7.ACTION ITEMS
a.East Wenatchee Events Board Funding recommendation for Lodging Tax for Wenatchee FC
Youth’s Apple Cup 2024, August 2-4, 2024. – Trina Elmes, Events Director/PIO.
Motion by City Council to authorize Mayor Crawford to execute an agreement with Wenatchee
FC Youth for an initial amount of $5,000.00, with an additional $150.00 for each team that
travels more than fifty miles to participate in the Apple Cup 2024 Soccer tournament, for a total
amount not to exceed of $15,000.00.
b.East Wenatchee Events Board Funding recommendation for Lodging Tax for Wenatchee Youth
Baseball to host the Cal Ripken and Babe Ruth State Tournaments, July 10-14, 2024. – Trina
Elmes, Events Director/PIO.
Motion by City Council to authorize Mayor Crawford to execute an agreement with Wenatchee
Youth Baseball, for an amount not to exceed of $7,000.00, for the Cal Ripken and Babe Ruth
State Tournaments taking place July 10-14, 2024.

Motion by City Council to grant the City of East Wenatchee Event’s Department $100,000.00
for the purchase of a portable stage to improve the City’s tourism-related facilities and events.

Councilmember Shayne Magdoff called the East Wenatchee City Council Workshop to order at 5:30 p.m.
1. GANG EDUCATION
Chief of Police Rick Johnson provided a three-year (2021-2023) summary of the gang activity in the City of
East Wenatchee. Eastmont High School Assistant Principals Jon Abbott and Stacia Hardy provided
information on Youth Gangs in the Chelan & Douglas Counties; including education on common identifiers,
why teens join gangs, and behaviors associated with gang involvement.
Comments provided by all Councilmembers that were present.
No action was taken by the Council.
2. COMP PLAN UPDATE
Community Development Director Curtis Lillquist reviewed and proposed assumptions to conduct a vacant
land capacity analysis for the East Wenatchee Urban Growth Area.
The vacant land analysis would evaluate if the current Urban Growth Area has the capacity to accommodate
the population growth through 2050. Director Lillquist presented data demonstrating the densities
achieved by residential projects (in the Urban Growth Area) over the last 10 years.
Discussion took place.
No action was taken by the Council.
3. ADJOURNMENT

Librarian Kyle Huizenga, from the North Central Washington Libraries, was in

a. Public Works Manager Garren Melton presented Resolution 2024-29, authorizing
the Mayor to execute a contract between the City of East Wenatchee and RH2
Engineering for the design of the North Kentucky Avenue Improvements Project;
City Project No. 2023-05.
Comments provided by Councilmember Magdoff and Councilmember Arnold.
Motion by Councilmember Tidd to approve Resolution 2024-29 authorizing
Mayor Crawford to execute a contract between the City of East Wenatchee and
RH2 Engineering, for an amount not to exceed $679,077.33, for the design of
the North Kentucky Avenue Improvements Project; City Project No. 2023-05.
Councilmember Magdoff seconded the motion. Motion passed unanimously.
b. Community Development Director Curtis Lillquist presented Resolution 2024-30,
Interagency Agreement with Commerce Growth Management Services for grant
funds to support the development of GMA climate change and resiliency element
and municipal code amendment to implement ESSHB 1181.
Comments provided by Councilmember Hepner.
Motion by Councilmember Magdoff to approve Resolution 2024-30 authorizing
Mayor Crawford to execute an Interagency agreement with Commerce Growth
Management Services, Contract # 24-63610-117, for a Climate Planning Grant.
Councilmember Johnson seconded the motion. Motion passed unanimously.
9. MAYOR’S REPORT
a. Mayor Crawford provided an update on the State’s legislative district maps and
reported that due to the changes implemented the City of East Wenatchee would now
be part of the 7th District.
b. Mayor Crawford informed the Council of the annual Flywheel Investment Conference,
and the opportunity for each council member to register to attend the two-day event.
c. Mayor Crawford shared the opportunity for a Councilmember to travel to Misawa,
Japan in October 2024 as part of the Sister City delegation. Mayor Crawford indicated
she would contact Councilmembers directly, who have shown interest in representing
the City of East Wenatchee as part of the delegation.
d. Public Works Manager Garren Melton provided the Council with an update on the work
being conducted on Rock Island Road.
e. Mayor Crawford reported on the opportunity City staff have made in connecting
residents to community resources, while providing them with information on the City
Utility Tax. Finance Director Josh DeLay provided clarification on the markup percentage
issued to residents by the East Wenatchee Water District.

I realize that negotiating for a change in the contract with Waste Management will be difficult,
but we need you to be advocates for this change, as with our rapidly increasing population there will be a concurrent increase on the existing facilities

I.Summary Title:
Lodging Tax Request, $15,000, for Wenatchee FC Youth’s Apple Cup 2024, August 2-4, 2024.
II.Background/History:
This is year two of restarting the Apple Cup, which had over a 30 year history of being
played in the Fall. Last year, they had over 80 teams last year and are planning for 120
teams this year. They will be pulling in competitive soccer clubs in Washington, Oregon,
Idaho, Montana, southwestern British Columbia and Alberta, Canada.
This is a “Stay to Play” tournament where lodging agreements will be in place with local
hotel/motel establishments and teams travelling outside of 50 miles are required to stay at
these designated lodging establishments.
III. Recommended Action:
The East Wenatchee Events Board is recommending that the Wenatchee FC Youth
receive $5,000 for the Apple Cup 2024 soccer tournament, with an additional $150
for each team that travels from more than 50 miles away with the total amount
funded capped at $15,000, and authorize the Mayor to sign an agreement not to
exceed the $15,000 recommended amount.

