CALL TO ORDER Mayor Crawford called the East Wenatchee City Council meeting to order at 6:00 p.m. 2. PLEDGE OF ALLEGIANCE Councilmember Stockton led the Pledge of Allegiance. 3. ROLL CALL Present: Councilmember Botello, Councilmember Arnold, Councilmember Magdoff, Councilmember Stockton, Councilmember Johnson, and Councilmember Hepner. 4. OATH OF OFFICE Mayor Crawford administered the Oath of Office to Ettore Castellente, appointed Councilmember, Position 3. 5. COUNCILMEMBER DECLARATION OF CONFLICT OF INTEREST No Councilmembers indicated conflicts with any of the items on the agenda. 6. CONSENT AGENDA a. Approval of 2024 Annual State Auditor Report. b. Approval of the 06-09-2025 ABM Janitorial Service Agreement Letter. c. Approval of Voucher Report, Checks: 61819 - 61880 in the amount of $616,981.14. a. Approval of 05-20-2025 Council Meeting Minutes. b. Approval of 05-29-2025 City Council Workshop Minutes. Motion by Councilmember Botello to approve the agenda, vouchers, and meeting minutes as presented. Councilmember Arnold seconded the motion. Motion passed unanimously. 7. CITIZEN COMMENTS Loyd Turner, Resident of East Wenatchee. Nathan Scott, Resident of East Wenatchee. 8. PRESENTATIONS a. Wenatchee Valley Fire Department Chief Brian Brett presented a PowerPoint presentation on the regional services provided by the organization. 9. ACTION ITEMS a. Community Development Director Curtis Lillquist presented Resolution 2025-32, adopting a Climate Resiliency Chapter into the Greater East Wenatchee Area Comprehensive Plan (CPA/ZC 2025-01). Motion by Councilmember Magdoff to accept the Planning Commission recommendation and approve Resolution 2025-32 adopting a Climate Resiliency Chapter within the Greater East Wenatchee Area Comprehensive City of East Wenatchee Council Meeting Minutes 06-17-2025 Plan as presented in Exhibit A. Councilmember Johnson seconded the motion. Motion passed unanimously. b. Police Chief Rick Johnson presented Resolution 2025-33, Link Transit Interlocal Agreement for Public Safety Services at Columbia Station. Motion by Councilmember Castellente to approve Resolution 2025-33 authorizing Mayor Crawford to execute an Interlocal Agreement between Link Transit and the City of East Wenatchee Police Department as presented in Exhibit A. Councilmember Hepner seconded the motion. Motion passed unanimously. c. Police Chief Rick Johnson presented Resolution 2025-34, Sage Advocacy Center Vehicle Lease Agreement. Motion by Councilmember Stockton to approve Resolution 2025-34 authorizing Mayor Crawford to execute a vehicle lease agreement between SAGE Advocacy Center and the City of East Wenatchee as presented in Exhibit A. Councilmember Johnson seconded the motion. Motion passed unanimously. d. Police Chief Rick Johnson presented Resolution 2025-35, declaring certain property owned by the City as surplus to the needs of the City. Motion by Councilmember Botello to approve Resolution 2025-35 declaring certain property owned by the City as the surplus to the needs of the City as presented in Exhibit A. Councilmember Magdoff seconded the motion. Motion passed unanimously. 10. MAYOR’S REPORT a. Mayor Crawford announced that City Hall would be closed for Juneteenth to observe the federal holiday. b. Mayor Crawford reminded the Council of the City Council Fiscal Workshop scheduled for June 25, 2025, at the East Wenatchee Police Department’s Training Room at 5:30 p.m. c. Mayor Crawford, as City representative for the Chelan Douglas Health District, provided an update on the organization. d. Mayor Crawford and Events Director/PIO Trina Elmes invited the public and City Council to the Pangborn Festival of Flight taking place June 20 – 21, 2025. 11. COUNCIL REPORTS & ANNOUNCEMENTS a. Councilmember Botello announced his resignation from City Council effective June 17, 2025 (at the conclusion of the meeting). b. Councilmember Hepner, as City representative for Link Transit, provided an update on the organization. c.
