CALL TO ORDER Mayor Crawford called the East Wenatchee City Council meeting to order at 6:02 p.m. 2. PLEDGE OF ALLEGIANCE Councilmember Arnold led the Pledge of Allegiance. 3. ROLL CALL Present: Councilmember Botello, Councilmember Arnold, Councilmember Magdoff, Councilmember Tidd, Councilmember Stockton (Zoom), Councilmember Johnson, and Councilmember Hepner (Zoom). 4. COUNCILMEMBER DECLARATION OF CONFLICT OF INTEREST No Councilmembers declared a conflict of interest with any agenda items. 5. CONSENT AGENDA a. Approval of the 2025 City Council Committee & Board Assignments. b. Approval of Voucher Report, Checks: 61100-61132, in the amount of $930,851.82. c. Approval of the December 2024 Payroll Certification. d. 01-07-2025 City Council Minutes. Motion by Councilmember Tidd to approve the agenda, vouchers, payroll certification, and minutes as presented. Councilmember Johnson seconded the motion. Motion passed unanimously. 6. CITIZEN COMMENTS None. 7. PUBLIC HEARINGS a. Mayor Crawford opened the public hearing at 6:04 p.m., for the purpose of receiving public comment to consider deferring frontage improvements to North June Avenue associated with Short Plat 2019-01. Public Works Manager Garren Melton provided the staff report. Mayor Crawford closed the public hearing at 6:06 p.m. Motion by Councilmember Magdoff to approve Resolution 2025-08 authorizing Mayor Crawford to execute a Deferral Improvements Agreement associated with Short Plat 2019- 01, as presented in Exhibit A. Councilmember Botello seconded the motion. Motion passed unanimously. 8. ACTION ITEMS a. Public Works Manager Garren Melton presented Resolution 2025-06, Consultant Agreement with RH2 Engineering for Preliminary Stormwater Design Work on 19th Street NE between SR-28 and North Baker Avenue; City Project No. 2025-04. Motion by Councilmember Botello to approve Resolution 2025-06 authorizing Mayor Crawford to execute a Consultant Agreement between the City of East Wenatchee and RH2 Engineering, for an amount not to exceed $29,980.00, for preliminary stormwater design work on 19th Street NE between SR-28 and North Baker Avenue as presented in Exhibit A. Councilmember Johnson seconded the motion. Motion passed unanimously. b. Public Works Manager Garren Melton presented Resolution 2025-07, Consultant Agreement with RH2 Engineering for services associated with the Valley Mall Parkway Overlay; City Project No. 2025-01. Comments provided by Councilmember Magdoff. Motion by Councilmember Tidd to approve Resolution 2025-07 authorizing Mayor Crawford to execute a Consultant Agreement, for an amount not to exceed $74,932.03, between the City of East Wenatchee and RH2 Engineering for engineering and administrative construction management services associated with the Valley Mall Parkway Overlay as presented in Exhibit A. Councilmember Magdoff seconded the motion. Motion passed unanimously. c. Public Works Manager Garren Melton presented Resolution 2025-09, amending the Project List of the East Wenatchee Transportation Benefit District. Comments provided by Councilmember Johnson. Motion by Councilmember Johnson to repeal Resolution 2024-40 and approve Resolution 2025-09 updating the City’s Residential Street Overlay Program as presented in Exhibit A. Councilmember Botello seconded the motion. Motion passed unanimously. d. Events Director/PIO Trina Elmes presented Resolution 2025-11, updating the Administrative Policy and Procedures for the Healthy Worksite Wellness Program. Comments provided by Councilmember Magdoff, and Councilmember Tidd. Motion by Councilmember Tidd to approve Resolution 2025-11 updating the Administrative Policy and Procedures for the Healthy Worksite Wellness Program as presented in Exhibit A. Councilmember Arnold seconded the motion. Motion passed unanimously. e. Community Development Director Curtis Lillquist presented Resolution 2025-12, Consultant Service Agreement with SCJ Alliance. Comments provided by Councilmember Botello, and Councilmember Magdoff. Motion by Councilmember Botello to approve Resolution 2025-12 authorizing Mayor Crawford to execute a Consultant Service Agreement with SCJ Alliance, for an amount not to exceed $125,000, for the 2026 periodic update as presented in Exhibit A. Councilmember Tidd seconded the motion. Motion passed unanimously. f. Mayor Crawford presented Resolution 2025-13, Animal Control Services Agreement. Comments provided by Councilmember Johnson, Councilmember Tidd, Councilmember Botello, and Councilmember Stockton. Motion by the Councilmember Botello to approve Resolution 2025-13 authorizing Mayor Crawford to execute an agreement with Wenatchee Valley Animal Care & Control, LLC for an amount not to exceed $105,207.00, for Animal Control Services as presented in Exhibit A. Councilmember Johnson seconded the motion. Motion passed unanimously. g. Events Director/PIO Trina Elmes presented Resolution 2025-14, Joint Agreement between the City of Wenatchee, the City of East Wenatchee, and the Wenatchee Valley Museum and Cultural Center. h. Comments provided by Councilmember Johnson, Councilmember Tidd, Councilmember Stockton, Councilmember Magdoff, Councilmember Botello and Councilmember Arnold. The Wenatchee Valley Museum and Cultural Center’s Executive Director Marriah Thornock was present to answer questions. Motion by the Councilmember Botello to approve Resolution 2025-14 authorizing Mayor Crawford to execute the Joint Agreement between the City of Wenatchee, the City of East Wenatchee, and the Wenatchee Valley Museum and Cultural Center for an amount not to exceed $450,000.00 over a three-year period. Councilmember Magdoff seconded the motion. Motion passed unanimously. i. Events Director/PIO Trina Elmes presented the Event Board Funding recommendation for Lodging Tax for Mission Ridge Ski Education Foundation’s Western Region Junior Championship, March 12-17, 2025. Comments provided by Councilmember Magdoff. Motion by the Councilmember Tidd to authorize Mayor Crawford to execute an agreement with Mission Ridge Ski Education Foundation, for an amount not to exceed $10,000.00, for the Western Region Junior Championship as presented in Exhibit 3. Councilmember Johnson seconded the motion. Motion passed unanimously. 9. MAYOR’S REPORT a. Mayor Crawford reported on the Our Valley Our Future Housing Summit taking place on February 6, 2025, from 10:00 a.m. – 3:00 p.m. Mayor Crawford encouraged Councilmembers to RSVP to the City Clerk for assistance to register for the event. b. City Clerk Laura Leon presented the amended 2025 City Council Workshop Schedule for Council review. The amended schedule proposed changes to the prescheduled January, May and October Workshop dates. Motion by Councilmember Tidd to approve the 2025 City Council Workshop Schedule as presented. Councilmember Magdoff seconded the motion. Motion carried. c. Mayor Crawford provided an update on the RFP process to select a Workshop Facilitator to assist through the discussion of the City’s current financial state. 10. COUNCIL REPORTS & ANNOUNCEMENTS a. Councilmember Hepner provided a brief update on the 2025 Washington State Legislative Session. 11.
