a.Resolution 2024-24, Bid Award for the Grant Road Oil Treatment and Bioretention; City Project

Motion by City Council to approve Resolution 2024-24 authorizing the Mayor to execute a
contract between the City of East Wenatchee and Smith Excavation, for an amount not to
exceed of $883,193.39, for the Grant Road Oil Treatment and Bioretention Project; City Project
2022-05.
b.Resolution 2024-25, amending City of East Wenatchee City Council Rules of Procedure. – Anna
Laura Leon, City Clerk.
Motion by City Council to approve Resolution 2024-25, amending the City of East Wenatchee
City Council Rules of Procedure as presented in Exhibit A.

Motion by City Council to approve Resolution 2024-26, authorizing the use of Electronic and
Digital Signatures; and adopting and Electronic and Digital Signature Policy as presented in
Exhibit A.
d.Resolution 2024-27, City Hall Annex Demolition; City Project No. 2024-05. – Garren Melton, Public
Works Manager.
Motion by City Council to approve Resolution 2024-27 authorizing the Mayor to execute a
contract between the City of East Wenatchee and Pipkin Construction, for an amount not to
exceed of $52,084.56, for the demolition of the City Hall Annex.
e.Resolution 2024-28, East Wenatchee Pedestrian Bridge JARPA Application; City Project No. 2024-
06.– Garren Melton, Public Works Manager.
Motion by City Council to approve Resolution 2024-28 authorizing the Mayor to sign the Joint
Aquatic Resources Permit Application (JARPA) on behalf of the City of East Wenatchee.
f.East Wenatchee Events Board Funding Recommendation for Lodging Tax to Eastmont Youth
Baseball to help support the WCP Northwest Baseball Tournament’s Wenatchee Valley Summer
Kick-off; June 8-9, 2024. – Trina Elmes, Events Director/PIO.
Motion by City Council to authorize Mayor Crawford to execute an agreement with Eastmont
Youth Baseball for an amount not to exceed of $5,000.00 for the Wenatchee Valley Summer
Kick-Off Tournament.
g.East Wenatchee Events Board Funding recommendation for Lodging Tax to the City of East
Wenatchee Events Department’s event programming software, Eventeny for a three-year
contract. – Trina Elmes, Events Director/PIO.
Motion by City Council to grant $6,000.00 of lodging tax funds to the City of East Wenatchee
Events Department for the event programming software, Eventeny.

Mayor Crawford called the East Wenatchee City Council meeting to order at 6:00 p.m.

Trask Insurance/Bell insurance and the edits made from the previously
approved agreement.
Motion by Councilmember Botello to approve the one-year Consultant
Agreement with Trask Insurance/Bell Insurance. Councilmember Tidd

7. PRESENTATIONS
a. Councilmember Sleiman read the 2024 Red Cross Month Proclamation. Red Cross board
member and volunteer Ron Garrow was present to receive the proclamation on behalf
of the Red Cross.
b. Link Transit’s CEO Nick Covey provided an update on the public transit system and
planned service expansion according to their Vision 2020 plan.
Comments provided by Councilmember Hepner and Councilmember Magdoff.
8. DEPARTMENT REPORTS
a. Finance Director Josh DeLay presented the December 2023 Financial Report.

9. ACTION ITEMS
a. Public Works Manager Garren Melton presented Resolution 2024-19, Rock Island
Road Overlay Project Contract Award; City Project No. 2023-01.
Motion by Councilmember Tidd to approve Resolution 2024-19, authorizing
Mayor Crawford to execute a contract between the City of East Wenatchee and
Pipkin Construction, for an amount not to exceed of $1,020,750.75, for the Rock
Island Road Overlay Project; City Project No. 2023-01. Councilmember Sleiman
seconded the motion. Motion passed unanimously.
b. Public Works Manager Garren Melton presented Resolution 2024-20, Biennial
Stormwater Capacity Grant (2023-2025).
Motion by Councilmember Sleiman to approve Resolution 2024-20, authorizing
Mayor Crawford to execute an agreement between the City of East Wenatchee
and the Washington State Department of Transportation for the 2023-2025
Biennial Stormwater Capacity Grant (Agreement No. WQSWCAP-2325-Ewena-
00114). Councilmember Johnson seconded the motion. Motion passed
unanimously.
c. Public Works Manager Garren Melton presented Resolution 2024-21, 2023
Transportation Improvement Board (TIB) Complete Streets Construction Award;
City Project No. 2022-03.
Motion by Councilmember Magdoff to approve Resolution 2024-21, authorizing
Mayor Crawford to execute a contract between the City of East Wenatchee and
Rudnick and Sons Excavation, for an amount not to exceed of $328,289.00, for
the 2023 TIB Complete Streets Project; City Project No. 2022-03. Councilmember
Johnson seconded the motion. Motion passed unanimously.

