BUDGET MEETING
Nov. 14, 1988
Council Members present: Les Young, Dawn Collings, Paul
Cassel and Tery McKee. City Attorney Chuck Zimmerman and
City Clerk Peggy McArthur.
Meeting was called to Order by Mayor Richard McGraw.
The Council first discussed salaries. It was tentatively
agreed that all current expense employees will receive a
4 percent salary increase for 1989.
Legislative Budget was discussed. Paul Cassel said he had
received several complaints about the Mayor's requested
salary from concerned citizens. Paul statated that he
knew the Mayor was putting in long hours as Mayor and that
he had no objection to 1,200 per month if the Mayor did
not receive the additional 50.00 per meeting up to 200.00
per month.
Mayor McGraw said he would like to have 1,400.00 as he put
in at least five hours of work per day doing City
business,
After more discussion, the Council agreed to a flat salary
of 1,400.00 per month for the Mayor. Paul Cassel said he
wanted the record to reflect that the salrly will be
reviewed yearly and can be changed if the work load
lessens.
The street budget was disscussed and no changes were made
except in salaries. 4 per cent increase was set at this
time for the stret crew and the street superintendent will
receive 9.38 percent as he is not entitled to overtime
compensation the council stated.
The planning budget was reviewed and the followoing
recommendations were made. Planning misc. was reduced to
12,000.00 from 14,500.00. McConnell Burke contract was
reduced to 12,805.00 from 29,635.00.
No other action was taken on planning budget a the Code
Compliance Officer was not able to attend meeting.
The Police Budget was not reviewed other than the
suggested 4 percent salary increase as Chief Flinner was
not in attendance.
The City Clerk was asked to contact the Civil Service
Chairman and the Humane Society Manager and ask that they
attend the next budget meeting set for November 21, 1988,
the next regular Council Meeting.
The Legal Budget remains the same at this time except that
200.00 should be added to the Public Defender line item.
There being no further business, Tery McKee made a motion
that the meeting be adjourned. Seconded by Les Young and
passed by vote of the Council.
