CITY COUNCIL REGULAR MEETING Tuesday, October 21, 2025 Zoom Webinar, Eastmont Junior High School Auditorium 805 9th St NE, East Wenatchee, WA City of East Wenatchee Council Meeting Minutes 10-21-2025 1.CALL TO ORDER Mayor Crawford called the East Wenatchee City Council meeting to order at 6:00 p.m. 2.PLEDGE OF ALLEGIANCE Councilmember Hepner led the Pledge of Allegiance. 3.ROLL CALL Present: Councilmember Stimmel (Zoom), Councilmember Arnold, Councilmember Magdoff, Councilmember Castellente, Councilmember Johnson and Councilmember Hepner. 4.COUNCILMEMBER DECLARATION OF CONFLICT OF INTEREST No Councilmembers indicated conflicts with any of the items on the agenda. 5.CONSENT AGENDA a.Approval of 2026-2027 Teamsters 760 Labor Agreement – Law Enforcement Officers. b.Approval Voucher Report, Checks: 62378 – 62431, in the amount of $205,181.92. Motion by Councilmember Castellente to approve agreements, vouchers, and agenda as presented. Councilmember Johnson seconded the motion. Motion passed unanimously. 6.CITIZEN COMMENTS Councilmember Arnold recommended Council take Public Comment for ninety (90) minutes and have each comment to be limited to two (2) minutes per person. For a list of participants: Please see Exhibit A. Public Comment Cards that were submitted that evening are included as Exhibit B. Public Comment that was submitted via email after the Agenda Packet was released for this meeting is included as Exhibit C. 7.ACTION ITEMS a.City Clerk Laura Leon presented Resolution 2025-49, revising the City of East Wenatchee Banner Display Policy. Comments provided by all Councilmembers present. City Attorney Bob Siderius provided historical information on why the policy was originally drafted and indicated that conducting an additional Work Session on the topic would be beneficial to have a unified change and address concerns of any potential litigation. Motion by Councilmember Hepner to discuss the revision of the current Banner Policy at the March 2026 Workshop. Councilmember Johnson seconded the motion. Discussion took place. Motion failed 2 votes in favor and 4 votes against. City of East Wenatchee Council Meeting Minutes 10-21-2025 Motion by Councilmember Castellente to table Resolution 2025-49 revising the City of East Wenatchee Banner Display Policy. Councilmember Hepner seconded the motion. Motion passed unanimously. At 8:10 p.m. Mayor Crawford called for a seven-minute recess. The Council reconvened at 8:17 p.m. b. Public Works Director Garren Melton presented Ordinance 2025-13, amending section 10.32.090 of the East Wenatchee Municipal to adjust the speed limit on a portion of 15th Street NE. Motion by Councilmember Magdoff to approve Ordinance 2025-13 amending the East Wenatchee Municipal Code Chapter 10.32 as reflected in Exhibit A. Councilmember Johnson seconded the motion. Motion passed unanimously. c. Community Development Director Curtis Lillquist presented Resolution 2025-41, Amendment to Professional Services Agreement for the City Hearing Examiner to add a Hearing Examiner Pro-Tem and increase fee structure. Motion by Councilmember Hepner to approve Resolution 2025-41 authorizing Mayor Crawford to execute an amendment to the professional services agreement with Andrew Kottkamp and Jay Eyestone for Hearing Examiner Services, as presented in Exhibit A. Councilmember Magdoff seconded the motion. Motion passed unanimously. d. Community Development Director Curtis Lillquist presented Resolution 2025-45, amending the Development Application Fee Schedule and the Building Permit and Plan Review Fee Schedule. Motion by Councilmember Castellente to approve Resolution 2025-45 the Development Application Fee Schedule and the Building Permit and Plan Review Fee Schedule as presented in Exhibit A and Exhibit B. Councilmember Johnson seconded the motion. Motion passed unanimously. e. Community Development Director Curtis Lillquist presented Resolution 2025-46, Commerce Growth Management Services Grant. Motion by Councilmember Hepner to authorize Mayor Crawford to execute the Interagency Agreement with Commerce Growth Management Services for a GMA Periodic Update Grant; Contract #26-63114-219 as presented in Exhibit A. Councilmember Stimmel seconded the motion. Motion passed unanimously. f. Public Works Director Garren Melton presented Resolution 2025-48, 5th Street NE Improvements WSDOT Bike & Pedestrian Program Grant Agreement; City Project No. 2024-01. Motion by Councilmember Castellente to approve Resolution 2025-48 authorizing Mayor Crawford to execute a grant agreement between the City of East Wenatchee and the Washington State Department of Transportation, contingent on WSDOT concurrence, for the 5th Street NE Improvement Project; City Project No. 2024-01. Councilmember Hepner seconded the motion. Motion passed unanimously. 