10. MAYOR’S REPORT
a. Mayor Crawford reminded the Council of the Special Meeting scheduled for Wednesday

b. Mayor Crawford indicated that nominations for Mayor Pro Tempore would be taken at
the regular scheduled Council meeting on March 19, 2024.
c. Mayor Crawford reported on the first Campus Facility Team meeting and shared the
Annex Building next to City Hall had experienced a pipe burst, during the freezing
temperature in January, and resulted in severe damage to the structure. She indicated
the damage was reported to City Insurance and the building would be torn down.
11. COUNCIL REPORTS & ANNOUNCEMENTS
a. Councilmember Tidd encouraged everyone to attend the Link Transit meeting on March
19, 2024. Councilmember Tidd thanked Councilmember Sleiman for her public service to
City Council.

CHIEF’S MESSAGE
What an exciting year we have had at the East Wenatchee Police Department. We have so much gratitude for
the support we get from this great community. In April we moved into our new facility at 50 Simon Street.
We had a great turnout for our open house from the media and public. Our staff and community will feel the
benefits of this facility for decades to come.
In a partnership with Douglas County PUD, we rolled out our first all-electric patrol vehicle in April. Thus far
the vehicle has exceeded expectations for performance and reliability. We are looking at potentially
expanding this partnership with the PUD in 2024.
EWPD staff met and exceeded all state requirements for training with an average of 80.5 hours of training per
officer in 2023. 100% of EWPD commissioned staff have completed the state required Patrol Tactics In -
service (PTI) course. We are well ahead of the 2028 requirement for PTI. We accomplished these training
hours while handling an average of 550 calls for service per officer throughout the year.
In 2023 we have worked hard to build on our relationships with numerous organizations and community
groups to include C.A.F.E., Recovery Navigators, Douglas County PUD, Chelan County PUD, Eastmont School
District, and S.A.G.E. (Safety Advocacy Growth Empowerment). These relationships have already been proven
to increase public safety in East Wenatchee and the valley.
Officers at the East Wenatchee Police Department have continued to embrace the BlueBridge Alliance
Program. Our local chapter, which includes the East Wenatchee & Wenatchee Police Departments utilized the
BlueBridge Program 52 times in 2023. Officers continue to identify creative ways to leverage the program for
the public. In 2023 officers used BlueBridge to buy meals, pay veterinarian bills, purchase fuel, pay for car
repairs, purchase groceries, pay for hotel rooms, and support local youth programs.
Alarming trends in Washington State continued in 2023. Washington State led the nation with the highest
increase in overdose deaths from June 2022 to June 2023. Locally we averaged one overdose death every 12
days between Chelan and Douglas counties. We are seeing the far-reaching impacts of addiction on our
community, i.e. homelessness, overdose calls, retail theft, and violent crimes.
For 2023, East Wenatchee ranked 17th among Washington ’s safest cities with a population of over 10,000
residents. Over two hundred cities in Washington state meet this criterion. This ranking is based on reported
violent crimes and property crimes. In 2024 we will strive to look for new and innovative ways to improve
public safety in East Wenatchee.

PATROL DIVISION
2023 Patrol Annual Report
The East Wenatchee Police Department Patrol Division is the backbone of police services in East
Wenatchee, providing the community with a variety of patrol services 24 hours a day, 365 days a year.
The division comprises of ten patrol officers and four sergeants divided into four squads, who are
committed to using problem-solving skills and community relationships to reduce crime and resolve
neighborhood issues before they become unmanageable.
All officers in the East Wenatchee Police Department undergo annual training in the statewide
curriculum, covering topics such as Crisis Intervention, Emergency Vehicle Operation, Firearms & Use of
Force, and De-escalation Techniques.
Starting in July 2023, Patrol Officers partnered with CCPUD and Trek Bicycles Wenatchee to increase
Apple Capitol Loop Trail safety. Officers patrolled on eBikes around the loop trail and adjacent parks for
111 man hours to address community safety concerns.
In August, the East Wenatchee Police hosted the National Night Out community outreach event at
Eastmont Community Park. This event has been growing each year and provides an excellent
opportunity for community members and East Wenatchee Police to connect in a fun, and informal
setting.
In December, East Wenatchee Police held its 2nd Annual Eastmont Elves Christmas shopping event at
Fred Meyer, where community children were paired with officers to make their holidays special. The
event was a huge success and brought joy to many families during the festive season.

