A Resolution of the City of East Wenatchee, Washington authorizing
the Mayor to execute a contract supplement between the City of East
Wenatchee and Psomas for design of the 5th Street NE Improvements

2.Authority.
2.1. RCW 35A.11.020 and RCW 35A.12.190 authorize the City Council to organize and regulate its internal affairs and to define the powers, functions and duties of its officers and employees.
THE CITY COUNCIL OF THE CITY OF EAST WENATCHEE DO RESOLVE AS FOLLOWS:
3.Authorization. The City Council authorizes the Mayor to execute a
contract supplement that conforms to the language set forth in
Exhibit A.
4.Severability. If a court of competent jurisdiction declares anyprovision in this resolution to be contrary to law, such declarationshall not affect the validity of the other provisions of this Resolution.
5.Effective date. This Resolution becomes effective immediately.

Background
The City of East Wenatchee (City) received funding through the Washington State Transportation
Improvement Board, combined with local City match funds, to design and construct new sidewalk on
the north side of 5th Street NE, a modified or replaced irrigation canal crossing on the north side of the
existing canal crossing structure, and a new traffic signal system at the intersection of 5th Street NE and
Eastmont Avenue. The project was initiated by the City to further develop a multimodal corridor that
connects to the various nearby schools, parks, and residential blocks. The original project schedule
anticipated the project design occurring throughout 2024, with construction commencing in the spring
of 2025.
On May 31, 2024, the City submitted an application to WSDOT’s Pedestrian and Bicycle grant program
to add funding for design and construction of multimodal improvements on the south side of 5th Street
NE to the project. The City elected to proceed with the development of 30% design-level scroll plot and
opinion of probable construction cost for proposed improvements on the south side of the road, prior
to award of Pedestrian and Bicycle grant funds, including preliminary design and structural technical
memo for a second pedestrian crossing of the irrigation canal. The 30% design for south side
improvements was developed as one improvement project in conjunction with the originally proposed
north side improvements, and submitted to the City for review on November 15, 2024. Supplement #1
included a new task (Task 17. 30% Design for South Side Improvements) to add this work to the
agreement. It also included other supplemental work, see Supplement #1.
The preliminary list of projects to receive Pedestrian and Bicycle program funding was made available
on December 27, 2024. The 5th Street NE Corridor Improvements project was on the list, above the
“cut off line”, within the group of projects WSDOT has recommended to be funded. Funding will not be
finalized until it is approved in the current state legislative session. However, the City has directed
Psomas to move forward with preparing the final design and PS&E package for the complete project,
as shown in 30% design submittal.
Supplemental Scope of Work
The purpose of this Supplement #2 is to add scope and budget for the final design and preparation of
construction documents for the proposed improvements along the south side of 5th St NE, as shown in
the 30% submittal. Further, this supplement will revise the scope narrative describing the proposed
crossing of the irrigation canal and proposed pavement replacement approach.

This scope of work supplements and revises the following tasks from the original agreement and
Supplement #1:
• Task 3. Geotechnical Exploration and Reporting (Aspect Consulting)
• Task 8. Canal Crossing Design (DCI Engineers)
• Task 10. Design (PS&E)
The specific scope of work for Supplement #2 is described as follows:
TASK 3 – Geotechnical Exploration and Reporting (Aspect Consulting)
The scope of services described in the original agreement is supplemented with the scope of services
described in the attached Exhibit G1-A.
TASK 8 – Canal Crossing Design (DCI Engineers)
The scope of services described in the original agreement and Supplement #1 is deleted and replaced
with the scope of services described in the attached Exhibit G1-B.
TASK 10 – Design (PS&E)
Supplement #1 modified this task to include the design and preparation of bid-ready plans to add full
depth pavement reclamation to the project. While developing the design for the project, it has become
evident that full depth pavement reclamation may not be the optimal method for pavement repair,
given the site conditions. Where the term “full depth pavement reclamation” is used in Supplement #1,
it is replaced with the term “pavement restoration”.
The original scope of work included design of improvements along the north side of 5th Street NE only,
from approximately the intersection of Eastmont Ave to the intersection of N Grover Pl, and from the
intersection of N James Ave to N Jonathon Ave, under Task 10. No change is made to Task 10.1.
Task 10.2 – 60% design, Task 10.3 – 90% Design, and Task 10.4 – 100% & Bid-Ready Design are
supplemented to include the design of cement concrete sidewalk and/or HMA multimodal path, and
associated curb, gutter, landscaped buffer, drainage system modifications, and retaining walls (less
than 4 feet tall) for the south side of 5th Street NE, along the same two segments.
To accommodate the expanded scope of the project, the list of anticipated plan sheets is deleted and
replaced with the following:

