal Agreement
between the City of East Wenatchee, Douglas County, Chelan County and the City of
Wenatchee for a municipal Stormwater Permit Required Effectiveness Study.

Motion by Councilmember Stimmel to approve Resolution 2026-12, authorizing Mayor
Crawford to execute a Multijurisdictional Interlocal Agreement for a Municipal
Stormwater Permit Required Effectiveness Study as presented in Exhibit 1. Councilmember
Johnson seconded the motion. Motion passed unanimously.
c. Engineering Technician Mak Albert presented Resolution 2026-13, Transportation
Improvements Board Complete the Streets 2026 Citywide Pedestrian Improvements
Design Agreement; City Project No. 2026-01.

Motion by Councilmember Johnson to approve Resolution 2026-13, authorizing Mayor
Crawford to execute an agreement between the City of East Wenatchee and RH2
Engineering, Project as presented in Exhibit 1, for the design of the Citywide Pedestrian
Safety Improvements; City Project No. 2026-01. Councilmember Harrison seconded the
motion. Motion passed unanimously.
10. MAYORS REPORT
a. Mayor Crawford recognized and congratulated Officer Josh Virnig on his promotion to
Sargeant serving the East Wenatchee Police Department.

b. Mayor Crawford reported Community Development Director Curtis Lillquist had presented
information to the NCW Home Builders Association, on Accessory Dwelling Units and the
permitting process for the City of East Wenatchee.
c. Mayor Crawford reported on events that took place during the Special Olympics noting
strong volunteer participation and thanking the Council for the City’s sponsorship.
d. Mayor Crawford announced the Wenatchee Valley Chamber of Commerce “State of the
Cities” event is scheduled for March 17, 2026, at 8:00am at Wenatchee City Hall featuring
both Wenatchee and East Wenatchee Mayors.
11. COUNCIL REPORTS & ANNOUNCEMENTS
a. Councilmember Castellente recognized that Mayor Crawford was honored at the
recent Community Impact Awards ceremony hosted by Wenatchee World.
b. Councilmember Magdoff, as City representative for the Wenatchee Valley Museum
and Cultural Center, provided an update on the organization.
c. Councilmember Johnson, as City representative for the Homeless Task Force,
provided an update on the organization.
12. ADJOURNMENT
With no further business, the meeting adjourned at 07:34 p.m.
