City of East Wenatchee Council Meeting Minutes 09-02-2025
1. CALL TO ORDER
Mayor Crawford called the East Wenatchee City Council meeting to order at 6:00 p.m.
2. PLEDGE OF ALLEGIANCE
Councilmember Hepner led the Pledge of Allegiance.
3. ROLL CALL
Present: Councilmember Arnold, Councilmember Magdoff, Councilmember Castellente,
Councilmember Stockton, Councilmember Johnson and Councilmember Hepner.
4. COUNCILMEMBER DECLARATION OF CONFLICT OF INTEREST
No Councilmembers indicated conflicts with any of the items on the agenda.
5. CONSENT AGENDA
a. Approval Voucher Report, Checks: 62183-62215, in the amount of $441,582.21.
b. Approval of 08-19-2025 Council Budget Workshop Minutes.
Motion by Councilmember Castellente to approve the agenda, vouchers, and minutes
as presented. Councilmember Magdoff seconded the motion. Motion passed
unanimously.
6. CITIZEN COMMENTS
None.
7. PRESENTATIONS
a. Mayor Crawford read the 2025 Digital Equity Day Proclamation. Chief Executive
Officer Sue Kane and Administrative Assistant Rosie Martin from NCW Tech Alliance
were present to receive the proclamation and shared the impact of the regional
digital access efforts the organization has achieved.
Comments provided by Councilmember Hepner, Councilmember Castellente, and
Councilmember Magdoff.
8. ACTION ITEMS
a. Finance Director Josh DeLay presented Ordinance 2025-10, Repealing Ordinance 2025-05,
which amended Chapter 4.38 of the East Wenatchee Municipal Code to add a gambling tax
on pull tabs.
Motion by Councilmember Hepner to approve Ordinance 2025-10 repealing Ordinance
2025-05 in its entirety, which amended Chapter 4.38 of the East Wenatchee Municipal
Code to add a gambling tax on pull tabs. Councilmember Johnson seconded the motion.
Motion passed unanimously.

b. Mayor Crawford outlined the interview procedures for the applicants to the vacant City
Council Position 1.
The Council interviewed candidates Taylor Stimmel and Kayla Hodges.
9. EXECUTIVE SESSION
Executive Session to evaluate the qualifications of a candidate(s) for appointment to an elective
office. RCW 42.30.110(1)(h).
Motion by Councilmember Hepner for City Council to meet in executive session for a time
period not to exceed 10 minutes (6:45 p.m.) to evaluate the qualification of candidates for
appointment to an elective office pursuant to RCW 42.30.110(1)(h). Motion seconded by
Councilmember Arnold. Motion passed unanimously.
Council adjourned from executive session at 6:55 p.m.
No action was taken during executive session.
10. OPEN SESSION
Mayor Crawford opened the floor for nominations.
• Councilmember Johnson nominated candidate: Taylor Stimmel.
With no other nominations made, Mayor Crawford closed the floor for nominations.
Motion by Councilmember Johnson to appoint candidate Taylor Stimmel to the City of East
Wenatchee Vacant City Council Position No. 1. Councilmember Arnold seconded the
motion. Motion passed unanimously.
11. MAYOR’S REPORT
a. Mayor Crawford recommended not filling the City of East Wenatchee Position 4 vacancy
created by Councilmember Stockton’s resignation, due to the seat being up for election in
November and expected to be assumed upon certification.
b. Mayor Crawford noted the General Aviation Terminal ribbon cutting and described the
facility as a strong “welcome mat” for visitors. Mayor Crawford reported the airport runway
work is currently underway.
c. Mayor Crawford reported the Wenatchee Valley Chamber of Commerce would be hosting a
State of the Counties event; scheduled for Wednesday, September 10, 2025, at 10:00 a.m.
12. COUNCIL REPORTS & ANNOUNCEMENTS
a. Councilmember Castellente thanked the Street Department for replacing the flags on
Valley Mall Parkway.
b. Councilmember Magdoff reminded the Council of the Symposium that Our Valley Our
Future would be hosting on September 11, 2025.

c. Councilmember Magdoff, as city representative for the Wenatchee Valley Museum and
Cultural Center, provided an update on the organization sharing their Night at the
Museum event which would take place on Saturday, September 6, 2025.
13. ADJOURNMENT
With no further business, the meeting adjourned at 07: 05 p.m.
