7.ACTION ITEMS
a.Resolution 2025-17, North Kentucky Avenue Improvements Consultant Contract Amendment 1;
City Project No. 2023-05. – Garren Melton, Public Works Manager.
Motion by City Council to approve Resolution 2025-17 authorizing the Mayor to execute a design
contract with RH2 Engineering for Right of Way Acquisition work associated with the North
Kentucky Avenue Improvements Project as presented in Exhibit A.
b.Resolution 2025-20, Excavator Purchase for East Wenatchee Stormwater Utility. – Garren Melton,
Public Works Manager.
Motion by City Council to approve Resolution 2025-20 authorizing the purchase of a John Deere
50P Excavation from Pape Machinery as presented in Exhibit A.
c.Resolution 2025-21, Safe Routes to School Change Order 9 and 10; City Project No. 2019-08 and
2019-09.
Motion by City Council to approve Resolution 2025-21 authorizing the Mayor to execute Change
Orders 9 and 10 associated with the East Wenatchee Safe Routes to School Projects as presented
in Exhibit A.

b. Events Director/PIO Trina Elmes presented the East Wenatchee Events Board Funding
recommendation for Lodging Tax funds to the Wenatchee Valley’s Super Oval for the
Wenatchee 200, May 28 – 31, 2025.

Motion by Councilmember Stockton to authorize Mayor Crawford to execute an

9. MAYOR’S REPORT
a. Mayor Crawford reported on the 8th grade Pinnacles Prep student who interned at
City Hall for a week and her experience shadowing different departments of the
organization.
b. Mayor Crawford announced the March Workshop scheduled for Thursday the 20th
has been canceled and reminded the Council of the Fiscal Sustainability Work Session
scheduled for Wednesday, March 26th at 5:30pm.
10. COUNCIL REPORTS & ANNOUNCEMENTS
a. Councilmember Botello reported on the City of East Wenatchee Finance Committee
meeting.
b. Councilmember Tidd, City representative for Link Transit, provided an update on the
organization and the implementation of new routes in East Wenatchee scheduled for
the Fall of 2025.

Friends of Ukraine Refugees
March 9, 2025
We come to you on behalf of hundreds of private citizens and voters in Chelan, Douglas, and
Grant counties who have donated, volunteered and rallied in support of Ukraine refugee
families living in our three coimties. We submit a petition signed by 199 Washingtonians in
support of all Ukrainians fighting for their nation's sovereignty and democracy.
Our charitable organization was formed in Wenatchee shortly after Russia began its war of
aggression on Ukraine in Febmary of 2022. Our mission has been to help stabilize Ukraine
refugees who fled Russia's devastation of their homeland and settled in our three counties.
Hundreds of supporters have donated money, time, and other resources to help refugee families
make the transition to stable and productive life here.
The United States government established legal pathways for Ukraine refugees to enter our
country and find work to support their families. Approximately 50 Ukrainian refugee families
have followed the arduous path to become contributing citizens here in centt'al Washington.
We ask all our elected representatives to honor the laws of the United States which allowed
refugees to build lives here free from persecution; to forge new lives for their children with
peace and stability. Legal refugees who came to live and work here must not have their legal
status suddenly revoked and be forced to leave or live m the shadows. We must speak out loud
and clear that the USA will continue to back Ukraine's commitment to its freedom and self-
government. And we must honor the legal status of refugees living peacefully among us.

We, the undersigned registered voters and people of Chelan, Douglas and neighboring counties of the
State of V\fashington, do hereby petition our elected representatives;
We ask you to continue steadfast our local, state, and. national support of Ukraine, including but not
limited to, our support of the sovereignty, government, and armed forces of Ukraine, its and our defensive
and offensive weaponry, its and our cybersecurity, our economic aid, and our funding to rebuild Ukraine.
We ask you to continue steadfast the long-standing policy of the United States to vigorously oppose the
violation by Russia of the sovereignty of Ukraine, which policy of the United States began with the
invasion of the Crimean Peninsula by Russia in 2014, and which policy of the United States continued
uninterrupted after the invasion by Russia of the remainder of Ukraine in 2022.
We ask you to continue to help stabilize refugees from the war in Ukraine who reside in North Central
Washington, who reside in other regions of our State, and who reside in these United States.
At the local and state levels, we ask you to continue to provide economic assistance to refugees from the
war in Ukraine who have not yet obtained gainful employment, or who are unable to obtain employment
due to infirmity.
At the federal level, we ask you to continue to provide to these refuges their temporary protected status
and their employment authorization documents, and we ask you to expedite the granting of their family
petitions and their asylum petitions.
We ask you to continue uninterrupted the forceful economic sanctions in place today that were first
ordered against Russia by President Barak Obama in 2014, were continued by President Donald Trump
in 2016, and were further continued by President Joe Biden in 2020.

