' COUNCIL MEETING
Oct. 17, 1988
Councilmembers present: Les Young, Tery McKee and Dawn Collings. City Attorney
Charles Zimmerman and Deputy Clerk Dannie Kinzel.
Meeting was called to Order by Mayor Richard McGraw.
Minutes of the previous meeting were approved as presented. Motion was made by
Tery McKee, seconded by Dawn Collings and passed by vote of Council.
Les Young questioned the amount of the current telephone bill and after an ex-
planation by Mayor McGraw that the process of hiring a new Chief of Police in-
curred some long distance calls the bills were approved as submitted. Motion
made by Tery McKee, seconded by Dawn Collings and passed by vote of the Council.
Chief Flinner gave an update on the Block Watch Program. On Oct. 13, 1988, a
block watch meeting was held for the residents on Anne and Aurora Avenues, stress-
ing the importance of each neighbor being aware of each other and in doing so cut
down on the number of burglaries.
Chief Flinner also reported that officer Bruce Nash who heads the DARE program for
the City of East Wenatchee was having a forum along with a fund raising project
Oct. 21st and 22nd at Eastmont High School.
Tery McKee thanked the Chief for the block watch meeting for his neighbors and said
in his opinion it was a worthwhile endeavor.
Bob Goodman gave a report on the three day seminarhe attended in Spokane on street
management. He said the subject "Emergency Management" was very interesting, as it
covered the proper handling of emergency spills on roadways.
Nick Wiltz thanked the Council for their permission allowing him to attend the U.B.C.,
meeting in Olympia. Several interesting courses were given pointing out the changes
in the building code. He further stated the U.B.C., was having problems with Pole
Buildings, as there are not any standards to guide them on the construction of such
buildings. It seems pole buildings are falling down all over the country.
Mr. Wiltz gave an update on the B & 0 Tire Company and it was his thought the Company
planned to locate on the west side of the river but he had not been officially in-
formed of their decision.
Mr. Wiltz also mentioned two members of the East Wenatchee Planning Board, Steve Clem
and Hartley Beeler as well as Mr. Wiltz were registered to attend the Second Annual
Planning and Zoning Institute to be held in Wenatchee Oct. 28th and 29th.
Charles Zimmerman explained the postponement of Bid Award openings for Street Light-
ing on Grant Road was due to the two types of lamp standards being considered, might
not be compatible with existing electrical setup. It was very possible a third al-
ternative would have to be considered to coordinate with what is already in place.
Forsgren & Associates were going to notify all firms that had shown an interest in
this project.

The total recommended bthe Committee came to $30,000.00. The Council desided to take
'these recommendations under advisement.
Mayor McGraw announced the names of the winners in the East Wenatchee Flag Contest,
with first place going to Kris Pomianek, second place Mark Thrapp and third place to
Shane Limb. Presentation of the Flag to the City will take place at the dedication
program of the Grant Road Viewpoint Project Saturday Oct. 29, 1988 at 10:45 A.M.
Invitations have been sent to government officials who will be introduced by Mayor
McGraw in the opening ceremonies. Several other invitations have been issued and
he hopes the City has a good turnout for this well planned program.
Mayor McGraw told the Council he had been approched by C P Minni Storage about
renting City land at the foot of Adams Street. He commented the City had no plans
to push through Adams Street in the near future and Community Progress had offered
to lease the land for six months intervals at $100.00 per month. The lease could
be renewed or not at the end of each six months. Bob Goodman stated the Street
Department has used this location for dumping excess sand an fill materials in the
past, as they are limited to City owned property. After a brief discussion it was
decided Bob would look over the situation and give his thoughts to the Council at
a later date. It was also expressed that Community Progress put their proposal in
writing.
There being no further business, Les Young made a motion that the meeting be ad-
journed, seconded by Tery McKee and passed by vote of the Council.
