CALL TO ORDER Mayor Crawford called the East Wenatchee City Council meeting to order at 6:00 p.m. 2. PLEDGE OF ALLEGIANCE Councilmember Johnson led the Pledge of Allegiance. 3. ROLL CALL Present: Councilmember Arnold, Councilmember Magdoff, Councilmember Castellente, Councilmember Stockton, Councilmember Johnson and Councilmember Hepner. 4. COUNCILMEMBER DECLARATION OF CONFLICT OF INTEREST No Councilmembers indicated conflicts with any of the items on the agenda. 5. CONSENT AGENDA a. Approval Voucher Report, Checks: 62120 - 62182, in the amount of $230,786.97. b. May, June, and July 2025 Payroll Certifications. c. Approval of 08-05-2025 City Council Meeting Minutes. Motion by Councilmember Johnson to approve the agenda, vouchers, payroll certifications and minutes as presented. Councilmember Castellente seconded the motion. Motion passed unanimously. 6. CITIZEN COMMENTS None. 7. PRESENTATIONS a. Master Gardener Coordinator Marco Martinez provided the 2025 Washington State University Master Gardeners Annual Report. Comments provided by Councilmember Castellente. 8. ACTION ITEMS a. Finance Director Josh DeLay presented Ordinance 2025-08, Enhanced Public Safety Sales Tax. Comments provided by Councilmember Hepner, Councilmember Magdoff, Councilmember Castellente, and Councilmember Johnson. Motion by Councilmember Magdoff to approve Ordinance 2025-08, imposing an additional sales and use tax of one-tenth of one percent, as authorized in Section 201, Chapter 350, Laws of Washington 2025 for criminal justice purposes; providing for the use of the sales and use tax proceeds for eligible expenditures; and adding a new section to East Wenatchee Municipal Code (EWMC) 4.14 as presented in Exhibit C. Councilmember Hepner seconded the motion. Motion passed unanimously. City of East Wenatchee Council Meeting Minutes 08-19-2025 b. Public Works Director Garren Melton presented Resolution 2025-39, Declaring Certain Property owned by the City as Surplus to the Needs of the City. Comments provided by Councilmember Arnold, Councilmember Hepner, Councilmember Johnson, and Councilmember Magdoff. Motion by Councilmember Johnson to approve Resolution 2025-39 declaring the assets listed in Exhibit A as surplus to the City’s needs. Councilmember Castellente seconded the motion. Motion passed unanimously. 9. City Clerk Laura Leon presented the staff report for City Council Position No. 1 Applicant Interviews. The Council interviewed all five qualified candidates. At 7:30 p.m. after the interviews concluded Mayor Crawford called for a five-minute recess. Councilmember reconvened at 7:35 pm. 10. EXECUTIVE SESSION Executive Session to evaluate the qualifications of a candidate(s) for appointment to an elective office. RCW 42.30.110(1)(h). Motion by Councilmember Hepner to meet in executive session for a time period not to exceed 15 minutes (7:35pm) to evaluate the qualification of candidates for appointment to an elective office pursuant to RCW 42.30.110(1)(h). Councilmember Johnson seconded the motion. Motion passed unanimously. At 7:50 p.m. it was announced by Mayor Crawford that the Council would need an additional 5 minutes in executive session. At 7:55 p.m. it was announced by the City Clerk that the Council would need an additional 5 minutes in executive session. Council adjourned from executive session at 8:00 p.m. No action was taken in executive session. 11. OPEN SESSION Mayor Crawford opened the floor for nominations. • Councilmember Johnson nominated candidate: Taylor Stimmel • Councilmember Stockton nominated candidate: Kayla Hodges With no other nominations made, Mayor Crawford closed the floor for nominations. Motion by Councilmember Magdoff to meet in executive session for a time period not to exceed of 10 minutes (8:07 pm) to evaluate the qualification of candidates for appointment to an elective office pursuant to RCW 42.30.110(1)(h). Councilmember Johnson seconded the motion. Motion passed unanimously. At 8:17 p.m. it was announced by the City Clerk that the Council would need an additional 5 minutes in executive session. At 8:22 p.m. it was announced by the City Clerk that the Council would need an additional 5 minutes in executive session. At 8:27 p.m. it was announced by the City Clerk that the Council would need an additional 5 minutes in executive session. Council adjourned from executive session at 8:32 p.m. No action was taken in executive session. Motion by Councilmember Hepner to conduct a second round of interviews with candidates Kayla Hodges and Taylor Stimmel at the September 2, 2025 City of East Wenatchee Council Meeting. Councilmember Castellente seconded the motion. Motion passed unanimously. 12. MAYOR’S REPORT a. Mayor Crawford reported on the event, Havana Nights, and thanked Councilmember Johnson and Arnold for attending. b. Mayor Crawford reminded Council of the General Aviation Terminal ribbon cutting taking place at Pangborn Airport on August 27, 2025, at 2:00 p.m. c. Mayor Crawford reminded Council of budget presentations taking place on Thursday, August 21st and Tuesday, August 26th, 2025, at 2:30 p.m. Mayor Crawford also reported the regular scheduled City Council Workshop was taking place on Thursday, August 21st at 5:30 p.m. 13. COUNCIL REPORTS & ANNOUNCEMENTS a. Councilmember Castellente, reported on the appreciation from the Veterans Service Office for the City’s presence at the Purple Heart ceremony. b. Councilmember Hepner, as city representative for Link Transit, provided an update on the organization. c. Councilmember Stockton announced her resignation, from City Council Position 4, effective at the conclusion of the August 19, 2025, meeting.