I. Summary Title:
A Resolution of the City of East Wenatchee, Washington authorizing the Mayor to
execute a contract amendment between the City of East Wenatchee and RH2
Engineering for Right of Way Acquisition services associated with the N Kentucky Ave
Improvements Project.
II. Background/History:
The City has been selected to receive an $850,000 loan, and $150,000 grant by the
Public Works Board for design and right of way work associated with the N Kentucky
Ave rehabilitation project. This is a similar approach that the City took to eventually
fund the 10th Street NE Improvements. By completing Design and Right of Way
work, the City will be much more competitive for construction funds from other
agencies. N Kentucky Ave is featured on the City’s 6-year Transportation
Improvement Plan, and as a priority level 2 project in the Draft Stormwater
Comprehensive Plan. Design work completed in the past year has led to the City
being tentatively selected for a $2,300,000 Safe Routes to School construction grant.
The initial design contract included design only work for N Kentucky Ave from Grant
Road to 10th Street NE. The first phase of the project grom Grant Road to 5th Street
NE is being designed to 90%, while 5th St NE to 10th Street NE will reach 30% plans
under the current contract. The current contract has a total cost of $679,077.33.
The remaining $320,000 of the grant and loan funds were set aside for any potential
ROW acquisition needed for the project, and minor design work to finalize
construction documents once grant funds are secured. This amendment is for a
potential acquisition for a stormwater facility in the vicinity of Canyon A. This
acquisition is likely to be the most complex and has the potential to influence the
design based on negotiations. Corridor design is still in progress but may require an
additional ROW supplement at a later date.

Background
This Scope of Work is an amendment to the City of East Wenatchee (City) N Kentucky Avenue
Improvements project and details the tasks related to a right-of-way (ROW)appraisal and acquisition
identified in the initial stormwater design prepared by RH2 Engineering, Inc. (RH2).The City has
requested additional services from RH2 to assist with the ROW appraisal and acquisition, including
coordination with Tierra Right of Way Services, Ltd.,(Tierra)and Ardurra Group, Inc., (Ardurra) as
subconsultants to RH2.
Task 1 –Right-of-Way Acquisition
Objective:Assist the City with property appraisals and engage in negotiations with property owners
for two (2) parcels located at the northeast corner of the intersection of N Kentucky Avenue and
Grant Road in East Wenatchee.These negotiations may result in the acquisition of a portion of one,
all of one,or both properties,or leasing the land for the stormwater facility, which will be placed
under a future parking lot (depending on the current owner’s goals for the property).
Approach:
Prepare exhibits and legal descriptions for two (2) parcels.This work will be performed by
Ardurra as a subconsultant to RH2.Coordinate with Ardurra, provide project data, and
respond to questions to support the appraisal production.
Prepare two (2) appraisal reports to be used in support of property acquisition.This work will
be performed by Tierra as a subconsultant to RH2.Coordinate with Tierra, provide project
data, and respond to questions to support the appraisal production.
Provide negotiation for property acquisition for up to two (2) property owners.This work will
be performed by Tierra as a subconsultant to RH2.Coordinate with Tierra, provide project
data, and respond to questions during negotiations.
Assumptions:
The ROW acquisition will be for up to two (2) parcels; no relocation will be necessary. Appraisal
fees are included in the attached Fee Estimate. Title report fees, recording fees, and escrow
fees are not included in this Scope of Work. It is assumed the City will set up a Job Billing (JB)
Account with the Washington State Department of Transportation (WSDOT)for ROW
certification; these costs shall be paid directly by the City.