Alex Cruz motioned to approve the Wenatchee FC Youth’s Grant Application in
the amount of $10,000 for the Apple Cup 2024. Jason Heinz seconded the
motion. Motion failed (3-4).
Michael Machado motioned to approve the Wenatchee FC Youth’s Grant
Application in the amount of $5,000, plus $150 for every out of town team
registered for the Apple Cup 2024, with a cap of $15,000. Supattra Winger seconded the motion. Motion carried (4-3).

The primary goal of the tournament is to raise funds to supplement the general budget of the Club. Proceeds will aid in
expanding infrastructure to meet National Standards, while creating a more robust offering of programs to local area kids. It will
also allow the Club to be more competitive in the job market by being able to hire and retain quality staff.
Direct benefits to the community include a significant boost in tourism revenue on a single weekend, which in turn boosts tax
revenue, supports local business with outside spending.
Intangible benefits include an increase in tourism awareness, business opportunities, relocation options for people looking to
improve their quality of life.
Evaluating the success of the event will include the following:
A post event assessment of registration goals, team participation & experience, feedback from local business and sponsors,
and an internal review of organizational processes.

I am proposing a tourism-related service. If awarded, my organization will enter into a Municipal Services Contract with the
City and will provide liability insurance for the duration of the Contract. The insurance will name the City as an additional
insured and in the policy will be in an amount to be determined by the City of East Wenatchee. The City of East

1. Grantee’s Obligations. Grantee will:
a. Submit a pre-event application for grant funds with the City Events
Director outlining expected statistics associated with each category set
forth in Exhibit A.
b. Host an event on August 2-4, 2024, generally described as Apple Cup 2024.
c. Acknowledge the City’s contribution in the event’s formal promotional materials and efforts.
d. Acknowledge the City’s contribution on the Grantee’s website.
e. Acknowledge the City’s contribution on the Grantee’s social media
accounts.
f. Submit a Post Event Report to the City within 14 days of the event’s
completion that contains actual event results associated with each category
set forth in Exhibit A. A list of all team names and associated zip codes
must be included, to account for the additional funding set forth under section 2. of this agreement.
2. The City’s Obligations. Within 30 days of receiving the Post Event Report, conditional on the Grantee satisfying, at the City’s reasonable discretion, the predicted event outcomes in Exhibit A and section 1.f, the City will reimburse the Grantee in the amount of $5,000, with an additional $150 per out of town
team, with a cap of $15,000 in total.
3. Indemnification. Grantee releases and shall defend, indemnify and hold
harmless the City, its elected officials, officers, employees, agents and volunteers
for any and all claims, demands, losses, negligent acts or omissions, and liabilities
(including costs and all attorney's fees) to or by any and all persons and entities, including without limitation, their respective agents, licensees, or representatives, arising from, resulting from, or connected with this Agreement to the extent caused by the negligent acts, errors or omissions of Grantee, its partners, shareholders, agents, employees, or by the Grantee's breach of this Agreement.
4. Insurance. Grantee shall obtain and keep in force during the terms of the
agreement the following insurance with companies or through sources approved
by the State Insurance Commissioner pursuant to R.C.W. Title 48:
a. Worker's compensation and employer's liability insurance as required by
the State of Washington.

b. General commercial liability insurance in an amount not less than a single
limit of $1,000,000 for bodily injury, including death and property damage
per occurrence.
Excepting the worker's compensation insurance secured by Grantee, the City will be named on all certificates of insurance as an additional insured. Grantee shall furnish the City with verification of insurance and endorsements required by this agreement.
The City reserves the right to require complete, certified copies of all required insurance policies at any time.
All insurance shall be obtained from an insurance company authorized to do
business in the State of Washington. Grantee shall submit a verification of
insurance as outlined above to the City prior to the event, but no later than 14
days following execution of this agreement.
5. No Discrimination. Grantee ensures that it will not discriminate against any
employee or applicant for employment in violation of RCW 49.60.180 or other applicable law prohibiting discrimination, unless based upon a bona fide occupational qualification as provided in RCW 49.60.180 or as otherwise permitted by other applicable law. Further, Grantee will not commit an act which violates RCW 40.60.215 or other applicable law prohibiting discrimination.

I. Summary Title:
Lodging Tax Request, $7,000, for Wenatchee Youth Baseball to host the Cal Ripken
and Babe Ruth State Tournaments, July 10-14, 2024.
II. Background/History:
Wenatchee Youth Baseball is hosting the Cal Ripken State Tournament, which
consists of 9U through 12U divisions, and the Babe Ruth 13U State Tournament.
There will be approximately 56 teams from across the state in attendance, with 80%
of these teams residing further than 50 miles away. Wenatchee Youth Baseball is
utilizing fields in Wenatchee and due to a funding issue was unable to secure fields in
East Wenatchee. To bring tourism to East Wenatchee, they already have contracts
with East Wenatchee hotels for teams to stay in East Wenatchee for this year’s
tournament and any proceeds will help secure East Wenatchee fields for 2025.
III. Recommended Action:
The East Wenatchee Events Board is recommending that Wenatchee Youth Baseball
receives $7,000 for the Cal Ripken and Babe Ruth State Tournaments and authorize
the Mayor to sign an agreement not to exceed the $7,000 recommended amount.