EAST CASCADE DRUG TASK FORCE
The Columbia River Drug Task Force (CRDTF) is comprised of detectives from Chelan County Sheriff ’s
Office, Douglas County Sheriff’s Office, East Wenatchee Police Department, and Wenatchee Police
Department. The commander of CRDTF is supplied by the Chelan County Sheriff’s Office, and the
supervisor of CRDTF is supplied by the Wenatchee Police Department. The task force also partners
with state and federal agencies to assist in investigations for the betterment of our community.
In 2023, CRDTF opened 119 new cases, closed 69 of those cases with an arrest, and arrested a total of
104 persons. This included the arrest of 26 gang members. CRDTF seized over $76,000 in cash and
bank accounts holding over $175,000, all of which were proceeds from criminal activity. CRDTF served
approximately 56 search warrants that resulted in the recovery of 21 guns, many of which were
stolen, seized nearly 5,500 grams of methamphetamine, 750 grams of cocaine, 24,970 fentanyl pills,
and 74.6 grams of pure fentanyl powder. Other drug seizures included heroin, marijuana, and a variety
of different prescription type drugs that were illicit.
CRDTF tried to be very flexible and versatile in the cases they worked on and how those cases related
to the expectations and needs of the community. The unit continued to work cases related to drugs,
firearms, gangs, violent crimes, and serial offenders. This focus had a positive impact on our
community's concerns related to juvenile gang violence and increasing drug use and overdoses from
fentanyl. Additionally, CRDTF met with Eastmont School District to educate them on youth gang trends
and fentanyl, did presentations at two other local schools including Orchard Middle School, and did a
presentation at the Wenatchee Police Department Citizen's Academy.

DETECTIVE DIVISION
In 2023, the Detective Division at the East Wenatchee Police Department had two assigned
Detectives, Detective Tye Sheats and Detective Brandon Johnson.
The Detective Division is responsible for handling a variety of crimes to include homicide, assault,
burglary, felony theft, rape, suspicious deaths, and child abuse. In total, over 60 cases were
investigated with many of these cases being sent to the Douglas County Prosecutor’s Office for
charges.
The Detectives also work closely with Child Protective Services and Adult Protective Services
investigators and reviewed over 150 intake referrals. Some of these investigations led to charges of
child abuse and neglect.
Detective Johnson is trained in digital forensic downloads. He examined numerous cell phones and
computers which had been used in felony level cases to include possession of depictions of minors
engaged in sexually explicit conduct and the sale of illegal narcotics.
The Detectives are also part of the North Central Washington Special Investigation Unit. This unit
investigates Officer Involved incidents that involve death or great bodily harm. In 2023, Detectives
assisted with the investigation of two officer involved shootings, one of which occurred at the Gorge
Amphitheatre in Quincy, WA.
In 2024, the East Wenatchee Police Department will add a Detective Sergeant to the Detectives
Division and Detective Johnson will be going back on Patrol. Detective Miguel Valdez will fill the
open Detective position.

EAST CASCADE SWAT
The East Cascade Regional SWAT Team (ECST) consists of members from the East Wenatchee Police
Department, the Wenatchee Police Department, the Douglas County Sheriff ’s Office, the Chelan County
Sheriff’s Office, and the Washington State Department of Fish and Wildlife. The ECST also consists of
regional commanders, tactical dispatchers, and medics. The ECST handles incidents that would otherwise
exceed the capabilities of traditional law enforcement.
All the ECST members received a minimum of 200 hours of ongoing training in the year 2023. The training
consists of tactics and concepts in dealing with armed wanted subjects, barricaded subjects, hostage rescue,
rural operations, vehicle take downs, extractions, firearms, physical fitness, and active shooters.
2023 was another busy year for the ECST. The ECST handled 12 calls for service.
The ECST looks to continue its growth and progression with the addition of new technology, such as
updated ballistic shields, drones, and a state-of-the-art armored vehicle called a BearCat. The ECST
continues to strive to be a team that works effectively and efficiently together to help the community in the
most dangerous times.

SRO
The East Wenatchee Police Department and Eastmont School District partnered together to establish the School Resource
Officer (SRO) program, which started in March 2022. The duties of an SRO are to provide an emphasis of public safety and
security within the school district, to provide informal mentoring and counseling for the student body, to establish long-
term positive relationships, and to provide in-person education about law enforcement.
Our SROs have completed the state mandated HB1214 training, in addition to the NASRO basic 40-hour training course,
which includes content on the adolescent brain, cyber safety, and violence prevention in schools, among other topics.
Officer Jurgensen and Officer Cooper can be seen monitoring the school hallways and lunches, in the classrooms
educating kids about several public safety topics, coordinating with counselors to help mentor students with mental
health concerns, and attending large school sporting events for added security.
Our SROs have joined Eastmont School District’s School Safety Committee and have helped with the school district’s
active shooter training program (ALICE) and insight into other safety procedures.
Gang violence had grown within the community over the course of the last few years. With the help of the SROs, gang
trends at our schools have decreased in 2023 compared to 2022. More work is in progress as we gear up for this Spring's
festivities.
Our SRO's have attended and participated in multiple youth community events. These events include Eastmont sporting
events, assisting with sports practices after school, community “Trunk or Treat” events during Halloween, just to name a
few. The SRO's led the organization and coordination of Eastmont Elves and National Night Out.
Our second annual Eastmont Elves event ended 2023 with large smiles on several Eastmont students ’ faces. Fred Meyer
hosted the event and assisted with blessing many students who have experienced trauma, financial strain within their
household, or crisis situations. Eastmont students were selected by teachers, counselors, and SROs. This year ’s event was
our biggest yet. Our community’s generous donations allowed 75 students to participate, up from 51 in 2022. Students
were blessed with gift cards to shop for Christmas presents for themselves and their families. We already cannot wait for
2024's Eastmont Elves event!
National Night Out, an event that promotes police-community partnerships and neighborhood camaraderie was held at
Eastmont Community Park. Multiple community businesses came together to sponsor this event. Over 20 bicycles were
given to children from Trek of Wenatchee and helmets to go with them from Target Zero. Fred Meyer supplied food for
the 700 attendees. Members of East Wenatchee Rotary Club put on the BBQ. Many showed up to make our
3rd annual National Night Out a huge success for our youth and their families.
SROs handled a total of 511 calls for 2023. Officer Ivy was the responsible officer for 233 calls and Officer Cooper was the
responsible officer for 278 calls.