Addendum for Culvert Replacement and Pavement Design

Proposed Scope of Work Summary
We understand the Project has been expanded and requires geotechnical engineering
recommendations for new pavement section and replacement of the culvert crossing over the
irrigation canal. We understand the culvert replacement will be a box culvert or short span bridge.
We will complete the tasks below to provide these recommendations.
Task 1 – Additional Geotechnical Explorations
We will mark the proposed boring locations (3 or 4) in white paint near the existing culvert for
planning and utility locating. We will use the public one-call utility locating service and also
subcontract with a private utility locating service to clear the proposed areas of the borings. We
should be provided with any drawings or other information available on utility locations within the
limits of the Site. Our fee does not include utility repair costs. We will take reasonable precautions
to reduce the potential for damage to utilities; however, Aspect does not assume responsibility for
the cost or labor of repairing utilities that are unmarked or incorrectly marked.
We will coordinate with you on the boring locations and mobilize a drilling subcontractor to the
Site to complete up to 3 or 4 exploratory borings during a one-and-a half-day exploration program.
We have assumed road passage will be restricted to one lane for up to several hours at a time with
traffic control consisting of one lane closure with flaggers and signage provided by the City of East
Wenatchee.
The borings will be advanced with a truck- or track-mounted drill rig to depths of 10 to 25 feet
each, or drilling refusal on bedrock. Disturbed samples will be obtained in accordance with
Standard Penetration Test (SPT) methods at 2.5- or 5-foot intervals. Drill soil cuttings will be
spread on-site.
The drilled soil borings will be supervised and logged by an Aspect field representative and used to
directly observe subsurface soil and groundwater conditions. Samples of the encountered soils will
be collected for additional observation and laboratory testing. The borings will be backfilled with
bentonite chips per Washington State regulations and with surface patching to match the
surrounding conditions.
We assume you and/or other Project stakeholders will coordinate and provide ready access for the
subsurface explorations, along with any required coordination with individual landowners and the
local jurisdictions regarding public notification of the field work. We assume any permits other
than standard drilling permits (such as right-of-way permits) will be led and signed by others with
input from Aspect (such as an exploration map).

Soil samples obtained from the borings will be placed in plastic containers and transported to
Aspect’s geotechnical laboratory for further examination. Selected samples will be submitted for
laboratory testing of index and engineering properties. Tests may include natural moisture content;
grain size distribution; organic content; Atterberg Limits (if fine-grained cohesive soils are
encountered); and compaction characteristics (proctors).
We will also collect a bulk sample of the road subgrade material to complete a California Bearing
Ratio (CBR test).
Task 2 – Geotechnical Engineering Analyses and Reporting
We will add new sections to the previously delivered draft geotechnical engineering report for the
Project, summarizing the results of our investigation, testing, geotechnical engineering analyses,
and our conclusions and recommendations. We will add/update the following sections to the report:
• Project and Site description
• Results of the Site reconnaissance and boring explorations
• Exploration logs and a Site plan showing approximate boring locations
• Laboratory test results
• Pavement section recommendations for base course and hot mix asphalt thicknesses, and
subgrade preparation.
• Recommended vertical and lateral culvert/bridge shallow foundation design parameters
• Earthwork considerations for culvert and pavement section construction, including:
o temporary excavations
o construction dewatering
o imported structural fill and potential re-use of on-site soil as structural fill
o wet weather considerations
We will participate in up to four, 1-hour design coordination calls and project management and
correspondence for 3 months.
After our draft report has been submitted, we will communicate with you to review and discuss
geotechnical engineering considerations. We will address any of your review comments on our
draft report and a final report will be issued.
Aspect will manage their work and that of their subcontractors and correspond with you as needed
to advance the above scope of work.
Assumptions and Exclusions
• We assume the subsurface conditions are generally suitable for support of the new
bridge/culvert with shallow foundations. In the event that unexpected subsurface conditions
or other project details (such as scour depth) require pile foundations be used we will
discuss additional exploration needs such as additional boreholes/depth and analysis effort
with you.
• Drill cuttings/soil will be spread on-site at nearby unpaved, road embankment areas.