8. MAYOR'S REPORT a. Mayor Crawford reported on the 2025 Misawa Sister City Delegation trip (8 days: 3 in Tokyo, 4 in Misawa), thanking the delegation for their full participation despite getting sick through their travels. b. Mayor Crawford reported on having met with Governor Ferguson during an agriculture roundtable and had the opportunity to express how burdensome the new state police grant application is, noting that the City of East Wenatchee had enacted the public safety sales tax. c. Mayor Crawford reminded the Council of the Joint Workshop with the Planning Commission scheduled for Thursday, October 23, 2025, at 5:30 p.m. at City Hall. 9. COUNCIL REPORTS & ANNOUNCEMENTS a. Councilmember Hepner, as City Representative for the Wenatchee Valley Chamber of Commerce, provided an update on the organization. b. Councilmember Hepner, as City Representative for Link Transit, provided an update on the organization. c. Councilmember Magdoff reported on the Book Sale that the Friends of the East Wenatchee Library held during the weekend of October 17-19, 2025, at City Hall. 10. It would be wonderful if we lived in a world where we didn’t need banners to remind others that love, acceptance, and equality matter—but unfortunately, we still do. Those banners were a visible sign to our children and adults alike that our city cares about all of its people. My wife and I have lived in East Wenatchee for 20 years. We love this community and want to continue living in a place that treats everyone equally—as human beings, with kindness and respect. Kids especially need to see positive influences from all kinds of people. No one is trying to change children; we are simply trying to support them, encourage them, and show EXHIBIT B them love. This is a city issue, not a religious one. The City Council is not responsible for people’s moral or religious beliefs—it is responsible for ensuring that all citizens are treated fairly and equally under the law. As a Christian, I find it deeply troubling when religion is used to justify hate or exclusion. Faith should be about compassion, understanding, and love—values I believe our city can and should stand for. I hope the Council will consider what kind of message we want to send as a community. National research and clinical experience consistently show that LGBTQ+ individuals face higher rates of depression, anxiety, and suicidal ideation, often due to stigma and lack of community support. When inclusive symbols like Pride banners are displayed, they send a powerful message that East Wenatchee is a community that values every one of its residents. These banners say: You are seen, you are safe, and you belong here. Removing that visibility would not only harm the mental and emotional well- being of LGBTQ+ individuals, but it would also send a message of exclusion and intolerance that does not reflect the compassion and strength I know exists EXHIBIT B in our city. As a mental health professional, I have witnessed the difference that acceptance and community support make in the lives of LGBTQ+ youth and adults. Conversely, I have also seen the devastating effects of rejection, silence, and erasure. I urge the council to consider the psychological and social consequences of this proposal and to choose inclusivity over exclusion. Allowing Pride banners to be displayed is an act of leadership, compassion, and courage. It costs the city minimal (and I am sure prices can be raised to ensure no cost to the town), but it means everything to those who have fought to exist as themselves. The city’s own draft banner policy states: “It is the policy of the City of East Wenatchee that theme banners are not a forum for free expression by the public. Rather, the theme may only be displayed as an expression of the City’s own sentiments.” If the City adopts this language and then selectively chooses which “sentiments” are permitted, it is engaging in viewpoint discrimination, which is explicitly prohibited by the First Amendment. The courts have consistently held that when a government entity opens a space to expression—whether through banners, flags, or public displays—it must apply its policies neutrally and without discrimination based on the message or identity represented. Furthermore, under RCW 49.60.030, the Washington Law Against Discrimination guarantees every person the right to be free from discrimination in the enjoyment of public accommodations and governmental services. A policy that permits some privately funded or identity-based banners (such as religious, veteran, or holiday displays) but excludes Pride or diversity-themed banners would violate the principle of neutrality required by state law and would expose the City to legal risk. The only way to maintain a constitutionally sound and non-discriminatory policy is to apply the same standard to all privately sponsored banners—either allowing none or allowing all under clear, content-neutral criteria. To do otherwise is to invite both moral and legal consequences, both of which we can't afford. Flying the Pride flag is not an act of political expression—it is a declaration that East Wenatchee values all residents equally and recognizes the contributions of its LGBTQ+ community members. Removing it signals exclusion and regression, contrary to the principles of equality, liberty, and civic pride that define our valley. EXHIBIT B Our valley has come a long way and is finally starting to feel like a welcoming and inclusive community. The Pride flag is not a symbol of division—it is a symbol of belonging, safety, and visibility for LGBTQ+ residents, families, and youth. I am always filled with joy and happiness each June when I see them go up and when I was a business owner I was a proud sponsor. Removing them sends a message that inclusion is conditional and that some of our neighbors are less valued or less welcome. Public spaces are reflections of our shared values. When we fly the Pride flag, we are affirming that everyone in our valley deserves to live without fear or shame for who they are or whom they love. This is not about promoting a political agenda—it is about recognizing and celebrating human dignity, equality, and the diversity that strengthens our community and the members in it who work, live, own businesses, and contribute to the economy and vibrancy of this valley. I urge you to reject any policy that would suppress expressions of diversity and