Fee Estimate. If additional effort is needed, that extra work will be mutually determined by
the City and RH2.

A Resolution of the City of East Wenatchee, Washington authorizing the purchase of a
John Deere 50P Excavator.
II.Background/History:
The City’s East Wenatchee Stormwater Utility has historically rented excavators for
small stormwater projects, ditch and stormwater pond maintenance, landscaping
needs, sinkhole investigations, and material removals. The need for this equipment
is sporadic throughout the year, which does not allow the City to capitalize on “long
term” rental rates.
Purchasing this equipment will give public works crews an essential tool to enable
them to be more efficient with taxpayer dollars. Staff received three quotes from
various local dealers, and recommends proceeding with the purchase of a John
Deere 50P Compact Excavator from Pape machinery, for a price of $98,656.58.
This equipment was inadvertently not included in the 2025 budget and will need
Council authorization. Per the City’s financial policy this potential purchase was
vetted by the Finance Committee at the 3/18/2025 meeting.
III. Recommended Action:
Approve Resolution 2025-20, authorizing the purchase of a John Deere 50P

I. Summary Title:
A Resolution of the City of East Wenatchee, Washington authorizing the Mayor to
approve Change Orders 9 and 10 between the City of East Wenatchee and Active
Construction, Inc for the East Wenatchee Safe Routes to School projects.
II. Background/History:
The City of East Wenatchee received two grants to construct sidewalk, illumination,
stormwater upgrades, enhanced pedestrian crossings, and traffic calming features on
5th Street NE. The project also included water main upgrades for the East Wenatchee
Water District. The project was Awarded to Active Construction Inc (ACI) at an
original contract amount of $6,723,723. Construction began in Summer 2023 and
was completed in Fall 2024. Various change orders have been in process and must
be resolved prior to final project closeout.
Per the City’s finance policy, change orders that increase the total contract amount
by over $100,000 must receive Council approval. This project has met that
threshold, meaning all subsequent change orders will be presented to City Council.
The Change Orders for approval in this Resolution include:
- Change Order 9: Replaces a damaged irrigation vault lid slab that was in the path
of the new sidewalk. The materials were given to the City by the Upper Columbia
Irrigation District, so the total value for this CO only includes removal and
installation related expenses.
Total cost addition: $4,554.96
- Change Order 10: This is a relatively large change order that captures a number
of items (17). Roughly half the cost is attributed to modifications of Water
Districts items. The City paid costs are predominately driven by adjustments
needed to the storm system, and protection of a street light in close proximity to a
grounding bed.

Subject: Review of Public Facilities District Member Applications

I. Summary:
The City of East Wenatchee has received applications for an open position on the Public Facilities
District (PFD) Board. The purpose of this agenda item is to review the submitted applications and
determine which candidates will be invited to interview.
II. History:
The Public Facilities District Board was established to oversee the funding, development, and
operation of regional public facilities. The board consists of members appointed by the participating
jurisdictions, including the City of East Wenatchee.
The Council approved a process to select/appoint a member to the PFD Board on February 18, 2025,
via Resolution 2025-18.
Applications went live on February 26, 2025, with applications being accepted until Monday, March
24, 2025. A vacancy on the board was announced on March 4th, 2025, with the effective date of
Monday, April 14, 2025.
The city has received three applications from interested individuals. The council’s role at this meeting
is to review these applications and determine which candidates should be invited for interviews.
III. Recommended Action:
Review the qualifications of the three (3) applications received and determine which candidates will
be interviewed on Tuesday, April 15, 2025.

