City of East Wenatchee Council Meeting Minutes 05-20-2025
1. CALL TO ORDER
Mayor Crawford called the East Wenatchee City Council meeting to order at 6:01 p.m.
2. PLEDGE OF ALLEGIANCE
Councilmember Arnold led the Pledge of Allegiance.
3. ROLL CALL
Present: Councilmember Botello, Councilmember Arnold, Councilmember Magdoff,
Councilmember Stockton (Zoom), Councilmember Johnson and Councilmember Hepner (Zoom).
4. COUNCILMEMBER DECLARATION OF CONFLICT OF INTEREST
No Councilmembers indicated conflicts with any of the items on the agenda.
5. CONSENT AGENDA
a. Approval Voucher Report, Checks: 61683 - 61760, in the amount of $1,533,258.46.
b. Approval of April 2025 Payroll Certification.
c. Approval of 04-17-2025 Council Workshop Minutes.
Motion by Councilmember Johnson to approve vouchers, payroll certification
and minutes as presented. Councilmember Arnold seconded the motion.
Motion passed unanimously.
6. CITIZEN COMMENTS
Tony Zamaterro, East Wenatchee Resident.
Keith Flowers, East Wenatchee Resident.
7. PRESENTATIONS
a. Mayor Crawford and Assistant Chief of Police Eric Hampton presented Sergeant Tye
Sheats with a certificate of Recognition for 10 years of Public Service to the East
Wenatchee Police Department.
b. Mayor Crawford read the 2025 Ride Transit Month Proclamation. Link Transit’s
Marketing Coordinator Eric West was present to receive the proclamation.
c. Mayor Crawford read the 2025 Memorial Day Proclamation and invited the council to
the ceremonies taking place to commemorate the Holiday.
8. DEPARTMENT REPORTS
a. Finance Director Josh Delay provided the March 2025 Financial Report.
Comments by Councilmember Johnson and Councilmember Magdoff.
b. Event Director/PIO Trina Elmes provides the 2025 Classy Chassis Report.
Comments by Councilmember Magdoff.

9. ACTION ITEMS
a. Finance Director Josh DeLay presented Ordinance 2025-05, amending Chapter 4.38 of
the East Wenatchee Municipal Code to add a Gambling Tax on Pull Tabs.
Comments provided by Councilmember Arnold and Councilmember Johnson.
Motion by Councilmember Botello to approve Ordinance 2025-05 amending
Chapter 4.38 of the East Wenatchee Municipal Code to add a gambling tax on
pull tabs. Councilmember Magdoff seconded the motion. Motion passed
unanimously.
b. Events Director/PIO Trina Elmes presented the East Wenatchee Event Board funding
recommendation for Lodging Tax funds to the Wenatchee Chamber of Commerce for
the Hidden Gems of Wenatchee project.
Comments provided by Councilmember Stockton and Councilmember Johnson.
Motion by Councilmember Botello to authorize the Mayor to execute an agreement
with the Wenatchee Valley Chamber of Commerce for the Cascade PBS Northwest
Explorer: Hidden Gems of Wenatchee, for an amount not to exceed $11,500 as
recommended by the East Wenatchee Events Board. Councilmember Johnson
seconded the motion. Motion passed unanimously.
c. City Clerk Laura Leon presented on the Position 3 Council Vacancy.
Comments provided by Councilmember Stockton, Councilmember Johnson,
Councilmember Magdoff, Councilmember Hepner, Councilmember Arnold and
Councilmember Botello.
Motion by Councilmember Botello to suspend the rules to appoint a vacant
Councilmember Position as authorized in Section 15.1 of the East Wenatchee City
Council Rules of Procedures. Councilmember Johnson seconded the motion. Motion
passed unanimously.
10. MAYOR’S REPORT
a. Mayor Crawford reported the 8th annual FlyWheel Conference was going to be held May
21-23, 2025 and invited interested Councilmembers to RSVP for tickets.
b. Mayor Crawford invited Councilmember to the Super Oval Wenatchee 300 event taking
place on May 31, 2025, where the East Wenatchee Police Department would be selling
50/50 raffle tickets.
11. COUNCIL REPORTS & ANNOUNCEMENTS
a. Councilmember Botello reported he attended the regional Law Enforcement Award
ceremony that took place at Eastmont High School auditorium on May 14, 2025.

With no further business, the meeting adjourned at 07:12 p.m.