Alex Cruz motioned to approve the Wenatchee FC Youth’s Grant Application in
the amount of $10,000 for the Apple Cup 2024. Jason Heinz seconded the
motion. Motion failed (3-4).
Michael Machado motioned to approve the Wenatchee FC Youth’s Grant
Application in the amount of $5,000, plus $150 for every out of town team

TOURISM PROMOTION GRANT APPLICATION
Introduction.
The City of East Wenatchee is pleased to offer grant funding for tourism promotion for the City of East Wenatchee. Each year, the City budgets money for grants to help fund tourism promotion. To help promote tourism, the City evaluates grant applications for the marketing or operations of special events and festivals designed to attract tourists to East Wenatchee. If the City approves a grant application, the funds are distributed on a reimbursement basis.
The general guidelines are:
1.An activity must occur within East Wenatchee boundaries orexclusively promote East Wenatchee activities or organizations andmust comply with the requirements of RCW 67.28.1816, attached atthe end of the application.
2.A recipient and the proposed activity must be consistent with andmust further East Wenatchee’s image and goals.
3.An activity must be of general community interest or value.
4.Unless approved by the City, admission to or participation in anactivity must be “free of charge.”
5.A grant recipient must provide full financial statements for theorganization; and budget and actual financial statements for theactivity submitted for funding.
6.A recipient must demonstrate that the activity submitted forfunding is not duplicative or in competition with other EastWenatchee events, activities, or organizations.
7.A funded activity or program must obtain all legally requiredpermits, licenses, insurance and approvals before City funds will bereleased.
8.A grant recipient must submit a written report of the results of theactivity within 14 days of its completion. The report must include

information describing the actual number of people travelling for business or pleasure on a trip:
8.1. Away from their place of residence or business and staying overnight in paid accommodations;

Lodging tax — Tourism promotion.
(1) Lodging tax revenues under this chapter may be used, directly by any municipality or indirectly through a convention and visitors bureau or destination marketing organization for:
(a) Tourism marketing;
(b) The marketing and operations of special events and festivals designed to attract tourists; (c) Supporting the operations and capital expenditures of tourism-related facilities owned or operated by a municipality or a public facilities district created under chapters 35.57 and 36.100 RCW; or
(d) Supporting the operations of tourism-related facilities owned or operated by nonprofit organizations described under 26 U.S.C. Sec. 501(c)(3) and 26 U.S.C. Sec. 501(c)(6) of the internal revenue code of 1986, as amended.
(2)(a) Except as provided in (b) of this subsection, applicants applying for use of revenues in this chapter must provide the municipality to which they are applying estimates of how any moneys received will result in increases in the number of people traveling for business or pleasure on a trip:
(i) Away from their place of residence or business and staying overnight in paid accommodations;
(ii) To a place fifty miles or more one way from their place of residence or business for the day or staying overnight; or
(iii) From another country or state outside of their place of residence or their business.
(b)(i) In a municipality with a population of five thousand or more, applicants applying for use of revenues in this chapter must submit their applications and estimates described under (a) of this subsection to the local lodging tax advisory committee.
(ii) The local lodging tax advisory committee must select the candidates from amongst the applicants applying for use of revenues in this chapter and provide a list of such candidates and recommended amounts of funding to the municipality for final determination. The municipality may choose only recipients from the list of candidates and recommended amounts provided by the local lodging tax advisory committee.
(c)(i) All recipients must submit a report to the municipality

(ii) The joint legislative audit and review committee must on a biennial basis report to the economic development committees of the legislature on the use of lodging tax revenues by municipalities. Reporting under this subsection must begin in calendar year 2015.
(d) This section does not apply to the revenues of any lodging tax authorized under this chapter imposed by a county with a population of one million five hundred thousand or more.

In July 2024, Wenatchee Youth Baseball is proud to host the
prestigious Cal Ripken State Tournament, spanning across age
divisions from 9U to Major 70’ (12U), as well as the Babe Ruth 13U
State Tournament. These events will take place from July 10th through
July 13th, engaging twelve teams in each Cal Ripken division and eight
teams in the Babe Ruth division, significantly expanding our event from
the previous year. Tournament play will be held at distinguished
venues across Wenatchee, including Morris Park for the 9U and 10U
divisions, Walla Walla Point Park for the 11U and Major 70’ divisions,
and the Wenatchee High School Varsity Field for the Babe Ruth 13U
division. This series of tournaments not only highlights top-tier youth
baseball talent but also serves as an opportunity for over 2,000 athletes,
family members, volunteers, and officials to experience the scenic
beauty, warm hospitality, and local attractions the Greater Wenatchee
area has to offer. Our aim is to celebrate youth sports while boosting
local engagement and economic activity.
5. Please describe the prior success of your activity:
Wenatchee Youth Baseball, in collaboration with Eastmont Youth
Baseball, hosted a highly successful 2023 Cal Ripken State
Tournament, setting the stage for an expanded event in 2024. Last
year's tournament not only showcased top-tier youth baseball talent
across various age divisions but also brought together the community
and participants in a display of sportsmanship and competition.

