CALL TO ORDER Mayor Crawford called the East Wenatchee City Council meeting to order at 6:08 p.m. 2. PLEDGE OF ALLEGIANCE Councilmember Magdoff led the Pledge of Allegiance. 3. OATH OF OFFICE a. Mayor Crawford administered the Oath of Office to Taylor Stimmel, appointed Councilmember, Position 1. 4. ROLL CALL Present: Councilmember Stimmel, Councilmember Arnold, Councilmember Magdoff, Councilmember Castellente (Zoom), Councilmember Johnson and Councilmember Hepner. 5. COUNCILMEMBER DECLARATION OF CONFLICT OF INTEREST No Councilmembers indicated conflicts with any of the items on the agenda. 6. CONSENT AGENDA a. Approval of 08-27-2025 Waste Management 2026 B&O Tax Increase. b. Approval of 09-09-2025 Kelly Create Master Agreement – Kyocera City Hall. c. Approval Voucher Report, Checks: 62231 – 62290, in the amount of $147,769.04. d. Approval of 08-19-2025 City Council Meeting Minutes. e. Approval of 08-21-2025 City Council Workshop Meeting Minutes. f. Approval of 08-21-2025 City Council Budget Workshop #2 Meeting Minutes. g. Approval of 08-26-2025 City Council Budget Workshop #3 Meeting Minutes. h. Approval of 09-02-2025 City Council Meeting Minutes. Motion by Councilmember Johnson to approve agreements, vouchers, and minutes as presented. Councilmember Magdoff seconded the motion. Motion passed unanimously. 7. CITIZEN COMMENTS None. 8. PRESENTATIONS a. Mayor Crawford introduced and recognized the 2025 Misawa Delegation with certificates. 9. DEPARTMENT REPORTS a. Events Director/PIO Trina Elmes provided a post event report for Havana Nights; a city event that took place on August 9, 2025. Comments by Councilmember Johnson, Councilmember Stimmel, and Councilmember Castellente. City of East Wenatchee Council Meeting Minutes 09-16-2025 10. ACTION ITEMS a. City Clerk Laura Leon presented Ordinance 2025-09, Business License Model Ordinance Update. Comments provided by Councilmember Arnold, Councilmember Stimmel, Councilmember Johnson, and Councilmember Magdoff. Motion by Councilmember Magdoff to approve Ordinance 2025-09 amending section 05.04.060 of the East Wenatchee Municipal Code relating to business license fee exemptions. Councilmember Hepner seconded the motion. Motion passed unanimously. 11. MAYOR’S REPORT a. Mayor Crawford reported that the Washington State Transportation Commission held meetings and tours in the Wenatchee area to learn about regional transportation projects. b. Mayor Crawford, as City representative for Rivercom, reported that organization was currently working on the 2026 budget and indicated that a user fee increase is expected. c. Mayor Crawford, as City representative for the Public Facilities District, reported a Public Facility District Conference would be taking place on September 25, 2025, where regional public facilities would have the opportunity to discuss their unique challenges. d. Mayor Crawford, as City representative for the Chelan-Douglas Health District, reported the agency would be accepting applications for Community Board Representatives as terms for the current position holders are expiring. Mayor Crawford noted that East Wenatchee will rotate off the Health District Board, with Wenatchee taking the large city seat and Douglas County small cities appointing a representative. e. Mayor Crawford reminded Council of the regularly scheduled Council Workshop on Thursday, September 18, 2025, and announced the Budget Workshop (where the Preliminary 2026 Budget would be presented) would be taking place on Tuesday, October 14, 2025, at 5:30 p.m. f. Mayor Crawford announced Business After Hours, hosted by the Wenatchee Valley Chamber of Commerce, at the Wenatchee Valley Humane Society on September 25, 2025. g. Mayor Crawford reported that as the Misawa Delegation is departing to Japan on the 26th of September and announced Mayor Pro Tem Shayne Magdoff would be facilitating the October 7, 2025, City Council Meeting. h. Mayor Crawford announced that the Pangborn runway reopening, Cleared for Takeoff Runway Run & Ride, will take place on October 3rd at 5:30 p.m. with a public community celebration.
