HomeMy WebLinkAbout01-22-2026 Council Workshop MinutesMINUTES CITY COUNCIL WORKSHOP SESSION Thursday, January 22, 2026 City Hall Council Chambers, 271 9th St NE, East Wenatchee, WA 01-22-2026 Council Workshop Meeting Minutes Page 1 of 1 Present: Councilmember Shayne Magdoff, Councilmember Ken Arnold, Councilmember Christine Johnson, Councilmember Paul Harrison, Councilmember Ettore Castellente, Councilmember Taylor Stimmel and Councilmember Matthew Hepner. WORKSHOP SESSION Councilmember Arnold called the East Wenatchee City Council Workshop to order at 5:30 p.m. 1. COUNCIL SALARIES City Clerk Laura Leon provided the history, legal framework and available options for setting the elected officials’ salaries. Staff outlined prior practices, statutory constraints on salary adjustments, and potential approaches which included adopting an ordinance (with a periodic council review), an extended ordinance (with fixed increases), or the use of a salary commission. Comments were provided by all Councilmembers present. A consensus was established guiding Staff to conduct research and commence the necessary processes to establish a Salary Commission. No action was taken by the Council. 2. BANNER POLICY City Attorney Bob Siderius advised the council on two federal court cases where the Supreme Court of the United States ruled that the municipalities involved had violated first amendment rights (Scaer v. City of Nashua, New Hampshire, (2025) and Shurtleff v. City of Boston, Massachusetts, 596 U.S. 243 (2022). Discussion took place on the possibility of revising the Banner Policy to only allow for banners of city- sponsored events and federal holidays to be displayed. Additional discussion took place on the possibility of accepting donated banners for federally recognized holidays. Comments provided by Councilmembers present. Councilmembers requested to have an additional work session on the topic. No action was taken by the Council. 3. CITY COUNCIL POLICY & PROCEDURES City Attorney Bob Siderius reviewed the City Council’s Policies and Procedures and recommended edits to better align with the Council’s current needs and priorities while improving the overall efficiency and effectiveness of Council operations. Comments provided by all Councilmembers present. No action was taken by the Council. 4.