inclusion, and to ensure that East Wenatchee continues to uphold the constitutional and ethical standards that protect all citizens. Learn why this is important Dear Council Members, Although my home sits just one block outside the city limits, my address has read East Wenatchee for over 20 years. I have four children — two of whom have graduated from Eastmont, and two who are still attending. My daughter wrestles for Eastmont and plays in the jazz band. My son serves as the elected choir treasurer and was honored as Homecoming King this fall. I’m also a member of the newly formed Eastmont Music Booster Club. All of this is to say: we are deeply invested members of the East Wenatchee community. I attended the council workshop in September. I heard Councilmember Johnson express uncertainty about whether the four subject areas (Sister City, Equity/Diversity, Federal Holidays, and City-Sponsored Events) were exempt from the preapproval process. She also said she did not recall that Resolution 2022-49 included the statement: "...street banners may only be displayed as an expression of the City's own sentiments." After the meeting, I reviewed the resolution on the city's website. The record clearly shows that during the public comment period, a citizen requested that the LGBTQIA+ flag be included in the pre-approved list. The final resolution does, in fact, include the language about banners expressing the city’s sentiments. Councilmember Johnson not only seconded the motion to exempt those four subject matters from pre approval; she also seconded the motion to adopt the resolution itself, which passed unanimously (7–0). It’s entirely understandable that a detail may have been forgotten. We all need reminders sometimes, and that’s what I hope this serves as. I trust that Councilmember Johnson, and the full council, will stand by that original vote and uphold the resolution as it stands. Reversing this policy now, after it has been in place and embraced since 2022, would signal instability and send a message that the values affirmed by the council can be undone without cause, eroding the trust built between the community and its elected officials. Every single person in this city knows someone for whom representation matters. Someone for whom these flags send a message of inclusion. As a queer woman raising a family in a rural area, I live every day with a quiet question: Am I safe here? When the rainbow banners go up each June, that question softens. I feel that our family is seen — that we belong here. Those banners tell my daughter, “Your family is part of this community.” Removing them tells us the opposite. It sends a message of exclusion that causes real harm. LGBTQ+ people are five times more likely to experience violent victimization than non-LGBTQ people. In 2024, the FBI reported that 17% of all hate crimes targeted people based on sexual orientation or gender identity. LGBTQ+ youth who feel supported by their communities are 40% less likely to attempt suicide. These are not political symbols — they are public affirmations of safety and belonging. I understand that national political currents have placed pressure on institutions to roll back diversity and inclusion. But please know that Washington State law supersedes those pressures. Under RCW 49.60, sexual orientation and gender identity are protected classes. If the City of East Wenatchee removes Pride banners while allowing others, that is a discriminatory act against a protected group and exposes the city to legal and financial liability. If this Council votes to target Pride banners, I — and many others — will take action. We will file a complaint with the Washington State Human Rights Commission, and we will seek counsel from civil-rights organizations such as ACLU of Washington and Lambda Legal. I was born, raised, and college-educated in the Gulf Coast region of the American South. During my teen years, when I first became aware of the LGBTQ+ community, it was with the understanding that many had to live part of their lives invisibly and apart from the broader community. In high school, not even the worst bullies would out a classmate to an adult, because we all knew that real harm could come to them, or worse. As I grew older, I saw how simply being out could lead to devastating consequences: loss of family and social standing, employment, housing, and access to healthcare. I watched peers and family members hide parts of themselves until they could leave our community in search of a place where they could live openly and safely. According to The Trevor Project’s 2024 U.S. National Survey on the Mental Health of LGBTQ+ Young People, 37% of LGBTQ+ youth surveyed in Washington state seriously considered suicide in the past year, including 42% of transgender and nonbinary youth. 