Our Records Division is unique to other local law enforcement agencies in that it is located in a
shared space with the Police Officers. The records window is the first point of contact at the
Police Department for walk-ins and business line calls. The Records Division processes
concealed pistol licenses, firearm dealer licenses, and firearm transfer applications. The team
enters warrants and protection orders issued by courts, processes all officer citations and
reports, as well as enters all the data into the database and disseminates to both Municipal and
Superior Courts and the related Prosecutors. The Records Division is also responsible for
gathering all the information for public and non-public disclosure requests. These are just some
of the duties performed by the East Wenatchee Police Records Specialists.

Facilities and Operations:
2023 was a transformational year for the East Wenatchee Public Works Department,
which culminated in the completion of the new Public Works Maintenance Building.
The new shop includes office space for the Mechanic and Street Superintendent, new
crew facilities, and dedicated spaces for machining, welding, sign making, vehicle
maintenance and other general Public Works activities.
Moving from the old shop into the new space also created an opportunity to inventory
all tools, and surplus items that were no longer needed. Most surplus items were tools
that were kept well past their useful life and were not reliable enough for City use. By
paring down clutter, staff have noted an increase in efficiency.

Fleet Management:
In 2023 the City delayed replacement of two work trucks when an immediate need for a
plow truck was presented. While preparing for this winter one of our “vintage” 1985
International Plow Trucks was unable to pass the DOT inspection, needing well over
$20,000 worth of repairs in order to be street legal. This greatly exceeded the value of
the truck. Without this truck, the City would have been without a spare plow truck – a
necessity when two other trucks are from 1987 and 1990. Staff found a lightly used
2009 International plow truck with 91,356 miles for $119,223.75 after tax, that could be
available in time for the winter.
Capital Projects:
In recent years East Wenatchee has been very successful securing project funding from
various sources. In 2023 the City had 15 fully funded capital projects that were either in
the design or construction phase. These projects amount to $26,175,630 in total project
costs. Of this, the City’s match is approximately $3,119,866, which is funded from the
City’s Transportation Benefit District, Stormwater Utility, and Capital Improvements
1987 International Plow Truck - Similar to 1985 International

As shown, most funding for Public Works projects come from State (33%) or Federal
(55%) sources. These grants are competitive and often are targeted towards addressing
specific problems such as pedestrian and bike safety, maintaining freight mobility, or
reducing serious injury and fatal collisions. As a City we have been very successful
securing grant funds by tailoring projects applications to certain funding sources.

I. Summary Title:
A Resolution of the City of East Wenatchee, Washington authorizing the Mayor to
execute a contract between the City of East Wenatchee and Smith Excavation for the
Grant Road Oil Treatment and Bioretention Project.
II. Background/History:
The City of East Wenatchee’s draft comprehensive stormwater plan has identified
Grant Road as the City’s top priority for both stormwater flow control and water
quality improvements. The plan revealed that in addition to the high pollutant
generation potential from the high traffic volumes on Grant Road, the stormwater
infrastructure is also undersized.
To combat these issues the comprehensive stormwater plan identified a vacant City
owned parcel on the corner of Highline Drive and Pace Drive to install a small
stormwater facility. The City received $1,010,000 from the Department of Ecology
for design and construction of the facility. This will award the contract to Smith
Excavation.
This contract has been divided into three distinct bidding Schedules. Schedule A
encompasses work funded by the Department of Ecology, Schedule B covers all
activities undertaken by the East Wenatchee Water District, and Schedule C is
dedicated to road improvements financed by the City. Currently, the City is
evaluating reducing the scope of Schedule C to save costs.
The bid opening for this project occurred on March 5th, with Smith Excavation
submitting the lowest bid of $883,193.39. The City will solely fund Schedule C,
amounting to $95,431.50, and contribute $101,967.30 towards Schedule A. The
Department of Ecology will fund the remaining $577,814.70 of Schedule A.