The 2023 tournament significantly impacted the local economy and
community engagement, attracting teams and spectators from across
the Pacific Northwest. The event was not just a competition but a
celebration of youth sports, bringing over 2,000 attendees to the area,

attractions. The success of last year’s tournament has laid a solid
foundation for the 2024 event, promising to bring even more teams and
visitors to the Greater Wenatchee Valley, further amplifying our
commitment to excellence in hosting large-scale youth sports events and
fostering community spirit.
6.Please describe your target audience:
In anticipation of the 2024 State Tournament, Wenatchee Youth
Baseball has proactively reached out to all organizations chartered with
Babe Ruth in 2023; a total of 24 distinguished organizations including
Anacortes Baseball Club, Blain Youth Baseball, Ellensburg, Mt.
Vernon, North Olympic, and Spokane, among others. These
communications serve as an early invitation, ensuring these
organizations are aware of and can prepare for the event. A follow-up
invitation will be dispatched in May 2024, timed with the selection of
All-Star teams and the finalization of tournament schedules, to all
organizations chartered in 2024, reaffirming their eligibility and
encouraging participation.
Our primary target audience consists of chartered youth baseball
teams. Young athletes who are eligible to compete in the State
Tournament, representing teams across various divisions including 9U,
10U, 11U, Major 70’ (12U), and Babe Ruth 13U. These teams are at the
heart of our tournament, showcasing skill, teamwork, and the spirit of
youth baseball. Families and Supporters with dedicated families,
friends, and supporters of participating athletes. This group plays a
critical role, offering encouragement and fostering a positive
environment for competitors. Their presence not only enhances the
experience for athletes but also contributes to the local economy
through their stay and participation in local attractions.
Baseball fans and local community that are enthusiasts of baseball,
community members, and volunteers who contribute to the vibrancy

and success of the event. This audience includes individuals interested
in the sport, those who support youth development, and volunteers
dedicated to providing an exceptional tournament experience.
Lastly, professional and vendor Participants such as contracted

participants help create a memorable and engaging environment for all
attendees.
Our strategy is not only to foster a competitive and supportive
atmosphere for the athletes and teams but also to engage and captivate
the broader community, including families and baseball enthusiasts.
We aim to extend an invitation to experience the Greater Wenatchee
Valley, Chelan, and Douglas County's exceptional geography, weather,
and facilities. By doing so, we not only celebrate the spirit of youth
baseball but also encourage lasting memories and repeated visits to our
region, enhancing the community and economic vitality. We have

and continue to update with details such as local accommodations,
events, and attractions to facilitate our vision.

Wenatchee Youth Baseball (WYB) is committed to promoting local

East Wenatchee as part of our efforts to host the 2024 State
Tournament. Our promotional strategy includes a multifaceted
approach to ensure maximum visibility and engagement for local
businesses.
Since its launch in December 2023, our tournament-specific website has
become a central hub for information on the event, drawing over 200
views. By the end of the 2023 tournament, the page recorded over 1,600
views, indicating high interest and engagement from potential visitors.
The website features a section dedicated to local accommodations,
dining options, and attractions, providing easy access to information for
attendees looking to explore what East Wenatchee has to offer.

Wenatchee Youth Baseball (WYB) has built a robust organizational
framework and staffing strategy, cultivated through successful
partnerships and community engagement, to support the execution of
the 2024 State Tournament. Our partnerships, developed and fortified
through the 2023 tournament, position us to deliver an event of even
higher caliber in 2024.
WYB has forged strong relationships with local service clubs, such as
Wenatchee VIPS, which was instrumental in providing volunteer
support for multiple aspects of the 2023 tournament. Not only did
volunteers assist with parking patrol, ensuring the safe navigation with
overflow parking, ensuring family pets were not left unattended they
also joined in alongside games to keep score!
Collaboration with local businesses, such as the AppleSox, also
contributed by volunteering to keep score and pitch count during games.
The heart of our tournament, the All-Star players and their families,
play a pivotal role in our volunteer efforts. Their direct involvement
brings authenticity and enthusiasm to the tournament, fostering an
environment of sportsmanship and community pride. They collected
garbage, cleaned bathrooms, maintained fields, and stepped in keeping
score.
Last but most surely not least, our dedicated board members and a
broad base of volunteers are the backbone of our event staffing. These
individuals bring a wealth of experience, dedication, and organizational
skills, ensuring every aspect of the tournament runs smoothly.

WYB will be partnering with local hotels following the tournament to
capture post event reporting. Additionally, we will be able to provide
details on the teams that have traveled from around the Pacific
Northwest.
Our funding request is specifically aimed at supporting the operational
aspects of the 2024 Cal Ripken and Babe Ruth State Tournaments. This
includes, but is not limited to, equipment such as baseballs and
supplies, marketing and promotional activities, and volunteer and
coordination efforts. By securing this funding, WYB seeks to enhance

information regarding your activity.
All organizations chartered in 2023 will be sent a save the date email
letting them know that Wenatchee will be hosting the 2024 State
Tournament! In 2023 it was a total of 24 organizations including but
not limited to Anacortes Baseball Club, Blain Youth Baseball,
Ellensburg, Mt. Vernon, North Olympic and Spokane. In addition to the
save the date an additional invitation will be sent out to all 2024
chartered organizations in May closer to when All-Star teams are
selected, and tournament schedules are formalized. Every chartered
team is eligible to participate in the State Tournament.
Along with the direct email communication the Pacific Northwest Babe
Ruth website provides tournament information and will also publish
both the Cal Ripken and Babe Ruth 13-Year-Old State Tournament
details. In addition to the Babe Ruth website, WYB has also published a
tournament specific website and maintains a Wenatchee Youth
Baseball Facebook page with over a 1,000 followers.
SECTION II – State Required Projected Tourism Benefit
RCW 67.28 provides authority for cities and counties to use lodging tax
for tourism promotion to attract visitors and encourage tourism
expansion. State law also details certain reporting requirements for
jurisdictions that levy a lodging tax. Each agency awarded East
Wenatchee lodging tax funds will be required to submit a Tourism
Funding Expenditure Report Worksheet to the City with detailed actual
information at the conclusion of their tourism promotion activities.

received from the Wenatchee Valley Chamber of Commerce as well as
estimation of tourism trends for sports travel.