10% attempted suicide, including 12% of transgender and nonbinary youth. I’ve attached the full report for your review. In light of these realities, I find it deeply concerning that the council is considering the removal of these banners, a move that feels like exclusion at a time when our community needs unity and compassion more than ever. Over the past year, many residents have faced challenges such as food insecurity, with local food banks seeing increasing need for their services. These hardships remind us that quality of life is fragile, and that small acts of recognition and solidarity can make a meaningful difference. Just as a few kind words can offer hope during a difficult day, I believe these banners offer recognition and celebration to members of our community who, across generations, have had to embody courage and resilience in ways many of us have never had to. When we allow our city to celebrate every part of itself with dignity, we show the world the very best of who we are, and who we aspire to be. That’s why these symbols matter. One of the reasons I chose to move to East Wenatchee was because of its visible support and acceptance of me and my family. It made us feel seen and valued. When I arrived, some African American friends who had grown up in the Valley in the 70s and 80s warned me that East Wenatchee would NOT be welcoming; that a Black single mother, even one hired to lead an economic development organization, would not be viewed well and might even experience harassment and discrimination. But I moved to East Wenatchee anyway because that's where I could find housing. In some ways, my friends - who to this day, continue to boycott East Wenatchee - were correct. Our neighbors were not particularly "neighborly", especially when the renaming of the Robert E Lee Elementary School flared up. So I decided it would be in the best interest of my young child for us to move to Leavenworth. In the nearly nine years since we've lived in the Valley, I have continued to frequent East Wenatchee, and have noticed the growing diversity of people who seem to live, work, play and shop there. Over the years, East Wenatchee has come to feel less like a Sundown Town, and more like a warmer, Live and Let Live community. I suspect the new housing developments and apartments, attracting folks from all over the state and country, have been part of this vibe shift. The flying of the Diversity Flags was a further signal that the City that had once celebrated and commemorated a Confederate soldier was finally ready to acknowledge, value and celebrate the diversity of all those who choose to call East Wenatchee Home, regardless of race, ethnicity, sexual orientation, gender identity, or ability. The Diversity Flag, like East Wenatchee, has evolved over time. Though it began as a hopeful totem during the Gay Liberation Movement. It has evolved to recognize and celebrate the reality that there are people of all walks of life, creeds, and backgrounds who are LGBTQIA+. It takes the trauma and memories of exclusion, persecution, neglect and erasure and transforms them into a banner celebrating the diversity of our human family. This reminder to celebrate diversity is not unique to the NCW Equity Alliance (of which I am a founding board member), nor to the dozens of businesses who had sponsored the flags previously. Flying the Diversity Flag in June is an international tradition. I hope that the Council will reject the fear-mongering, prejudice, slander and harassment by those who clearly pine for the days when only some people were welcomed and allowed to safely live as their true selves within City limits. I hope East Wenatchee doesn't regress. I also have to wonder about the wisdom of creating a precedent for viewpoint discrimination but perhaps that's an issue better discussed between your city attorney and a constitutional lawyer. I am someone who takes seriously both the blessings and responsibilities of American liberty. Tonight, I rise in support of Resolution 2023-46, exactly as it was adopted in 2023, with none of the amendments proposed before you tonight. Why? Because the original resolution reflects some of the most foundational, conservative, and distinctly American principles—chief among them: free speech, equal opportunity, and the belief that all are created equal, as declared in our nation's birth certificate—the Declaration of Independence. Our Founders didn’t fight a revolution for comfort. They fought for principle. As George Washington said, "The bosom of America is open to receive not only the opulent and respectable Stranger, but the oppressed and persecuted of all nations and religions." That’s a call to inclusion, not exclusion. This resolution affirms that East Wenatchee still believes in that ideal—that we judge people not by label, but by character and merit. Thomas Jefferson warned that "all tyranny needs to gain a foothold is for people of good conscience to remain silent." Let me be clear: this resolution was never about silencing anyone —it was about ensuring every citizen has a seat at the table, and a voice in the public square. That’s not “wokeness.” That’s constitutionalism. Now—let’s talk plainly. Diversity, equity, and inclusion are not Marxist ideas. When properly understood, they’re American values. Diversity means freedom of thought and varied experience. Equity means fairness under law. Inclusion means no taxpayer is left out of the conversation. Some of us up here helped craft this banner policy. We didn’t write it to promote a particular ideology—we wrote it to ensure equal access and transparency. Every application is evaluated through a fair process. That is how you preserve neutrality. That is how government works in a pluralistic society. Which leads me to a very honest and respectful question for this body. What exactly are you afraid of? What has changed in the last year and a half to prompt this sudden shift in posture? LGBTQIA people have existed across time and in every culture. They're just part of the fabric of humanity. And, yes, they will continue to be born into families that want to erase their existence. The real damage here is done by those who want to erase their own kids. Go talk to some kids who have been thrown away by their families for being LGBTQIA. Anti-LGBTQIA churches are hurting people, and they shouldn't get a pass for that. It's wrong. It's not God. God is love.