I.Background/History:
Per the City of East Wenatchee Council Rules of Procedure, amendments may be made
provided that the proposed amendments or new rules are introduced into the record at a
prior Council meeting.
Amendments to the East Wenatchee City Council Rules of Procedure were presented to
City Council at the Special Meeting held on Wednesday March 13, 2024.
The language as currently written provides no flexibility in that it mandates that all
applicants be interviewed. The recommended changes will allow Council to have the
flexibility to decide if it wants to interview all applicants or a smaller group. The decision
would be made after reviewing the applications.
II.Recommended Action:

Section 1. Authorization.
The Uniform Electronic Transactions Act (UETA) governs electronic records and electronic
signatures created, generated, sent, communicated, received, or stored on or after June 11,
2020, excluding transactions as provided in the UETA Section Three, Subsection 2.
The UETA requires government agencies to determine whether, and the extent to which, agencies
will send and accept electronic records and electronic signatures to and from other persons and
otherwise create, generate, communicate, store, process, use, and rely upon electronic records
and electronic signatures.
These policies, rules, and regulations, giving due consideration to security, govern: (1) the manner
and format in which electronic records must be created, generated, sent, communicated,
received, and stored and the systems established for those purposes; (2) if electronic records
must be signed by electronic means, the type of electronic signature required, the manner and
format in which an electronic signature must be affixed to an electronic record, and the identity
of, or criteria that must be met by, any third party used by a person filing a document to facilitate
the process; (3) control processes and procedures as appropriate to ensure adequate
preservation, disposition, integrity, security, confidentiality, and auditability of electronic records;
and (4) any other required attributes for electronic records which are specified for corresponding
non-electronic records or which are reasonably necessary under the circumstances.
Section 2. Scope.
This policy applies to city personnel when using any type of Electronic Signature or Electronic
Record. City staff, as well as elected and appointed officials, shall comply with all provisions of
these rules and regulations as well as applicable state and/or federal law. If individuals are
uncertain with how to comply with these rules and regulations, as well as applicable state and/or
federal law, they shall consult with the City Attorney before creating, generating, communicating,
storing, accepting, processing, using, and/or relying on electronic records and/or electronic
signatures.

Section 3. Publication.
These rules and regulations shall be posted on the city’s website and available for inspection in
city offices upon request.
Section 4. Compliance with State and/or Federal Law.
These rules and regulations are subject to the governance and limitations expressed in state
and/or federal law, including but not limited to the Uniform Electronic Transactions Act (UETA)
and 15 U.S.C Ch. 96. All electronic records and electronic signatures used, created, and/or
accepted by the City shall comply with applicable federal and/or state law.
Section 5. Definitions.
Aesthetic Signature. A special class of Electronic Signature used for aesthetic or graphical
purposes and for no legal or verifiable need.
Approved Record Type. Records authorized to be used, created, and/or accepted bearing a Digital
Signature in lieu of a required Physical Signature.
Authorized User. City employees, elected officials, and/or appointed officials authorized to use,
create, and/or accept Digital Signatures rather than Physical Signatures.
Digital Signature. A special class of Electronic Signature, also known as advanced or qualified
Electronic Signature, that is a transformation of a message using an asymmetric cryptosystem such
that a person who has the initial message and the signer's public key can accurately determine
whether the:
(i) Transformation was created using the private key that corresponds to the signer's public
key; and
(ii) Initial message has been altered since the transformation was made (RCW
9.38.060(5)(a)).
Electronic Record. A record created, generated, sent, communicated, received, or stored by
electronic means.
Electronic Signature. An electronic sound, symbol, or process attached to or logically associated
with a record and executed or adopted by a person with the intent to sign the record.
Record. Information that is inscribed on a tangible medium or that is stored in an electronic or
other medium and is retrievable in perceivable form, except as otherwise defined for the purpose
of state or local agency record retention, preservation, or disclosure.

Physical Signature. A signature created when a person physically marks a document with the intent
to sign the record.
Verification Software. Software utilized by the City to verify adequate preservation, disposition,
integrity, security, confidentiality, and auditability of Approved Record Type(s).
Virtual Signature. A special class of Electronic Signature used for approving records that are part
of an internal administrative process or is not legally binding. Virtual Signatures must be verifiable
as part of an underlying process or record.
Section 6. General Practices/Policies.
A. Digital, Aesthetic, and Virtual Signatures.
1. Digital Signatures. Authorized User(s) may use, create, or accept records with Digital
Signatures.
2. Aesthetic and Virtual Signatures. All City personnel as well as elected and appointed
officials may use, create, or accept a Record with Aesthetic Signatures or Virtual
Signatures, if the individual would otherwise be authorized to use, create, or accept the
Record with a Physical Signature.
a. Aesthetic Signatures. When a signature is used for aesthetic or graphical purposes
and for no legal or verifiable need, no Virtual Signature or Digital Signature is
necessary. Individuals may use an electronic image of a signature for aesthetic or
graphical purpose if the signature is not being used for any legal or verifiable need.
Examples include, but are not limited to, newsletters, informational posters, and
graphics used in email signatures.
b. Virtual Signatures. Certain City processes require City personnel to approve a
record that is part of an internal administrative process or is not legally binding.
Individuals may use a Virtual Signature, rather than a Digital Signature for these
types of Records, but any Virtual Signature used must be verifiable as part of an
underlying process or record (e.g., a clear of indication of the signature must be
maintained as part of the documents or process being attested to). Examples
include, but are not limited to, leave requests, memos, and letters.
B. The City recognizes that Virtual Signatures and/or Digital Signatures are valid, to the same
extent a Physical Signature would be valid, if Virtual Signatures and/or Digital Signatures
comply with all applicable state and/or federal laws as well as these rules and regulations.
C. Digital Signatures may be used on City Records requiring execution by a third party.
D. This policy may be modified, rescinded, or replaced at any time by the Mayor or his/her
designee.

