City of East Wenatchee Council Meeting Minutes 11-04-2025
1. CALL TO ORDER
Mayor Crawford called the East Wenatchee City Council meeting to order at 6:00 p.m.
2. PLEDGE OF ALLEGIANCE
Councilmember Stimmel led the Pledge of Allegiance.
3. ROLL CALL
Present: Councilmember Stimmel, Councilmember Arnold, Councilmember Magdoff,
Councilmember Castellente, Councilmember Johnson and Councilmember Hepner.
4. COUNCILMEMBER DECLARATION OF CONFLICT OF INTEREST
No Councilmembers indicated conflicts with any of the items on the agenda.
5. CONSENT AGENDA
a. Waste Management 2026 CPI and B&O Rate Increase Adjustment.
b. Approval Voucher Report, Checks: 62432-62486, in the amount of $414,196.56.
c. September 2025 Payroll Certification.
d. Approval of 10-07-2025 City Council Meeting Minutes.
e. Approval of 10-14-2025 Special Meeting Minutes.
f. Approval of 10-21-2025 City Council Meeting Minutes.
Motion by Councilmember Magdoff to approve the agenda, vouchers, payroll
certifications and minutes as presented. Councilmember Johnson seconded the motion.
Motion passed unanimously.
6. CITIZEN COMMENTS

• Chad Allred, non-resident of East Wenatchee.

7. PRESENTATIONS
a. Mayor Crawford read the 2025 Veteran’s Day Proclamation and recognized guest
Chad Allred for his service in the United States Coast Guard. Mayor Crawford provided
information regarding the Veteran’s Day Parade taking place on Tuesday, November
11th, 2025 with a ceremony at Memorial Park at 11:00 a.m.
b. The Director of Visit Wenatchee, Ashley Sinner, and the Executive Director from the
Wenatchee Valley Chamber of Commerce, Steve Wilkinson, provided the 2025

Annual Report from their respective organizations and the work conducted for the
City of East Wenatchee.
Comments provided by Councilmember Castellente and Councilmember Hepner.
c. Finance Director Josh DeLay verbally presented updated 2026 projections, noting a
preliminary surplus of approximately $255,000 (not including updated liability
insurance savings) and several small revenue and expense adjustments.
Discussion took place and Council gave directions to include the following
amendments for the first reading of the 2026 Budget:
• Adding 3% COLA for Department Heads and Mayor.
• Include the new hybrid code compliance /stormwater position, with it
starting in late 2025 to allow cross-training ahead of anticipated department
departure.
Additional discussion took place.
The proposal to add $125,000 to the law enforcement budget was deferred until
more is known about the state public safety grant and 2026 revenues, and the current
museum funding split of ($100,000 LTAC / $50,000 General Fund under the existing
contract) will remain unchanged.
8. PUBLIC HEARINGS
a. Mayor Crawford opened the public hearing at 7:24 p.m., for Ordinance 2025-11*, property
tax revenue and other revenue possible increases in property tax revenues.
Finance Director, Josh DeLay, provided the staff report.
Mayor Crawford asked for public comment.
No Public Comment was provided.
Comments provided by Councilmember Johnson and Councilmember Arnold.
Mayor Crawford closed the public hearing at 7:28 p.m.
i. Mayor Crawford provided the first reading of Ordinance 2025-11*, authorizing the
regular property tax levy to be collected in the 2026 tax year, an increase of 1% in the
regular tax levy, and authorizing an increase which may be allowed in the amount
under new construction, improvements to property and the State assessed property
provisions of State law.
No action was taken by the Council.
*Ordinance 2025-11 was noticed and listed on the agenda with a scrivener’s error. This is
the corrected number for the ordinance.

9. ACTION ITEMS
a. Public Works Director Garren Melton presented Resolution 2025-50, Greater East
Wenatchee Comprehensive Plan Transportation Element Update; City Project
Number 2025-07.
Comments by Councilmember Johnson and Councilmember Arnold.
Motion by the Councilmember Magdoff to approve Resolution 2025-50 authorizing
Mayor Crawford to execute an Interlocal Agreement with Douglas County for work
on a joint Urban Transportation Element of the Comprehensive Plan, with a
contribution amount not to exceed $97,000, contingent upon approval of the Public
Works Director and City legal counsel. Councilmember Arnold seconded the motion.
Motion passed unanimously.
b. City Clerk Laura Leon presented to temporarily amend the Banner Display Policy
Approval and Notification Timeline.
Comments by Councilmember Stimmel, Councilmember Castellente, Councilmember
Hepner, Councilmember Johnson and Councilmember Arnold.
Motion by Councilmember Castellente to extend the approval date and notification
date for theme banner applications to be extended for up to 30 days following the
City Council approval of the revised Banner Display Policy, with the exclusion of the
City’s Applications. Councilmember Johnson seconded the motion. Motion passed
unanimously.
c. Events Director/PIO Trina Elmes presented the East Wenatchee Events Board Funding
Recommendation for Lodging Tax for Wenatchee Amateur Hockey Association’s
Apple Cup Tournament, January 17-19, 2026.
Comments by all Councilmembers present.
Motion by Councilmember Johnson to authorize Mayor Crawford to execute an
agreement with Wenatchee Amateur Hockey Association for the Apple Cup
Tournament for an amount not to exceed $5,000 as recommended by the East
Wenatchee Events Board. Councilmember Hepner seconded the motion. Motion
passed unanimously.
10. MAYOR’S REPORT
a. Mayor Crawford, as the City Representative for the Public Facilities District, provided an
update on the Town Toyota Center’s bond payoff plan.
b. Mayor Crawford reported and invited the Council to the 2025 Wenatchee Valley Misawa
Sister City Association Open House on Monday, November 10, 2025, at 6:00 p.m. at Pybus
Market Events Room.

11. COUNCIL REPORTS & ANNOUNCEMENTS
a. Councilmember Castellente commented on attending the East Wenatchee Police
Department’s simulator training demonstration and recognized officers and their
performance.
b. Councilmember Johnson reported on her participation in the interviewing panel for the
Homeless Housing Task Force as they searched to fill the position for the Lived-Experience
Representative Position.
c. Councilmember Magdoff, as City Representative for the Columbia River Task Force, provided
an update on the organization.
12. ADJOURNMENT
With no further business, the meeting adjourned at 08:07 p.m.
