CALL TO ORDER Mayor Crawford called the East Wenatchee City Council meeting to order at 6:01 p.m. 2. PLEDGE OF ALLEGIANCE Councilmember Magdoff led the Pledge of Allegiance. 3. ROLL CALL Present: Councilmember Botello, Councilmember Arnold, Councilmember Johnson, Councilmember Stockton, Councilmember Magdoff and Councilmember Hepner. Absent: Councilmember Tidd. Motion by Councilmember Johnson to excuse Councilmember Tidd from the meeting. Councilmember Botello seconded the motion. Motion passed unanimously. 4. COUNCILMEMBER DECLARATION OF CONFLICT OF INTEREST No Councilmembers declared a conflict of interest with any agenda items. 5. CONSENT AGENDA a. Approval of the 10-25-2024 Chelan County PUD Loop Trail Services Amendment No. 3. b. Approval of Voucher Report, Checks: 60839-60901, in the amount of $777,352.41. c. Approval of the September 2024 Payroll Certification. d. 10-15-2024 City Council Minutes. e. 10-17-2024 City Council Workshop Minutes. Motion by Councilmember Botello to approve the agenda, agreements, vouchers, payroll certifications and minutes as presented. Councilmember Hepner seconded the motion. Motion passed unanimously. 6. CITIZEN COMMENTS None. 7. PRESENTATIONS a. Mayor Crawford read the 2024 Veteran’s Day Proclamation and recognized Councilmember Hepner and Community Development Director Curtis Lillquist for their respective service in the Armed Forces. 8. PUBLIC HEARINGS a. Mayor Crawford opened the public hearing at 06:10 p.m., for Ordinance 2024-04, property tax revenue and other revenue possible increases in property tax revenues. i. Mayor Crawford provided the first reading of Ordinance 2024-04, authorizing the regular property tax levy to be collected in the 2025 tax year, an increase of 1% in the regular tax levy, and authorizing an increase which may be allowed in the amount under new construction, improvements to property and the State assessed property provisions of State law. Finance Director, Josh DeLay, provided the staff report. Mayor Crawford asked for public comment. Public Comment was provided by East Wenatchee resident Ettore Castellente. Comment provided by Councilmember Magdoff, Councilmember Botello, and Councilmember Hepner. Mayor Crawford closed the public hearing at 6:17 p.m. No action was taken by the Council. b. Mayor Crawford opened the public hearing at 6:18 p.m. for the purpose of evaluating a material change to the City’s 2024 Overlay Project funded by the East Wenatchee Transportation Benefit District (RCW 36.73.160(1)). Public Works Manager Garren Melton provided the staff report. Mayor Crawford asked for public comment. No comments were received from the public. Comment provided by Councilmember Hepner. Mayor Crawford closed the public hearing at 6:21 p.m. 9. ACTION ITEMS a. In the absence of City Attorney Bob Siderius, Mayor Crawford presented Ordinance 2024-07, amending Title 9: Public Peace, Morals, and Welfare, and Title 12: Streets, Sidewalks and Public Places, of the East Wenatchee Municipal Code regarding illegal camping and activities within public parks. Comment provided by Councilmember Hepner. Motion by Councilmember Hepner to approve Ordinance 2024-07 amending sections of the East Wenatchee Municipal Code Title 9: Public, Peace, Morals and Welfare; and Title 12: Streets, Sidewalks and Public Places, as presented in Exhibit A. Councilmember Johnson seconded the motion. Motion passed unanimously. b. Mayor Crawford and Douglas County Solid Waste Program Director Becci Piepel presented Resolution 2024-60, approval and adoption of the Douglas County Solid Waste and Hazardous Management Plan 2024-2029. Motion by Councilmember Botello to approve Resolution 2024-60, adopting the Douglas County Solid Waste Management Plan as presented in Exhibit A. Councilmember Arnold seconded the motion. Motion passed unanimously. c. Public Information Officer/ Events Director Trina Elmes presented Resolution 2024-63, adopting Social Media Terms and Conditions for Users to protect the interest in assuring the accuracy and consistency of information associated with the City’s social media accounts. Comment provided by Councilmember Johnson. Motion by Councilmember Magdoff to approve Resolution 2024-63 establishing Social Media Terms and Conditions for Users as presented in Exhibit A. Councilmember Johnson seconded the motion. Motion passed unanimously. d. Chief of Police Rick Johnson presented Resolution 2024-65, authorizing the Mayor to execute a Vehicle Lease Interlocal Agreement between the City of East Wenatchee and Douglas County PUD for the evaluation of the effectiveness of a Hydrogen Vehicle in Law Enforcement. Comments were provided by Councilmember Magdoff, Councilmember Johnson, Councilmember Arnold, Councilmember Stockton, councilmember Botello and Councilmember Hepner. Motion by the Councilmember Botello to approve Resolution 2024-65, authorizing the Mayor to execute an Interlocal Agreement between the City of East Wenatchee and Douglas County PUD as presented in Exhibit A. Councilmember Stockton seconded the motion. Motion passed unanimously. e. Public Works Manager Garren Melton presented Resolution 2024-66, Parkroy Place Overlay Change Order No. 1; City Project No. 2024-07. Comments provided by Councilmember Arnold, Councilmember Johnson, Councilmember Hepner and Councilmember Botello. Motion by Councilmember Botello to approve Resolution 2024-66 authorizing Mayor Crawford to execute Change Order 1 on the Parkroy Place Overlay Project; City Project No. 2024-07. Councilmember Magdoff seconded the motion. Motion passed unanimously. f. Public Works Manager Garren Melton presented Resolution 2024-67, declaring certain property owned by the City as surplus to the needs of the City. Comment provided by Councilmember Johnson. Motion by Councilmember Johnson to approve Resolution 2024-67, declaring certain property owned by the city, as presented in Exhibit A, as surplus to the needs of the City. Councilmember Arnold seconded the motion. Motion passed unanimously. 10. MAYOR’S REPORT a. Mayor Crawford announced the newly appointed members of the East Wenatchee Planning Commission; Ricardo Zepeda, Position 3 and Russell Lytle, Position 4. b. Mayor Crawford reminded the council of the Workshop Session scheduled for Thursday, November 21, 2024, at 5:30pm. Mayor Crawford reported the meeting would be a joint meeting with the East Wenatchee Planning Commission. c. Mayor Crawford encouraged City Councilmembers to attend and help with the execution of the annual Staff Appreciation Luncheon being held on Tuesday, December 10, 2024. d. Mayor Crawford invited the Council to attend the Misawa Annual Membership Meeting being held on Thursday, November 7, 2024. 11. COUNCIL REPORTS & ANNOUNCEMENTS a. Councilmember Johnson reported she had attended the Washington State University fundraising campaign for the new Plant Growth Facility at the Wenatchee Tree Fruit Research And Extension Center. b. Councilmember Magdoff, as City Representative for the Columbia River Homeless Housing Task Force, provided an update on the organization. c. Councilmember Magdoff, as City Representative for the Housing Authority of Chelan County and the City of Wenatchee, provided an update on the occupation of the pallet shelters located on the property of the Wenatchee Rescue Mission. 12.