E. Virtual Signatures and/or Digital Signatures cannot be applied using another Authorized User’s
name and/or signature. Records signed on behalf of another individual by a designee shall user
their own Virtual Signature or Digital Signature.
F. This policy in no way affects the City’s ability to conduct a transaction using a physical medium
or using Physical Signatures. The City may also require Records to be physically signed on a
case-by-case basis.
G. If a Virtual Signature or Digital Signature is used for interstate transactions or for documents
required by the US Federal government, the Virtual Signature or Digital Signature shall comply
with the requirements of the Electronic Signatures in Global and Electronic Commerce (ESIGN)
Act.
Section 7. Verification Software.
All Digital Signatures used, created, and/or accepted by the City shall be affixed to Records
utilizing a Verification Software.
Section 8. Records Allowed to Use Digital Signatures.
A. Only records identified in these policies and procedures as an Approved Record Type may use,
bear, be created, or be accepted with a Digital Signature.
B. Approved Record Type(s) include:
1. Contracts, agreements, ordinances, resolutions, and other documents that state
some contractual relationship or grant some right, with the City Attorney’s approval.
2. Engineering and building plans, approvals, permits, and other construction records.
C. While the City may authorize additional records to be used, created, or accepted with Digital
Signatures upon request, staff members should first analyze whether the type of record they
wish to electronically sign requires a verifiable Digital Signature or if another type of
signature/approval could be used.
D. The City Attorney or designee in consultation with City Clerk, Information Technology,
Finance Director, and Department Directors, or their designees will evaluate request(s) to use
Digital Signatures.

I. Summary Title:
A Resolution of the City of East Wenatchee, Washington authorizing the Mayor to
execute a contract between the City of East Wenatchee and Pipkin Construction for the
demolition of the City Hall Annex.
II. Background/History:
During the extreme cold snap in January of this year the building at 307 9th Street
NE, commonly referred to as the City Hall Annex, experienced a broken water line in
the attic due to a failed solder joint. The annex has been vacant since the Police
Department moved out in Spring 2023. The water leaked caused substantial damage,
with the City’s insurance company deeming the damage to exceed the City’s policy
limits. The City received $207,143.75 for the building, and now need to demolish it.
The site is planned as the future site of a new library, although this project is still
years out with substantial fundraising needed before any construction would occur.
For the interim, staff requested quotes from four local contractors that are on the
MRSC roster for building demolition/removal. In addition to demolishing the
building a few additional items were added to the scope of work, including:
- Backfilling the basement of the annex with approximately 500 tons of structural
fill. Compaction testing to be provided by the City.
- Removal of the tree west of the structure.
- Grading the site, and providing approximately 91 tons of gravel to establish an
overflow parking area,
- Capping the water and sewer lines where they enter the structure.
The City received a response from all four contractors:

I. Summary Title:

II. Background/History:
The East Wenatchee pedestrian bridge is related to the Confluence Parkway INFRA
Grant received by the City of Wenatchee in 2021. The East Wenatchee pedestrian
bridge will provide a safe crossing point across SR-28 at 9th Street NE for bikes and
pedestrians.
JARPA is a single permitting application process that notifies all permitting agencies
relevant to the project. In this case, JARPA is required because a portion of the
structure will be within 200 feet of the shoreline, triggering the requirement for a
shoreline permit from the City of East Wenatchee. City Council technically has the
authority to make all decisions regarding City owned property and must authorize
any applications that may affect City property. This specific application does not
feature any notable adverse effects to City property.
III. Recommended Action:

II.Background/History:
The Wenatchee Valley Summer Kick-Off is a youth baseball tournament with age division
from 9 to 14 year olds. This tournament has 51 baseball teams with 48 of those teams
coming from out of the area. All of the fields for this tournament are located in East
Wenatchee. EYB is co-hosting this tournament with West Coast Premier and paying for all of
the facility use fees at all of the locations.
III. Recommended Action:
The East Wenatchee Events Board is recommending Eastmont Youth Baseball
receives $5,000 for the Wenatchee Valley Summer Kick-Off and authorize the Mayor
to sign an agreement not to exceed the $5,000 recommended amount.

Off baseball tournament, June 8-9, 2024. Jaime Flores and Mitchell Dean presented their
application and supporting information, which was reviewed by the Board.
Michael Machade motioned to approve Eastmont Youth Baseball’s Grant
Application in the amount of $5,000 for the WCP Wenatchee Valley Summer
Kick-Off. Cody Beeson seconded the motion. Motion carried (5-0).
City of East Wenatchee – Eventeny Software
The City of East Wenatchee is requesting a total of $6,000 for a three year contract with
Eventeny, an event software planning company. Trina Elmes presented the application and
supporting information, which was reviewed by the Board.

