City of East Wenatchee Council Meeting Minutes 02-04-2025
1. CALL TO ORDER
Mayor Crawford called the East Wenatchee City Council meeting to order at 6:00 p.m.
2. PLEDGE OF ALLEGIANCE
Councilmember Tidd led the Pledge of Allegiance.
3. ROLL CALL
Present: Councilmember Botello, Councilmember Arnold, Councilmember Magdoff,
Councilmember Tidd, Councilmember Stockton, and Councilmember Johnson.
Motion by Councilmember Tidd to excuse Councilmember Hepner from the meeting.
Councilmember Arnold seconded the motion. Motion passed unanimously.
4. COUNCILMEMBER DECLARATION OF CONFLICT OF INTEREST
No Councilmembers indicated conflicts with any of the items on the agenda.
5. CONSENT AGENDA
a. Approval of the 2025-2027 Collective Bargaining Agreement between City of East
Wenatchee and Council 2 Washington State Council of County & City Employees.
b. Approval of RiverCom Data Hosting Interlocal Cooperation Agreement.
c. Approval Voucher Report, Checks: 61133-61239, in the amount of $1,015,615.65.
d. Approval of 01-21-2025 Council Meeting Minutes.
Motion by Councilmember Botello to approve the agenda, public defender
contracts, vouchers, and minutes as presented. Councilmember Johnson
seconded the motion. Motion passed unanimously.
6. CITIZEN COMMENTS
Susan Williams, resident of East Wenatchee.
Rick Stillwater, resident of East Wenatchee.
7. PRESENTATION
a. Community Development Director Curtis Lillquist provided the 2024 Community
Development Department Annual Report.
Comments provided by Councilmember Tidd, Councilmember Arnold, and
Councilmember Johnson.
8. ACTION ITEMS
a. Community Development Director Curtis Lillquist presented Ordinance 2025-02,
adopting interim regulations pursuant to RCW 35A.63.220 and RCW 36.70A.390:
pertaining to transitional housing and permanent supportive housing.

Motion by Councilmember Tidd to approve Ordinance 2025-02 adopting interim
regulations pursuant to RCW 35A.63.220 and RCW 36.70A.390 pertaining to
transitional housing and permanent supportive housing as presented in Exhibit A.
Councilmember Johnson seconded the motion. Motion passed unanimously.
a. Public Works Manager Garren Melton presented Resolution 2025-10, Signal
Maintenance Agreement between the City of East Wenatchee and Washington State
Department of Transportation.
Comments provided by Councilmember Arnold.
Motion by Councilmember Tidd to approve Resolution 2025-10 authorizing Mayor
Crawford to execute a Signal Maintenance Agreement between the City of East
Wenatchee and the Washington State Department of Transportation as presented in
Exhibit A. Councilmember Botello seconded the motion. Motion passed
unanimously.
b. Public Works Manager Garren Melton presented Resolution 2025-15, 5th Street NE
Improvements Consultant Agreement Supplement 2; City Project No. 2024-01.
Comments provided by Councilmember Tidd, Councilmember Johnson, Councilmember
Stockton and Mayor Crawford.
Motion by Councilmember Johnson to approve Resolution 2025-15 authorizing Mayor
Crawford to execute a contract supplement agreement between the City of East
Wenatchee and Psomas for the design of the 5th Street NE Improvements Project as
presented in Exhibit A. Councilmember Magdoff seconded the motion. Motion passed
unanimously.
9. MAYOR’S REPORT
c. Mayor Crawford provided an update on the process to secure a Fiscal Workshop
Facilitator and indicated the Beckett Group had submitted a proposal. Mayor Crawford
indicated that a finalized contract would be presented to the Council for approval.
d. Mayor Crawford reported on her most recent trip to Olympia, WA where she was able
to meet with the 7th District Legislators and reported she had submitted a Capital
Budget Request for the HVAC system at City Hall.
e. Mayor Crawford, as City Representative for the RiverCom Board, provided an update on
the organization.
f. Mayor Crawford, as City Representative for the Chelan Douglas Health District Board,
provided an update on the organization.
g. Mayor Crawford reported Link Transit would be hosting an Open House at City Hall on
Thursday February 13th from 3:00 – 6:00pm, to conduct outreach on changes happening
to bus routes in East Wenatchee.
10. COUNCIL REPORTS & ANNOUNCEMENTS
a. Councilmember Arnold, as City Representative for the Wellness Committee, provided an
update on the City’s Wellness Program.

b. Councilmember Botello reported he would be attending the Our Valley Our Future
Housing Summit on Thursday February 6, 2025.
c. Councilmember Tidd, as City Representative for the East Wenatchee Events Board,
invited Council to their monthly Board Meeting.
11. ADJOURNMENT
With no further business, the meeting adjourned at 06:57 p.m.
