Present: Councilmember Shayne Magdoff (Zoom), Councilmember Ken Arnold, Councilmember Christine Johnson,
Councilmember Paul Harrison, Councilmember Ettore Castellente, and Councilmember Taylor Stimmel.
WORKSHOP SESSION
Councilmember Arnold called the East Wenatchee City Council Workshop to order at 5:32 p.m.
1. BANNER POLICY REVISIONS
Mayor Crawford presented a draft version of the revised Banner Display Policy.
Discussion took place regarding the city’s ability to accept monetary donations from
organizations/residents, display schedules, and inquiries regarding the financial difference between a
flag vs. a banner.
Comments were provided by all Councilmembers present.
No action was taken by the Council.
2. RECAP OF URBAN GROWTH MEETING (1/15/2026)
Community Development Director Curtis Lillquist provided a recap of the Special Meeting that took
place on January 15, 2026, and encouraged the Council to ask any additional questions as needed.
No action was taken by the Council.
3. HOUSING TYPES PRESENTATION
Community Development Director Curtis Lillquist guided a discussion with the Council to review
options to allow additional housing types in the Residential Low Density (R-L) District Zones. The
options ranged from maintaining the current regulations to allowing up to fourplexes on R-L lots.
Comments provided by all Councilmembers present.
No action was taken by the Council.
4. HOUSING ITEMS: RESIDENTIAL LOW DENSITY DISTRICT HOUSING TYPES DISCUSSION
Community Development Director Curtis Lillquist reviewed draft housing action items intended to
support the Housing Element of the Comprehensive Plan and help create conditions that encourage
housing development at a variety of affordability levels. Proposed updates included regulatory
updates, partnerships with housing organization, infrastructure planning, and public engagement
strategies to support future housing initiatives.
Comments provided by all Councilmembers present.
No action was taken by the Council.
5. ADJOURNMENT
With no further business, the meeting was adjourned at 7:50 p.m.