I have worked in and around public facilities for over 20 years mainly focusing on risk
management and safety, but have been exposed to good operational process and the bad. I
am on the board of the Washington Association of Maintenance and Operation
Administrators, as the leadership development chair, this group is focused on school building
operation and maintenance.
The Greater Wenatchee Regional Events Center Public Facilities District Board convenes regularly on the 4th Thursday of
each month at noon. Given the intricate responsibilities involved in managing a Public Facilities District, it is imperative
that board members prioritize their attendance at these meetings. To effectively fulfill their roles and contribute to the
board's success, members must be present at a minimum of 10 meetings within a 12-month period.
In addition to their monthly meetings, board members are required to report to the City Council a minimum of once a
quarter. This ensures transparency and keeps the council informed about the board's activities and progress. The East
Wenatchee City Council meetings are held the 1st and 3rd Tuesdays of the month at 6 pm, providing multiple opportunities
for board members to deliver their reports and engage with council members. This regular interaction between the board
and the council is crucial for maintaining alignment and addressing any community concerns effectively.
Consistent attendance not only ensures a thorough understanding of ongoing projects and issues but also
facilitates informed decision-making and cohesive teamwork.

over 20 years of experience in risk management and safety, this allows me to look at aspects
of the boards operation with a unique set of eyes and give input on potential opportunities and
problems that board decision may create. I have a thorough understanding of how large
buildings work and the maintenance and operations that are required to keep these running at
an optimal level. I am familiar with working on boards with a diverse background all coming
together for the common good. I am a current member of the WAMOA board, I am past

Skills and Traits
Finance/Budgeting -1 work with a budget for our Wenatchee Wild team for the business
side. I have learned over the last 8 years the importance of the budget and budget needs to
be successful.
Business/Entrepreneurship -1 started my own business when we moved to the
Wenatchee Valley in 2012. I was able to stay at home with my kids and provide for our
family. In 2016,1 decided to work more with the Wenatchee Wild on the business side. I
have been with my current role since November 2017.
Communication - In all aspects of previous and current job roles, communication has
been key to success. I have had great communication skills to succeed in all of my job
duties.
Leadership - As a schoolteacher for 12 years, I had a variety of leadership roles throughout
my schools and districts. In my current role with the Wenatchee Wild, my leadership skills
are utilized within our office setting within the league. I previously served on the Board of
Governors with the BCHL and currently attend League Meetings within the WHL. I am
currently serving ad the chair for the Wenatchee Chamber Network group for this fiscal
year after serving as co-chair last year. My experience in leadership roles will help guide
policy decisions and advocate for the district's best interests.
Collaboration -Within each of my careers, I have worked coltaborativelywith other staff
members and colleagues. I believe that collaboration is essential to the success of
everything.

4. Why are you interested in serving on the Public Facilities District Board?
The Town Toyota Center (TTC) is an important asset to the Wenatchee Valley and has a
significant economic impact on our region. As a mayor of one of the nine jurisdictions that
benefit from the TTC success, I understand the importance of serving on the Public Facility
District (PFD) Board and representing the citizens of East Wenatchee.
I am motivated for the PFD to meet its financial obligation and successfully pay off the issued
bonds and reduce the sales tax to our citizens. I have been a PFD Board member since 2020 and
in that time, the Board has made significant strides in accomplishing that goal. In 2021, the PFD
Board issued bonds to reduce the total debt service payments over the next 20 years by $13 M.
The Board is committed to continuous evaluation of the opportunity for early payment on the
bonds and will soon be meeting with financial advisors and attorneys on the progress of the
PFD's ability to meet our goal.
As a member on the PFD Board, we've made investments to keep the TTC relevant and
competitive. This can be a difficult task as we evaluate the return on investments and prioritize
facility needs. A deep understanding of community interests and financial capacity is important
for making critical decisions for the TTC. As a very active and engaged community member on
various boards, I have a unique understanding of community needs and data that can help drive
important decisions on investments at the TTC.
Beyond the commitment to pay off the bonds, the Board is tasked with making sure the TTC
operates a quality and profitable multi-purpose arena. The economic impact the TTC has on the
community is impressive, bringing in over $3.8M from outside our community annually.
The TTC also strives to be a facility that serves our region through cultural programs and
meaningful events that give back to our citizens such as graduation programs, corporate events,
youth programs, and public meeting space for local organizations. I have shown over the course
of my career at the Wenatchee Valley Chamber of Commerce and through civic service that a
core value of mine is for community members to feel connected and have a strong sense of
belonging. The TTC is just one area that those opportunities exist.
My skills and experience in other government and non-profit board positions as well as previous
work experience makes me a great representative to continue on the PFD board and evaluate
critical services, programs, and management to make the facility successful and relevant to
visitors and our community members.
