All items listed below are considered to be routine and will be enacted by one motion. There will be no separate discussion of these items.
If discussion is desired, a Council Member must request that specific item(s) be removed from the Consent Agenda prior to the time
Council votes on the motion to adopt the Consent Agenda.
Agreements:
a. Cintas Facilities Solutions Agreement.
b. North Cascades Heating and Air Conditioning, Inc. Maintenance Proposal.
Vouchers:
c. Date: 11-19-2024 Checks:60902-60933, 60935-60963, in the amount of $1,089,757.65.
d. October 2024 Payroll Certification.
Minutes:
d. 11-05-2024 Council Meeting Minutes.
Motion by City Council to approve agenda, vouchers, and minutes from previous meetings.
6. CITIZEN COMMENTS
The Council is providing opportunities for public comment in person, remotely, or by submitting written comment. The Mayor will ask if
there are any citizens wishing to address the Council. When recognized, please step up to the microphone (or unmute your screen), state
your name and if you live within the East Wenatchee city limits. Citizen comments will be limited to three minutes.
7. PRESENTATIONS
a. 2024 Diabetes Awareness Month Proclamation. – Mayor Crawford.
8. PUBLIC HEARINGS
The Mayor will call the Public Hearing to order and state the ground rules, the purpose of the hearing, and will state the manner in which
the hearing will proceed. Staff will first give a report, followed by public testimony. All speakers must speak into the microphone and clearly
state their name and address. All comments should be addressed to the City Council, should be relevant to the topic, and should not be of
a personal nature. Public testimony may be limited to three minutes, unless further time is granted by the Mayor. If there are a large number
of speakers, a representative may be appointed to speak on behalf of the group.
a. A public hearing for fixing the 2025 Final Budget (RCW 35A.33.060), and to receive public
comment. Any taxpayer may appear and be heard for or against any part of the budget.

Public Hearings Continued:
i. First Reading of the 2025 Exempt Salary Schedule, Ordinance 2024-05, fixing and
confirming the salaries and compensation to be paid to certain officials and employees of
the City of East Wenatchee during the year 2025. – Josh DeLay, Finance Director.
No action. Ordinance 2024-05 will be presented at the 12/3/2024 Council Meeting for
consideration and action by the Council.
ii. First Reading of 2025 Final Budget, Ordinance 2024-06, adopting the annual budget of the
City for the fiscal year commencing January 1, 2025. – Josh DeLay, Finance Director.
No action. Ordinance 2024-06 will be presented at the 12/3/2024 Council Meeting for
consideration and action by the Council.
9. ACTION ITEMS
a. Second Reading of Ordinance 2024-04, authorizing the regular property tax levy to be collected
in the 2025 tax year, an increase of 1% in the regular tax levy, and authorizing an increase which
may be allowed in the amount under new construction, improvements to property and the State
assessed property provisions of State law. – Josh DeLay, Finance Director.
Motion by City Council to adopt Ordinance 2024-04, authorizing the regular property tax levy to
be collected in the 2025 tax year.
b. Resolution 2024-69, Interlocal Agreement with KPG Psomas for development of a Safe Streets for
All Action Plan and ADA Transition Plan. – Garren Melton, Public Works Manager.
Motion by City Council to approve Resolution 2024-69 authorizing the Mayor to execute an
Interlocal Agreement with KPG Psomas for development of a Safe Streets for All Action Plan and
ADA Transition Plan.
c. Resolution 2024-71, Interlocal Cooperation Purchasing Agreement with Douglas County.
– Ike Lasswell, Information Systems Manager.
Motion by City Council to approve Resolution 2024-71, authorizing the Mayor to execute an
Interlocal Cooperation Purchasing Agreement between the City of East Wenatchee and Douglas
County.
d. East Wenatchee Events Board Funding recommendation for Lodging Tax for the North Central
Washington Volleyball Club’s Lights Out Volleyball Tournament, January 11-12, 2025; Fire & Rain
Volleyball Tournament, February 8-9, 2025.
Motion by City Council authorizing the Mayor to execute an agreement with North Central
Washington Volleyball Club, for an amount not to exceed of $10,000.00, as presented in
Exhibit 3.