1. Grantee’s Obligations. Grantee will:
a. Submit a pre-event application for grant funds with the City Events Director outlining expected statistics associated with each category set
forth in Exhibit A.
b. Host an event on July 10-14, 2024, generally described as Cal Ripken &
Babe Ruth State Tournaments.
c. Acknowledge the City’s contribution in the event’s formal promotional
materials and efforts.
d. Acknowledge the City’s contribution on the Grantee’s website.
e. Acknowledge the City’s contribution on the Grantee’s social media accounts.
f. Submit a Post Event Report to the City within 14 days of the event’s completion that contains actual event results associated with each category
set forth in Exhibit A.
2. The City’s Obligations. Within 30 days of receiving the Post Event Report,
conditional on the Grantee satisfying, at the City’s reasonable discretion, the
predicted event outcomes in Exhibit A, the City will reimburse the Grantee in
the amount of $7,000.
3. Indemnification. Grantee releases and shall defend, indemnify and hold
harmless the City, its elected officials, officers, employees, agents and
volunteers for any and all claims, demands, losses, negligent acts or omissions,
and liabilities (including costs and all attorney's fees) to or by any and all persons
and entities, including without limitation, their respective agents, licensees, or
representatives, arising from, resulting from, or connected with this Agreement
to the extent caused by the negligent acts, errors or omissions of Grantee, its
partners, shareholders, agents, employees, or by the Grantee's breach of this
Agreement.
4. Insurance. Grantee shall obtain and keep in force during the terms of the
agreement the following insurance with companies or through sources
approved by the State Insurance Commissioner pursuant to R.C.W. Title 48:
a. Worker's compensation and employer's liability insurance as required by the State of Washington.

b. General commercial liability insurance in an amount not less than a single
limit of $1,000,000 for bodily injury, including death and property damage
per occurrence.
Excepting the worker's compensation insurance secured by Grantee, the City will be named on all certificates of insurance as an additional insured. Grantee shall furnish the City with verification of insurance and endorsements required by this agreement.
The City reserves the right to require complete, certified copies of all required insurance policies at any time.
All insurance shall be obtained from an insurance company authorized to do
business in the State of Washington. Grantee shall submit a verification of
insurance as outlined above to the City prior to the event, but no later than 14
days following execution of this agreement.
5. No Discrimination. Grantee ensures that it will not discriminate against any
employee or applicant for employment in violation of RCW 49.60.180 or other applicable law prohibiting discrimination, unless based upon a bona fide occupational qualification as provided in RCW 49.60.180 or as otherwise permitted by other applicable law. Further, Grantee will not commit an act which violates RCW 40.60.215 or other applicable law prohibiting discrimination.

I. Summary Title:
Lodging Tax Request, $120,000, for the City of East Wenatchee’s Events
Department for a portable stage to improve the City’s tourism-related facilities and
events.
II. Background/History:
The current stage has outlived its life expectancy, does not have a canopy, takes 2-3
hours to set up and take down. It is very cumbersome and is becoming a hazard to
events utilizing it and to staff who put it up and take it down multiple times a year.
This new stage is a trailer that can be pulled by one of our Public Works trucks and
opens into a 20’ x 24’ stage with a metal canopy. It takes two people only 45 minutes
to set up and take down and will be available for other events to utilize.
The City is looking to attract more tourism events and this request qualifies as a
capital improvement, because our events do use our roadways.
III. Recommended Action:
The East Wenatchee Events Board is recommending to fund the City of East
Wenatchee’s request at $100,000 for a stage.

and supporting information, which was reviewed by the Board.
Alex Cruz motioned to approve the Wenatchee FC Youth’s Grant Application in
the amount of $10,000 for the Apple Cup 2024. Jason Heinz seconded the
motion. Motion failed (3-4).
Michael Machado motioned to approve the Wenatchee FC Youth’s Grant
Application in the amount of $5,000, plus $150 for every out of town team
registered for the Apple Cup 2024, with a cap of $15,000. Supattra Winger seconded the motion. Motion carried (4-3).

Our current stage is put together in 4'x4' sections, it's heavy and takes 3-4 people a couple hours to put it together each time.
The stage is close to 20 years old, the plywood planks are showing their age and the last time it was set up two sections ended
up stuck together and had to be cut apart. During Havana Nights, it took 2 staff members from 10pm to 1am to take down the
stage and Valley Mall Parkway was shut down that whole time. This new stage will take less than an hour to set up and take
down with 1-2 people.

