City of East Wenatchee City Council Workshop Minutes 08-21-2025
Present: Councilmember Arnold, Councilmember Hepner, and Councilmember Johnson.
Staff Present: Mayor Crawford, Finance Director Josh DeLay, Community Development Director
Curtis Lillquist and City Clerk Laura Leon.
1. CALL TO ORDER
Councilmember Arnold called the meeting to order at 5:30 p.m.
2. PULL TAB TAX
Finance Director Josh DeLay presented an analysis on the Gambling Pull Tab Tax that included
comparisons to other cities that currently collected the tax, and the different scenarios for
different percentages (both net and gross.)
Comments provided by all councilmembers present. No action was taken by Council.
3. ZONING CODE AMENDEMENTS
Community Development Director Curtis Lillquist presented draft amendments to the
development regulations, noting that Council or the Planning Commission must initiate the
process. The amendments implement recent state legislation on housing and childcare, including
new provision for retrofitting existing buildings, reduced parking requirements, and allowances
for increased energy efficiency measures.
Comments provided by all councilmembers present. No action was taken by Council.
4. SINGLE FAMILY CONSTRUCTION STANDARDS
Community Development Director Curtis Lillquist reported that East Wenatchee Municipal Code
15.38, adopted in 1998, was intended to prevent single wide mobile homes in single-family
neighborhood through requirements on size, siding, foundation, and appearance. Staff requested
discussion on whether these standards remain relevant considering current efforts to support
more flexible housing options.
Comments provided by all councilmembers present. No action was taken by Council.
5. ADJOURNMENT
With no further business, the meeting adjourned at 7:00 p.m.