• Road passage will be restricted/blocked for up to several hours at a time while the drill rig
is operating, and traffic control will consist of one-lane closure with flaggers during that
time provided by the City of East Wenatchee.
• We assume a base map will be provided for our use. If one is not available, we will generate
a GIS-based base map using readily available public data for the purposes of our analyses
and reporting. Exploration logs and laboratory test reports will be provided as appendices to
the report.
• Soil samples collected during the investigation will be stored for a minimum of 60 days
after the completion of the subsurface exploration; however, storage beyond that date is not
guaranteed.
• Environmental services are not included in this proposal. If environmental contamination is
encountered during the field work, you will be notified immediately. Aspect can provide
services to respond to these conditions, as requested.
• Site access- or environmental-related permits are assumed to be either not required, or will
be obtained by others at no expense to Aspect.
• Preparation of detailed PS&E documents for the Project and culvert replacement will be
completed, with input by Geosyntec, by others and is not included in this scope of services
and fees.
• The above scope and cost do not include civil stormwater drainage design, stormwater
infiltration assessments, environmental engineering, surveying, structural engineering, or
services during construction.
Schedule
We will work with you and our subcontractors to develop a schedule as soon as we have
authorization to proceed. Winter weather (snow, ice, etc.) might delay Site explorations and we will
work with you to provide updates and alternatives solutions if that occurs. We can provide a
summary of our preliminary findings within 1 week after completing the borings. Our draft report
will be submitted within 4 weeks after completing the borings. We can expedite key findings and
recommendations ahead of the report if needed to progress the design. Our final stamped report will
be submitted within 1 week of receiving review comments from the team.

Scope of Work
Amendment No. 2 – Modified Scope
Background
The City of East Wenatchee (City) received funding through the Washington State Transportation
Improvement Board, combined with local City match funds, to design and construct new sidewalk
on the north side of 5th Street NE, a modified or replaced canal crossing on the north side of the
existing canal crossing structure, and a new traffic signal system at the intersection of 5th Street
NE and Eastmont Avenue. The project was initiated by the City to further develop a multimodal
corridor that connects to the various nearby schools, parks, and residential blocks. The original
project schedule anticipated the project design occurring throughout 2024, with construction
commencing in the spring of 2025. Psomas was awarded a Design Contract from the
Transportation Improvement Board on February 24th, 2024. DCI Engineers was awarded a design
subcontract agreement with PSOMAS on March 15th, 2024 to provide structural design services
under the prime contract between Psomas and the Transportation Improvement Board. Scope of
structural services under the contract is outlined in detail in the executed contract Number
9EAS010100, but in general included the design of the pedestrian crossing on the north side of 5th
Street NE. DCI’s contracted fees for this effort totaled $23,380.00.
On May 31, 2024, the City submitted an application to WSDOT’s Pedestrian and Bicycle grant
program to add funding for design and construction of multimodal improvements on the south
side of 5th Street NE to the project. Subsequent to the City’s submittal of the grant application,
DCI and Psomas executed Supplement #1 to the parent contract noted above on August 30, 2024
that included structural design services for a second pedestrian crossing on the south side of 5th
Street NE. Again, the scope of structural services under Supplement #1 is outlined in detail in the
executed contract supplemental agreement, but in general included preliminary analysis and the
preparation of a Structural Technical Memo (STM) for the south side crossing structure. At that
point it was anticipated that an additional agreement would be required if and when the City was
awarded the grant funding through WSDOT’s Pedestrian and Bicycle grant program. Structural
fees added under Supplement #1 totaled $5,870.00 bringing the total combined contract amount
to $29,250.00.
A recent funding awards list provide by WSDOT’s Pedestrian and Bicycle grant program have
indicated that the funds for the design and construction of multimodal improvements on the
south side of 5th Street NE will be approved. Additionally, recent discussions with the City of East
Wenatchee and the design team have indicated that in lieu of providing two separate crossing
structures on the north and south sides of 5th Street NE, a more efficient plan would be to replace
the existing box culvert at the site with a new structure that encompasses the planned
improvements on both the north and south side of 5th Street NE.

