Resolution No. 2025-44
A Resolution of the City of East Wenatchee, Washington authorizing
the Mayor to execute a Task Authorization with RH2 Engineering to
evaluate the feasibility of modifications to the 3rd St SE stormwater
pond.

2.Authority.
2.1. RCW 35A.11.020 and RCW 35A.12.190 authorize the City
Council to organize and regulate its internal affairs and to define
the powers, functions and duties of its officers and employees.
THE CITY COUNCIL OF THE CITY OF EAST WENATCHEE DO
RESOLVE AS FOLLOWS:
3.Authorization. The City Council authorizes the Mayor to execute a
Task Authorization that conforms to the language set forth in
Exhibit A.
4.Severability. If a court of competent jurisdiction declares any
provision in this resolution to be contrary to law, such declaration
shall not affect the validity of the other provisions of this Resolution.
5.Effective date. This Resolution becomes effective immediately.

3rd Street SE Stormwater Pond Evaluation

In accordance with our Professional Services Agreement for 2021 General Engineering Services,
dated February 16, 2021, this Task Authorization outlines the Scope of Work for the 3rd Street SE
Stormwater Pond Evaluation. The work will be performed and invoiced in compliance with the terms
and conditions listed in the governing Agreement and any issued Contract Amendments.
Background
The City of East Wenatchee (City)is responding to a request from Apple Valley Honda to evaluate
the ability to fill in an existing pond that lies within land owned by the City at the southwest
intersection of 3rd Street SE and Highline Drive.If feasible, the property could be used for both
stormwater and other purposes after being filled in.
Task 1 –Feasibility Analysis
Objective:Determine what, if any,underground stormwater systems are available to allow the
existing pond to be filled in without reducing stormwater functions.Conduct on-site infiltration
testing and utilize this information to model existing conditions. Summarize the findings in a technical
memorandum.
Approach:
Conduct on-site infiltration testing.City will provide excavation and water. RH2 will provide
on-site field representative to conduct infiltration test.
Perform a basin analysis utilizing HydroCAD Stormwater Modeling System Version 10.20-5c.
Identify one (1)underground stormwater system option that maintains the treatment and
infiltration capacity of the existing pond, if possible.
Provide an Engineer’s opinion of probable construction costs (OPCC)for the proposed
stormwater solution.If a proposed stormwater solution cannot be found, this subtask will not
be completed.
Summarize the findings of the infiltration testing and analysis in a technical memorandum.
Assumptions:
RH2 will rely upon the accuracy and completeness of any information, data, and materials
generated or produced by the City or others in relation to this Scope of Work.
No topographic survey will be completed.Basin modeling will be based on available contour
data from the City or other publicly available data.
Provided by City:
Equipment, labor,and water to conduct infiltration testing.

Technical memorandum in electronic PDF.
Project Schedule
This work will be completed within thirty (30)days of execution.
Subconsultants
No subconsultants are proposed.
Fee for Services
The fee for services shall be on a time and expense basis and shall not exceed $15,000.00 as shown
on the attached Exhibit A,Fee Estimate without prior written authorization of the City.