I am proposing a tourism-related service. If awarded, my organization will enter into a Municipal Services Contract with the
City and will provide liability insurance for the duration of the Contract. The insurance will name the City as an additional
insured and in the policy will be in an amount to be determined by the City of East Wenatchee. The City of East
Wenatchee will only reimburse those costs actually incurred by my organization/agency. Reimbursement only occurs after
the service is rendered and after I submit a signed Request for Reimbursement form to the City of East Wenatchee. I will
include copies of invoices and payment documentation with the Request. My organization/agency will submit a report

I.Policy:
City of East Wenatchee Council Rules of Procedures Chapter 13 and RCWs 42.12 and 34A.13.020 outlinethe process for filling Council vacancies that occur before the expiration of the official’s elected term of
office. The vacancy shall be filled only for the remainder of the unexpired term.

March 05, 2024 Councilmember Sasha Sleiman, Position No. 4,
announced her resignation was effective that evening.
March 13, 2024 Council approved the application process and
subsequently, the interview date for Council Position #4.
April 10, 2024 Staff received (8) qualifying application packets.
III.Discussion
Per State Law and The City’s Council Rules of Procedure, the City Council will appoint, within ninety (90)
days of the effective date of the resignation, a person to serve the remainder of the unexpired term
(December 31, 2025).
The City Clerk ran the announcement seeking interested applicants in the Wenatchee World for three
consecutive weeks with a deadline to apply April 10, 2024. Staff also advertised this opportunity via the
City’s website, and social media channels.
Of the ten (10) applications received, eight (8) were qualifying applications. Per the East Wenatchee
Council Rules of Procedures 13.3, the City Council shall decide which applicants to interview from the pool
of timely applications.
IV.Recommended Action:
Review the qualifications of the eight (8) applications received in Executive Session. In Open Session, vote
to determine which candidates will be interviewed on Tuesday, April 30, 2024.

1. Why are you interested in serving as an East Wenatchee City Council member?
I wish to continue my local community service that I experienced as a fire
commissioner in East Wenatchee, Douglas County. This commitment to be
considered for appointment to city council is made with a complete
understanding of the many hours and efforts to be dedicated that are required to
properly serve as an active and fully prepared council member in preparation for
every council meeting, workshop, special meetings and public events.
2. Explain your current and past community involvement and /or service in the
Wenatchee Valley and how that has prepared you to serve on the East
Wenatchee City Council?
My various areas of community involvement are detailed on page 1 of my
résumé contained in this application packet. These experiences have helped me
in my fire commissioner service, as well as an interested and active member of
our community, and would enhance my council member duties.
3. What experience or talent would you bring to the East Wenatchee City Council
that would strengthen the group as a whole?
During my fire commissioner service, I dedicated nearly twenty hours of reading
and research throughout each month in preparation for meetings and actions
before the Board. I strongly believe that this practice of time investment
transfers well into a council member who must work as a team player with the
other council members, mayor, city clerk, city attorney, departments heads,
employees and citizens of our community.
My planning and budget management experience in cities and fire districts
would be very applicable to the responsibilities of our city’s council process.
I am very aware of the needed team approach that ensures a strong council
element in our local government.

4.What do you believe the City could be doing better than what the City currently
does?
•Continue the pledge to update our Strategic Plan crafted by our city staff,
and not allow it to gather dust on its cover.
o We should consider dedicating an annual workshop to evaluate our
focus on its intent and time invested. This effort would ensure that
the city remains proactive rather than reactive throughout our overall
areas of responsibilities.
•Continue to focus on remaining adaptable and flexible to make necessary
adjustments, remain effective and efficient in our governance, ensure
collaborative partnerships in our valley with all government agencies, the
commercial community, and with our citizens who rely on city government
to maintain a safe and healthy environment to live.
5.What is your vision for our City and Community?
To remain proactive in all of our financial, infrastructure, community safety, and
collective valley preparedness programs.
To remain involved in preparing for the future with our partners in Douglas
County, the City of Wenatchee, Chelan County, and the many public service and
public safety agencies.

1. I am interested in serving on the East Wenatchee City Council, because I am passionate
about our community! I have lived in East Wenatchee since 1978. I’m a graduate of
Eastmont High School, as did my husband and our three children. My previous work
experience as a nonprofit CEO was centered around low-income and homeless support
services, and I have an ongoing personal interest in low-income and workforce housing.
2. As a lifelong Wenatchee Valley resident, I have been involved in many community
activities. In my youth, I swam on the Eastmont Swim team and utilized the Eastmont
County pool on a daily basis. In adulthood, my kids participated in all kinds of sports,
swimming, diving, baseball, soccer and more. Our kids were involved in the Wenatchee
Youth Circus for twelve years. I love our valley.
Professionally, I have experience serving on boards, facilitating boards, and working for
organizations to help facilitate thriving governing boards on a daily basis. I have served
on boards like the National Association YWCA Executives, the NW Regional YWCA
Board, The Wenatchee Youth Circus, and the American Heart Association board.
My work experience includes developing annual budgets, developing programs,
developing policies, and proceedures for optumn board governance. I am well equipped
to move into government service, and look forward to bringing my unique experiences to
the East Wenatchee City Council.
3. My professional experience serving as CEO of YWCA NCW for eighteen years, and my
current consulting firm experience would bring a wealth of knowledge in regard to
governance, compliance, strategic planning, succession planning, event planning and
more.
4. I believe Mayor Crawford, and the current City Council are doing a great job! I don’t
have any real agenda items to bring. However, I am interested in the development of
code as it relates to density and affordable housing, and tourism/events for East
Wenatchee.
5. My vision for our community is to create a vibrant, inclusive, and sustainable city where
safety is paramount, recreational opportunities are known, and affordable housing
options are abundant for our citizens. If I were to serve on the East Wenatchee City

data analysis, energy engineering, and community outreach will strengthen your group.
I feel called to serve my community. My work and acƟviƟes have always focused around making my