As such, DCI Engineers is providing the below Scope of Work language in order to outline the
required structural design services as we now understand it.
Additionally, the attached fee proposal is intended to show the total estimated fees for the
structural scope as narrated below. As noted in the fee proposal, the total fees for the work
described below exceeds the $29,250.00 that the existing parent contract and Supplement #1
allows. As such, DCI is proposing to amend the contract in the amount indicated as the difference
between existing approved fees and the proposed fees for the work described below.
TASK 1 – STRUCTURAL DESIGN (DCI)
Objective: DCI has been tasked with providing structural design and consulting services as part
of the City of East Wenatchee – 2024 5th Street NE Safety & Multimodal Improvements Project. As
part of the effort to fill the remaining sidewalk gaps on 5th Street NE from Eastmont Ave to N
Grover Ave a pedestrian crossing will be required over an existing irrigation canal on both the
north and south sides of the road. It is our understanding that the existing irrigation canal is
owned and operated by the Wenatchee Reclamation District (WRD). Currently present on the site
under the existing roadway surface is a concrete box culvert. It is the intent of this project to
remove the existing box culvert and replace with a new structure that can accommodate current
design vehicular loading as well as allow for an extended roadway prism with that includes
pedestrian and/or bicycle pathways on both the north and south side of the road.
Using preliminary civil design and the draft geotechnical report as a basis, DCI will provide a
Structural Technical Memo to be used as the basis for selection of a preferred structure
alternative. Once a selection has been made, DCI will prepare a structural design including
structural calculations, plans, specifications, and construction cost estimates for each draft review
submittal and final bid documents. Also, DCI will provide limited support for bidding and
construction. DCI’s proposed scope of structural engineering services is described below.
Consultant Responsibilities:
Task 1.1 – Primary Structural Services
1. DCI will engage with all interested parties in the development of design criteria. This
preliminary coordination will require discussions with the WRD with regard to hydraulic
clearances and the demolition and reconstruction of existing structure at the site.
Additionally, DCI will engage with the City of East Wenatchee to identify structure type
criteria and loading requirements.

2. DCI will perform preliminary design and engineering analysis to support the preparation of
a Structural Technical Memo (STM). The STM will contain discussion regarding all
reasonable and economical superstructure alternatives. DCI will provide commentary on
each considered superstructure type, weighing pros and cons of each along with rough
order of magnitude cost estimate for each structure type. DCI will provide
recommendations and a “preferred” alternative and continue to engage, coordinate and
guide City of East Wenatchee officials in their effort to make a final alternative decision.
3. As part of the STM, DCI will also will perform preliminary design and engineering analysis to
provide recommendations on the preferred substructure type. The STM will contain
discussion regarding all reasonable and economical substructure alternatives. DCI will
provide commentary on each considered substructure type, weighing pros and cons of
each along with rough order of magnitude cost estimate for each structure type. DCI will
provide recommendations and a “preferred” alternative and continue to engage,
coordinate and guide City of East Wenatchee officials in their effort to make a final
alternative decision.
4. Following the selection of a preferred structure type, DCI will coordinate and communicate
with the design team. This includes attending meetings, producing emails, and developing
documentation.
5. DCI will perform structural analysis and design on the selected superstructure and

8. DCI will develop design drawings as required for the construction of the new crossing
structure. The Construction Documents will be prepared using Autodesk design software.
Drawings will be sent to the team at submittal phases as PDFs. Final stamped construction
drawings will be provided at the Bid PS&E phase. DCI can provide exported AutoCAD
drawings for design team. Any digital files from DCI are not intended for use for
construction dimensioning, such as shop drawings, layouts, etc., but these digital files can
be made available to the contractor for informational purposes, provided that such use is
at the contractor’s own risk and is subject to the execution of DCI’s standard digital media
agreement.
9. Provide support and document clarifications as required during the bidding process. It is
assumed that we will not provide a bid package, but we can assist on structural items as
requested.
Task 1.2 – Supplementary Structural Services (As Requested)
Provide Construction Administration, including the review of the fabricator’s submittals, review of
laboratory, and field test reports, responding to RFIs, responding to minor field fixes, and
providing structural observation site visits as requested but only for the limited purpose of
checking for conformance with information given and the design concept expressed in the
contract documents. We have included one (1) structural observation site visits in the basic CA
design fee; additional visits will be billed on a time and materials basis. Our construction
administration fees are not intended to cover the engineering effort associated with the correction
of “as constructed” field conditions that deviate from the design concept, out-of-scope design
changes, or structural repairs. If significant engineering effort is required for these services, they
will be performed as an additional service to this contract.
Assumptions:
1. Items not specifically identified in this proposal are outside of the Scope of work for DCI
structural services.
City Responsibilities:
1. Provide input on the development design criteria and selection of a preferred alternative.
2. Provide review and feedback on draft review submittals.
