COUNCIL MEETING

Councilmembers present: Les Young, Tery McKee and Dwan Collings. Attorney Chuck
Zimmerman and City Clerk Peggy McArthur.
Meeting was called to Order by Mayor Richard McGraw.
Minutes of the previous meeting were approved as presented. Motion was made by
Tery McKee, seconded by Les Young and passed by vote of the Council.
Bills and accounts were approved as submitted. Motion was made by Les Young, seconded
by Dawn Collings and passed by vote of the Council.
Chief John Flinner stated he would like to send John Harrison to a crime prevention
seminar in Olympia Oct. 26th and 27th. The cost to be approxiamtely $178.00. Also,
Chief Flinner siad he would like tosead Shan Wilsey to a records keeping system in
Olympia in Oct. Registration to be $55.00 plus two nights lodging and meals. He also
said that he and Mayor McGraw would like to attend a seminar on personnel and team
building at Kelso in October. The Council granted permission for expenditures for
the three seminars.
Bob Goodman was given permission to make a flag pole out of an old street standard
to display various flags with the cost not to exceed $700.00. Bob said it would probably
take two yard of concrete for the base.
'After some discussion and review of the computer bids, Tery McKee made a motion to
accept the apparent low bid of Computerland for a computer system in the amount of
$14,255.95. Motion was seconded by Les Young and passed by vote of the Council.
Gregg Brizendine, project engineer for Forsgren Associates gave the Council an update
on illumination on Grant Road. Gregg said there would be a total of fifteen lights on
40 foot aluminum poles. The poles will be the same as the standards on 9th st.
After more discussion, Les Young made a motion to call for bids for 15 lights on both
sides of Grant Road. Motion was seconded by Tery McKee and passed by vote of the
Council. Bids will be opened October 17th. Mr. Brizendine said the cost of the lights
and Engineering would be approximately $85,000.00 according to the engineer's estimate.
Lael Hall spoke to the Council about organizing and operating a Youth Social Center
for area teens. Ms. Hall spoke of problem identification, goals and objectives, action
and evaluation. Dawn Collings volunteered to work with Lael Hall and her group.
Tery McKee spoke to the Council about annexation into the Fire District. Tery said
every thing had to be in place by September 23rd to get the annexation on the November
ballot. After more discussion, Tery McKee made a motion that Ordinance No. 88-17
stating an intent of the City to initiate the annexation process necessary to join the
Douglas County Fire Protection District No. 2 be drafted by the City Attorneys and
that the Ordinance be signed by Mayor McGraw and the City Clerk within the next 24
hours and passed on to Board of Fire Commissioners and County Commissioners pursuant
to RCW 52.04.061. Motion was seconded by Dawn Collings and passed by vote of the
Council.
'Mayor McGraw asked that the Council recess to go into executive session to discuss
a potential litigation which should not take more than 15 minutes.