I launched Together Wenatchee at the beginning of COVID restricƟons, a community website
resource turned social media group (now lead by collaborators) to connect our community and
support local businesses.
I lead Grassroots Dataworks, a nonprofit that served local nonprofits with technical soluƟons to
improve their work and beƩer arƟculate its impact.
My recent work at Chelan County PUD focuses on sharing and designing uƟlity energy efficiency
programs that help homeowners, low-income households, and local businesses – helpful
experience even if on the wrong side of the river.
Finally, as a local business owner of Empower Dataworks, I am acutely aware of and commiƩed
to ensuring economic wellbeing of our community and ensuring local businesses can thrive.
These experiences, my deep connecƟons throughout our area, and my fluency in Spanish will help me

1. Why are you interested in serving as an East Wenatchee City Council member?
East Wenatchee is the epicenter of rapid growth in our valley, yet City growth doesn’t fully capture
these changes. It should. It’s vital that city leaders ensure changes are as intentional as possible
while honoring the city’s roots. I would like to offer a unique skillset and perspective to this crucial
process as a councilmember to make our city a better place as our community grows. In particular,
I’m excited about participating in upcoming comprehensive planning.
I used to take for granted that city leadership was for other people—not me. However, I’ve realized
that exceptional community leadership comes from people just like me: those passionate about
their community and seeking to offer their skills and include others in improving it. As I’ve grown as
an active community member, business owner, and volunteer in this valley, I’ve come to see how I
can meaningfully serve the City to strengthen our communities and economy, without forgetting
people often left out of growth. I also have built the relationships and language skills needed to
engage the community.
While I have lived in many communities over my adult life, my home has always been the
Wenatchee Valley. This valley is where my younger siblings grew up, where my treasures have lived
in my family’s barn as I’ve traveled, and the center of all our family gatherings. I’m thrilled to now be
established and grow my own family here. I’m also eager to apply my diverse experiences and
energy back to our community.

2. Explain your current and past community involvement and/or service in the Wenatchee Valley
and how that has prepared you to serve on the East Wenatchee City Council.
I’ve immersed myself in a variety of local industries, businesses, and community organizations as a
business owner, local nonprofit director, and most recently as the Energy Efficiency Marketing
Strategist for Chelan PUD. Instead of a siloed viewpoint from a single industry, I can provide a
holistic understanding of the issues brought to the Council and link our community organizations
and leaders in innovative ways.
Currently, I direct marketing and person-to-person outreach in Chelan County. While on the
“wrong” side of the Columbia, this work allows me to deepen connections with nonprofits,
businesses, and community members that live and operate in East Wenatchee and understand our
interconnectedness. I also began Together Wenatchee, the grassroots response to the pandemic to
help our community support one another and local businesses during an uncertain time.
As the former director of a local nonprofit that supports community organizations, I’ve had the
opportunity to work with dozens of local nonprofits on improving their technical capacities and
data-driven decision making. In collaboration with strategic local partners, we developed the Path
to Clarity framework for strategic planning and stakeholder engagement – helpful experience as East
Wenatchee pursues its planning cycle.
I’ve learned about the community issues affecting our valley from those actively working on them.
I’ve also delved into the data around these key issues, helped with funding campaigns, developed
strategic plans, and engaged stakeholders for community initiatives. Additionally, I can bring insight
into gaps of service offerings and analytical skills that can support decisions the Council makes.

In my work at Chelan PUD and as a business owner that works with local businesses and regional
utilities, I have an understanding of key issues impacting our local economic vitality across industry

management skills, including practical finance experience, strategy, and stakeholder engagement.
In particular, my technical background in data analytics and energy management is valuable to
understanding the issue of shared natural resources in our area (such as hydroelectricity and water
resources): its distribution, issues of equity, efficiency, and its relationship to our collective
economic development. I value leveraging data to inform decision making beyond narratives and
bring these skills to the Council.
I also have education and experience in community planning, which focuses around how to engage
the community in decision making, make neighborhoods more livable, and improve quality of life
equitably. I used these skills professionally as I worked in tourism development throughout South
America and personally in each of the communities I’ve served as a volunteer. I’d like to bring these
experiences to the Council to ensure our decisions are informed and supported by our constituents.
I believe that my data-driven, holistic, and compassionate approach will strengthen the Council’s
decisions in key areas of importance to East Wenatchee—to our industries, businesses, and citizens.

4. What do you believe the City could be doing better than what the City currently does?
East Wenatchee has done a commendable job on efforts including planned traffic mitigation and
infrastructure improvements, greater collaboration across the river, supporting public transit, and
addressing the lack of affordable housing. The Council is also an excellent steward of public funds.
I’d like to collaborate to build upon these successes.
I’m looking forward to the development of a collaborative, long-term vision for our area that will
outline how to adapt and direct our growth. I believe that future decisions should be made with an
eye on the expected return on the investments made, even if the initial cost may appear high. At the
same time, we have to be wary of large investments that may not have the returns initially promised
based on the case studies of other areas. I would also like the City to continue reducing the barriers
to starting and running small businesses in East Wenatchee.
Beyond addressing affordable housing and homelessness, I’d like the Council to actively advise
various community initiatives to holistically ensure that prosperity is widely shared. This includes
encouraging living-wage jobs without sinking service businesses, ensuring affordable, quality
childcare to reduce underemployment, and attracting external investments without leaving
residents behind.
Finally, I’d like the City to take a clearer stand on energy policy. Our access to abundant, clean, and
affordable public power is a huge draw for many industries to our city and key to our economic
vitality and equity. Our City shouldn’t shy from guiding the conversation around this hugely
beneficial community asset.

