Resolution No. 2025-43
A Resolution of the City of East Wenatchee, Washington authorizing
the Mayor to execute an Engineering Cost Reimbursement Agreement
between the City of East Wenatchee and NPS RE OF WENATCHEE
LLC for an engineering analysis that would evaluate the feasibility of a
public-private partnership to redevelop land currently serving as a City
stormwater facility.

2.Authority.
2.1. RCW 35A.11.020 and RCW 35A.12.190 authorize the City
Council to organize and regulate its internal affairs and to define
the powers, functions and duties of its officers and employees.
THE CITY COUNCIL OF THE CITY OF EAST WENATCHEE DO
RESOLVE AS FOLLOWS:
3.Authorization. The City Council authorizes the Mayor to execute
an Agreement that conforms to the language set forth in Exhibit A.
4.Severability. If a court of competent jurisdiction declares any
provision in this resolution to be contrary to law, such declaration
shall not affect the validity of the other provisions of this Resolution.
5.Effective date. This Resolution becomes effective immediately.

AGREEMENT FOR REIMBURSEMENT OF ENGINEERING COSTS
This Agreement is entered into this _____ day of October, 2025, between the City of East
Wenatchee, a municipal entity, and NPS RE OF WENATCHEE LLC (hereafter "Honda").
I. Recitals
1.1 The City owns property located at southwest intersection of 3rd St SE and
Highline Dr. in East Wenatchee, Washington (hereafter the "City Property"). The City Property
is used as a stormwater detention pond;
1.2 Honda owns property located adjacent to the City Property;
1.3 Honda has requested that it be allowed to use the City Property for purposes of
parking for use in conjunction with its retail sales and service facility located on its property;
1.4 The City is willing to consider lease of the City Property provided that the
construction of improvements to allow use of City Property as a Honda parking lot will not
interfere with the City's use of its property for stormwater detention purposes;
1.5 Certain engineering work must be performed to determine whether the City
Property can be used for Honda parking while maintaining functionality of the City’s storm
water detention pond,
1.6 The City is willing to allow engineering studies to be performed to determine
feasibility of Honda's request, provided that Honda pay the cost of the engineering study;
1.7 Honda desires to pay the cost of the engineering study in order to determine if its
additional parking request is a feasible use of the City Property.
Now, therefore, in consideration of the premises set forth above and in consideration of
the mutual execution of this agreement, the City and Honda agree as follows:
AGREEMENT
2.1 The City will engage RH2 Engineering, Inc., to perform a feasibility analysis to
determine whether Honda can construct additional parking on the City's property without
impacting the function of the City property for stormwater detention purposes. RH2 will be
engaged pursuant to Task Authorization number 11, a copy of which is attached;
2.2 Honda shall pay the cost of the RH2 feasibility study for an amount not to exceed
$15,000 as shown on the attached Task Authorization number 11;
2.3 A copy of the feasibility study shall be provided to Honda upon completion;
2.4 This agreement contains the entire agreement between the parties. Neither the
City nor Honda shall have any additional obligations with respect to either construction of a
parking lot or authorization for construction and use of a parking lot on the City Property. This

Agreement is entered into solely for the purpose of determining feasibility of the Honda request
and for allocation of responsibility for payment for the feasibility study.
2.5 This Agreement may be executed in counterparts, each of which will be deemed an
original, but all of which taken together constitute one and the same instrument. This Agreement
may be delivered by facsimile or electronic transmission, which will be deemed an original.