Eastmont Youth Baseball (EYB) will host the West Coast Premier Northwest Baseball "Wenatchee Valley Summer Kick off
Tournament" for age divisions 9, 10, 11, 12, 13, and 14 year old's. There is a current total of 52 teams registered for this
tournament, 4 teams that are local to Wenatchee and 48 teams outside of East Wenatchee. Registration for this event has not
closed and can still accept more teams.
Describe the Prior Success of Your Activity*
Eastmont Youth Baseball has been a staple for youth baseball in East Wenatchee. Each year, the number of enrollments
continues to grow and surpass the years prior. In the 2023 regular season, we had over 350 children registered to play baseball
from T-Ball (4- 5 years old) to Majors (11-12 years old) with a wait list due to field space and coaching availability. Eastmont
Youth Baseball has been actively working with leaders in our community to continue supporting our valley's future athletes,
including children with special needs and developmental disabilities. Eastmont Youth Baseball also prides itself in having the
only Bambino Division to assist children with special needs learn the fundamentals of baseball while empowering compassion
through the buddy system of athletes enrolled at EYB. In 2023, Eastmont co-hosted the North Washington Cal Ripken State
Baseball Tournament that received high success and praise from all those who attended last July.

Eastmont Youth Baseball with partnership of West Coast Premier, is honored to provide teams from all over Washington with a
fun, exciting, and memorable tournament, welcoming teams to East Wenatchee and our beautiful Valley. EYB, West Coast
Premier, and Eastmont Parks and Rec worked diligently to prepare the facilities to meet the expectations for an exciting and
enjoyable experience where families would return post-baseball season and register for future events, such as another
tournament scheduled during 4th of July.
The visitor impact will boost the economic system, supporting many local restaurants, shopping, and outdoor recreational
activities, including golf courses, wineries, and hiking trails.
The success of the project will be evaluated through team and board satisfaction, cost performance, schedule.

Eastmont Youth Baseball has advertised the partnership and tournament on social media through Instagram, Facebook, and

them of the increased in business, such as Bob's Burgers, Aut-to-Mocha, and the East Wenatchee Police Department.

The overall attendance at the event was calculated by 48 total teams (out of the area) x 12 players per team for 576 baseball
players. 576 x 4 (the average number in a family), for a total of 2304 overall in attendance. This same calculation was used, for
all teams that were not within a 50 mile radius. The same number was used to estimate the number staying overnight, as the
tournament is two days of games and a day of travel (Friday).
Lodging impact was calculated by dividing the total number of people staying in over night by the average number in a
family(2304/4), for a total of 576. This number was then multiplied by $338, the average cost for a 2 night, 3 day (June 7-9th,
2024) stay at a hotel in East Wenatchee (Cedars Inn), for an estimated total of $194,688 as the lodging impact.

How does your Activity meet the above Tourism Promotion funding criteria?*
This tournament will occur during prime summer weather, when outdoor recreation is at its peak. As the Host to 52 teams, EYB
promoted the staples of our area, including the Loop Trail, local attractions, restaurants, and wineries. EYB's partnership with
West Coast Premier allows for an increase in traffic and commerce for local businesses and the food service industry.
EYB seeks support from the City of East Wenatchee to continue to promote youth sports in our valley, engaging our children in
meaningful activities that will create future leaders in our community.

All players registered in these divisions shall participate in evaluations held prior to
the spring season to determine their skill level relative to other players in their
division. These evaluations shall be age-appropriate and will be used for team

players shall be evaluated in pitching, catching, hitting and throwing categories. If it
is the intention of a division director to forego this requirement due to the fact that
he/she feels there is adequate information available to ensure the league’s
objective of team parity, they must obtain Board Approval in advance.
Once preseason evaluations are completed, the division director, with the
assistance of all head coaches in his or her division, shall compile the information
obtained from these and any prior player evaluations to establish the rankings of
players within the division. This information shall be distributed to the head
coaches for the sole purpose of team selection.

Coach’s Expectations
As stipulated in the coaches’ code of conduct, each manager is expected to act in
an appropriate manner at all times. Each coach is expected to read and accept the
Coaches’ Code of Conduct and adhere to its spirit. In addition, the younger ages
require that coaches also adhere to the following
●Promote an environment of fun and learning
●Safety as the number one priority
●Communicate expectations to parents. It is very important that
parents understand what is expected of them and their children and
foster an environment of inclusion. Get everyone involved as much
as they are able
●Sportsmanship should not only be shown, but taught to your players.
Newtown Baseball is known around the state and region as an
exemplary program that plays the right way. This is taught at the
youngest ages
●Children and coaches are required to wear their uniforms for practices
and games in a manner that shows pride in their town and themselves
●Coaches should police their own parents. If there is ever an issue
with a parent that cannot be addressed by a coach, it should be
brought to the attention of the division director