5. What is your vision for our City and Community?
East Wenatchee has already made many improvements even in the last decade. I’d like to see this
trajectory continue to create a more livable city:
East Wenatchee city limits would align with its actual built-up areas so that all residents of
the metro area can benefit from City infrastructure, guidance, and services.
City neighborhoods would continue to be transformed into “complete streets” that safely
accommodate people of all ages and abilities to enjoy our beautiful community and interact
with one another.
The City would support greater housing and business diversity to meet the community’s
needs, including:
o a variety of mixed-use developments and greater “missing middle” housing stock
o more interspersed services and businesses that accommodate walkable/easily
accessible neighborhood nodes both for customers and employees
o encourage small businesses, particularly for much needed services such as childcare
and community meeting areas like local coffee shops (and a larger library with
extended hours)
o a vibrant nonprofit community able to meet the needs of those in our community
presently underserved
The downtown area would be a vibrant destination for locals to meet. East Wenatchee
would be a locale unto itself and improved connections would encourage people to discover
our city.
Our Community would value all residents and offer all the opportunity to thrive. This would
be evident in the variety of businesses, housing, and services available.

1.Why are you interested in serving as an East Wenatchee City Council member?
With family members continuously residing in East Wenatchee for over 100 years, mine and my loved
one’s history has been directly tied to the city in a positive way. Growing up in the Eastmont School
District and choosing to return after college and early career work, I have been able to experience this
city through lots of change. My education and experiential background in business affords me a solid
framework for contributing to the positive growth of our town. Professionally, I have prided myself on
the ability to work together with extremely diverse groups of opinions to accomplish a common goal.
2.Explain your current and past community involvement and /or service in the Wenatchee Valley and
how that has prepared you to serve on the East Wenatchee City Council?
From a very young age I found it personally fulfilling to volunteer in the community. Starting with the
Children’s Discovery Museum Youth Board, through Lt. Governor of Key Club for the extended
Wenatchee Valley, to board member on multiple non-profit destination marketing organizations
through President of the Cashmere Chamber of Commerce it has been a privilege to share my love and
enthusiasm for the valley to better the community as a whole. I have served in an executive board
capacity as well as chairing subcommittees for the completion of both short and long-term projects.
3.What experience or talent would you bring to the East Wenatchee City Council that would strengthen
the group as a whole?
While at The Boeing Company for over a decade, I performed in many roles, not the least of which was
strategy lead for the supply chain logistics segment of the company. My proven experience in strategic
planning, combined with my masters certificate in project management, affords me a unique skill set to
be able to help groups coalesce around and execute on strategic objectives. I have developed and
implemented strategic frameworks as well as operationalized short and long-term focus areas for the
advancement of an organization’s mission and vision.
4.What do you believe the City could be doing better than what the City currently does?
I will be the first to admit that I don’t know what I don’t know but am eager to dig deeper into the
workings of the city to determine what improvement areas exist that have the largest impact on the
daily lives of our town’s stakeholders. With what I have been privy to thus far, I would say the City could
do better with leveraging all available resources to support small business. This includes help in an
entrepreneur’s planning phase and then guiding as much as possible to successful launch and ultimately
continuity of business.
5.What is your vision for our City and Community?
My vision for the City is to be, as efficiently as possible, meeting the needs of the community but,
beyond that, cultivating an environment where people are equally drawn to work and play here. This
would be done through facilitating a structure that is welcoming and supportive of business, active with
promotion, and enticing for regional events of varied types. We want people to be proud of what is
happening in their backyard and for those who don’t live here, to want to travel to our backyard.

1. Why are you interested in serving as an East Wenatchee Council Member?
My Mother served on the city council of Marysville for 26 years. She passed away
last fall and after much reflection I feel the need to step up and try to follow the
example she set of serving in this capacity in my community.
2. Explain your current and past community involvement and / or service in the
Wenatchee Valley and how that has prepared you to serve on the East Wenatchee City
Council.
Since moving to East Wenatchee in 2011 I have participated in many workshops,
Planning Commissions sessions, and City Council meetings as a citizen.
3. What experience or talent would you bring to the East Wenatchee City Council that
would strengthen the group as a whole?
I am a listener and team player who focuses on building consensus based
solutions and problem solving. I have decades of experience working on political
issues with local, state, and federal agencies and elected officials. I would like to
use those connections and skills to further the issues that benefit East
Wenatchee.
4. What do you believe the city could be doing better than what the city currently does?
I am very pleased with the efforts and direction that the city has made and
continues to make. I would like to see more outreach to citizens to inform them of
area activities.
5. What is your vision for our city and the community?
I envision a community with a high level of quality of life as defined by available
jobs, healthy climate for business to thrive, a variety of housing types accessible
to all segments of our community, and a safe and clean community where we can
