City of East Wenatchee Council Meeting Minutes 07-15-2025
1. CALL TO ORDER
Mayor Crawford called the East Wenatchee City Council meeting to order at 6:00 p.m.
2. PLEDGE OF ALLEGIANCE
Councilmember Hepner led the Pledge of Allegiance.
3. ROLL CALL
Present: Councilmember Arnold, Councilmember Magdoff, Councilmember Stockton,
Councilmember Castellente, Councilmember Johnson, and Councilmember Hepner.
4. COUNCILMEMBER DECLARATION OF CONFLICT OF INTEREST
No Councilmembers indicated conflicts with any of the items on the agenda.
5. CONSENT AGENDA
a. Amended and Restated Services Agreement for Civil Service Commission Secretary/
Examiner.
b. Approval Voucher Report, Checks: 61882 - 61930, and voided check 61901 in the
amount of $1,140,780.81.
c. Approval of 06-03-2025 Council Meeting Minutes.
d. Approval of 06-17-2025 Council Meeting Minutes.
Motion by Councilmember Magdoff to approve the agenda, agreements,
vouchers, and meeting minutes as presented. Councilmember Hepner
seconded the motion. Motion passed unanimously.
6. CITIZEN COMMENTS
Nathan Scott, resident of East Wenatchee.
7. PRESENTATIONS
a. Events Director/PIO Trina Elmes provided an Event Recap on the 2025 Festival of Flight
that occurred on June 20-21, 2025, at Pangborn Airport.
b. Finance Director Josh DeLay reported on Washington State House Bill 2015, the new
Public Safety Sales Tax and Grant Program.
8. ACTION ITEMS
a. Public Works Manager Garren Melton presented Resolution 2025-24, Valley Mall
Parkway Overlay Preservation Construction; City Project No. 2025-01.
Comments provided by Councilmember Johnson and Councilmember Castellente.
Motion by Councilmember Hepner to approve Resolution 2025-24 authorizing Mayor
Crawford to execute a contract between the City of East Wenatchee and Selland
Construction for the Valley Mall Parkway Overlay; City Project No. 2025-01 for an

amount not to exceed of $682, 343.57. Councilmember Johnson seconded the motion.
Motion passed unanimously.
b. Events Director/PIO Trina Elmes presented the East Wenatchee Events Board Funding
Recommendation for Lodging Tax funds for the Wenatchee FC Youth’s Apple Cup 2025,
August 1-3, 2025.
Comments provided by Councilmember Castellente.
Motion by Councilmember Stockton to authorize Mayor Crawford to execute an
agreement with Wenatchee FC Youth for an amount not to exceed $15,000 for the
2025 Apple Cup Soccer Tournament as recommended by the East Wenatchee Events
Board. Councilmember Johnson seconded the motion. Motion passed unanimously.
c. City Clerk Laura Leon presented on the City Council Vacancy for Position 1.
Comments provided by Councilmember Castellente, Councilmember Stockton,
Councilmember Magdoff, and Councilmember Hepner.
Motion by Councilmember Magdoff to initiate the appointment process for City
Council Position 1 as outlined in section 13 of the City of East Wenatchee Council
Procedures and approve the timeline as presented. Councilmember Stockton seconded
the motion. Motion passed unanimously.
9. MAYOR’S REPORT
a. Mayor Crawford reported that due to the resignation of Councilmember Botello,
opened the need to select a Councilmember to become the Workshop Facilitator for the
remainder of the year (2025). Councilmember Arnold volunteered for the position.
b. Mayor Crawford issued a reminder about the fireworks ban in East Wenatchee for the
4th of July; fireworks are only allowed on New Year’s Eve.
c. Mayor Crawford encouraged the public to attend regional celebrations such as the Rock
Island Rock Fest and the 4th of July event at Walla Walla Point Park.
d. Mayor Crawford reported she had recently attended the Association of Washington
Cities annual conference and reported that East Wenatchee is performing well
compared to the challenges other cities face.
e. The City Council agreed to host a public open house to discuss the Public Safety Sales
Tax Initiative on Tuesday July 29th from 5:30-7:00pm at City Hall.
10. COUNCIL REPORTS & ANNOUNCEMENTS
a. Councilmember Magdoff, as City Representative for the Housing Authority of Chelan
County and City of Wenatchee, provided an update on the organization.
b. Councilmember Magdoff, as City Representative for the Wenatchee Museum and
Cultural Center, provided an update on the organization.
c. Councilmember Castellente thanked staff and department heads for the orientation
provided to him as a new councilmember.

11. ADJOURNMENT
With no further business, the meeting adjourned at 06:51 p.m.