hours. 6 Innings is a regulation game, but fewer innings will be played

1. Grantee’s Obligations. Grantee will:
a. Submit a pre-event application for grant funds with the City Events
Director outlining expected statistics associated with each category
set forth in Exhibit A.
b. Host an event on June 8-9, 2024, generally described as WCP
Northwest Baseball Tournament – Wenatchee Valley Summer Kick-
Off.
c. Acknowledge the City’s contribution in the event’s formal promotional
materials and efforts.
d. Acknowledge the City’s contribution on the Grantee’s website.
e. Acknowledge the City’s contribution on the Grantee’s social media
accounts.
f. Submit a Post Event Report to the City within 14 days of the event’s
completion that contains actual event results associated with each
category set forth in Exhibit A.
2. The City’s Obligations. Within 30 days of receiving the Post Event Report,
conditional on the Grantee satisfying, at the City’s reasonable discretion, the
predicted event outcomes in Exhibit A, the City will reimburse the Grantee in
the amount of $5,000.
3. Indemnification. Grantee releases and shall defend, indemnify and hold
harmless the City, its elected officials, officers, employees, agents and
volunteers for any and all claims, demands, losses, negligent acts or
omissions, and liabilities (including costs and all attorney's fees) to or by any
and all persons and entities, including without limitation, their respective
agents, licensees, or representatives, arising from, resulting from, or
connected with this Agreement to the extent caused by the negligent acts,
errors or omissions of Grantee, its partners, shareholders, agents,
employees, or by the Grantee's breach of this Agreement.
4. Insurance. Grantee shall obtain and keep in force during the terms of the

agreement the following insurance with companies or through sources
approved by the State Insurance Commissioner pursuant to R.C.W. Title 48:
a. Worker's compensation and employer's liability insurance as required
by the State of Washington.
b. General commercial liability insurance in an amount not less than a
single limit of $1,000,000 for bodily injury, including death and
property damage per occurrence.
Excepting the worker's compensation insurance secured by Grantee, the
City will be named on all certificates of insurance as an additional insured.
Grantee shall furnish the City with verification of insurance and
endorsements required by this agreement.
The City reserves the right to require complete, certified copies of all
required insurance policies at any time.
All insurance shall be obtained from an insurance company authorized to
do business in the State of Washington. Grantee shall submit a verification
of insurance as outlined above to the City prior to the event, but no later
than 14 days following execution of this agreement.

5. No Discrimination. Grantee ensures that it will not discriminate against any
employee or applicant for employment in violation of RCW 49.60.180 or
other applicable law prohibiting discrimination, unless based upon a bona fide
occupational qualification as provided in RCW 49.60.180 or as otherwise
permitted by other applicable law. Further, Grantee will not commit an act
which violates RCW 40.60.215 or other applicable law prohibiting
discrimination.

I.Summary Title:
Lodging Tax Request, $6,000, for the City of East Wenatchee Events Department’s event
programming software, Eventeny, for a three year contract.
II.Background/History:
Eventeny is an event planning software to help with all of the City events. All the event
information is easily accessible to all our event partners and eliminates information slipping
through the cracks. The public is also able to register for events through this website and is
easily trackable by our staff. Event staff have been utilizing Eventeny for the past 10 months
and it has increased productivity and streamlined our registration processes for all of our
events.
III. Recommended Action:
The East Wenatchee Events Board is recommending that the City of East Wenatchee
Events Department receive $6,000 for event programming software, Eventeny.

they are incurring by co-hosting the West Coast Premier Wenatchee Valley Summer Kick-
Off baseball tournament, June 8-9, 2024. Jaime Flores and Mitchell Dean presented their
application and supporting information, which was reviewed by the Board.
Michael Machade motioned to approve Eastmont Youth Baseball’s Grant
Application in the amount of $5,000 for the WCP Wenatchee Valley Summer
Kick-Off. Cody Beeson seconded the motion. Motion carried (5-0).
City of East Wenatchee – Eventeny Software
The City of East Wenatchee is requesting a total of $6,000 for a three year contract with
Eventeny, an event software planning company. Trina Elmes presented the application and
supporting information, which was reviewed by the Board.
Cody Beeson motioned to approve the City of East Wenatchee’s Grant

We have been using Eventeny for almost a year now and it has significantly improved our registration process, communication
with participants, communication with even partners and sponsor and vendor recognition.

I am proposing a tourism-related service. If awarded, my organization will enter into a Municipal Services Contract with the
City and will provide liability insurance for the duration of the Contract. The insurance will name the City as an additional
insured and in the policy will be in an amount to be determined by the City of East Wenatchee. The City of East
Wenatchee will only reimburse those costs actually incurred by my organization/agency. Reimbursement only occurs after
the service is rendered and after I submit a signed Request for Reimbursement form to the City of East Wenatchee. I will
include copies of invoices and payment documentation with the Request. My organization/agency will submit a report
documenting the economic impact results in a format determined by the City of East Wenatchee.
