CALL TO ORDER Mayor Crawford called the East Wenatchee City Council meeting to order at 6:00 p.m. 2. PLEDGE OF ALLEGIANCE Councilmember Harrison led the Pledge of Allegiance. 3. ROLL CALL Present: Councilmember Stimmel , Councilmember Arnold, Councilmember Harrison, Councilmember Castellente, Councilmember Magdoff (Zoom), Councilmember Johnson and Councilmember Hepner. 4. COUNCILMEMBER DECLARATION OF CONFLICT OF INTEREST No Councilmembers indicated conflicts with any of the items on the agenda. 5. CONSENT AGENDA a. Approval of 2026 – 2027 Police Clerks Teamsters Union Contract. b. Approval of 2026 – 2027 Police Officers Teamsters Union Contract. c. Approval Voucher Report, Checks: 62663-62668, in the amount of $15,634.51. Motion by Councilmember Hepner to approve agreements, vouchers, and minutes as presented. Councilmember Johnson seconded the motion. Motion passed unanimously. 6. CITIZEN COMMENTS None. 7. DEPARTMENT REPORTS a. Events Director/PIO Trina Elmes provided the 2025 Wings and Wishes Event Report. Comments provided by Councilmember Johnson and Councilmember Arnold. 8. ACTION ITEMS a. Community Development Director Curtis Lillquist presented Ordinance 2026-01, Adopting regulation for Unit Lot Subdivisions (ZTA 2025-01). Comments provided by Councilmember Hepner and Councilmember Harrison. Motion by Councilmember Harrison to approve Ordinance 2026-01, amending East Wenatchee Municipal Code Title 16 Subdivisions and Section 19.11 Definitions, to implement ESSSB 5258 and ESSSB 5559 creating a process for Unit Lot Subdivisions, as presented in Exhibit A. Councilmember Johnson seconded the motion. Motion passed unanimously. City of East Wenatchee Council Meeting Minutes 01-06-2026 b. Community Development Director Curtis Lillquist presented Ordinance 2026-02, adopting regulations amendments responding to legislative amendments (ZTA 2025- 02). Comments provided by Councilmember Johnson, Councilmember Harrison, and Councilmember Stimmel. Motion by Councilmember Johnson to approve Ordinance 2026-02 to approve Ordinance 2026-02, amending East Wenatchee Municipal Code Title 15 Buildings and Construction, Title 17 Zoning and section 19.11 Definitions as presented in Exhibit A. Councilmember Magdoff seconded the motion. Motion passed unanimously. c. Public Works Director Garren Melton the request for City Council to set a public hearing date to consider deferment of frontage improvements associated with Short Plat Application No. 2025-02. Motion by Councilmember Stimmel designating Tuesday, January 20, 2026, as the Public Hearing date to consider the frontage improvement deferral on 12th Place NE, in association with Short Plat Application 2025-02. Councilmember Harrison seconded the motion. Motion passed unanimously. d. Community Development Director Curtis Lillquist presented the Notice of Intention to Commence Annexation Proceedings signed by the owners of 10% of the value of 15.5 acres of land for an annexation to be known as the Sand Canyon Annexation. Comments provided by Councilmember Magdoff, Councilmember Johnson, Councilmember Harrison, and Councilmember Hepner. Motion by Councilmember Castellente to approve the annexation boundary as proposed in the Notice of Intent to Commence Annexation Proceedings dated December 2, 2025, to require the adoption of the proposed zoning regulations as set forth in Resolution 2023-45 as Residential Low Density, and to require the assumption of existing indebtedness of the city in the area to be annexed. Councilmember Arnold seconded the motion. Motion passed unanimously. e. Before presenting each individual East Wenatchee Events Board Lodging Tax Fund recommendation (Action Items E-H) Events Director/PIO Trina Elmes provided an update of the advisory committee’s current financial status, indicating that about 98 percent of the projected 2026 revenue had already been committed for the year. Comments provided by all council members present with a consensus for the East Wenatchee Events Board to reassess the current funding recommendations, while considering the committee’s current financial status. f. Events Director/PIO Trina Elmes presented the East Wenatchee Event Board Funding recommendation for Lodging Tax funds for Greater Wenatchee Girls Softball Association’s Sterling Invite, May 22-25, 2026. Events Director/PIO Trina Elmes presented the East Wenatchee Event Board Funding recommendation for Lodging Tax funds for Mission Ridge Ski Education Foundation’s 14U Super G Series, March 6-9, 2026. No motion was made. h. Events Director/PIO Trina Elmes presented the East Wenatchee Event Board Funding recommendation for Lodging Tax funds for the Wenatchee Valley Sports Foundation WA State Winter Games, February 27-March 1, 2026. No motion was made. i. Events Director/PIO Trina Elmes presented the East Wenatchee Event Board Funding recommendation for Lodging Tax funds for Wenatchee Youth Basketball’s 509 Frenzy Youth Basketball Tournament, January 31 – February 1, 2026. No motion was made. 9. MAYOR’S REPORT a. Mayor Crawford opened the floor to accept nominations for the 2026 Mayor Pro Tempore position. Councilmember Hepner nominated Councilmember Arnold to fill the position of Mayor Pro Tempore for the 2026 fiscal year. Councilmember Magdoff nominated Councilmember Arnold to fill the position of Mayor Pro Tempore for the 2026 fiscal year. Mayor Crawford closed the nominations. Motion by Councilmember Hepner to nominate Councilmember Arnold as Mayor Pro Tempore for the year 2026. Councilmember Magdoff seconded the motion. Motion passed unanimously. b. Mayor Crawford requested input from the Council regarding the Council Workshop schedule for 2026. i. Motion by Councilmember Johnson to schedule all 2026 City Council Workshops on the Thursday after the second council meeting of the month at 5:30 p.m. Councilmember Castellente seconded the motion. Motion passed unanimously. ii. As a consensus the Council selected Councilmember Arnold to facilitate the Workshop Sessions for the 2026 year. c. Mayor Crawford introduced the 2026 City Council Committee Assignments. Motion by Councilmember Magdoff to approve the City of East Wenatchee 2026 City Council Committee and Board Assignments as presented. Councilmember Johnson seconded the motion. Motion passed unanimously. i. Mayor Crawford led a discussion regarding the Misawa Sister City Delegation and selecting the City Council representative to attend the annual trip to Japan. Councilmember Hepner inquired about ordinances and/or policies the City could implement regarding “Zoombombing.” b. Councilmember Magdoff, as City Representative for the City of Wenatchee and Chelan County Housing Authority, provided an update on the organization indicating the organization would be doing business as the Central Washington Housing Authority. c. Councilmember Magdoff, as City Representative for the Wenatchee Valley Museum and Cultural Center, provided an update on the organization. 11.
