COUNCIL MEETING
June 6, 1988
Councilmembers present: Les Young, Tery McKee, Paul Cassel, John Pflugrath and Dawn
Collings. City Attorneys Robert Kiesz and Charles Zimmerman
and City Clerk, Peggy McArthur.
Meeting was called to Order by Mayor Richard McGraw.
Minutes of the previous meeting were approved as presented. Motion was made by
Les Young, seconded by John Pflugrath and passed by vote of the Council.
Bills and accounts were approved as submitted. Motion was made by Tery McKee, seconded
by John Pflugrath and passed by vote of the Council.
Bob Goodman said he didn't call for bids for sealing the parking lot and asked Robert
Dahmer to discuss the issue with the Council. Mr. Dahmer said it would be difficult
to write specifications because so many people are now doing sealing of parking lots.
Mr. Dahmer said Pro Asphalt Co. has been doing all of the LDS parking lots. They
guarantee the surface for one year and their quote was $2,539.51 plus sales tax.
Mr. Dahmer said they did a parking lot in Quincy that the Council could either look at
or call the Church. Mayor McGraw said he and one of the Council members would drive to
Quincy and look at the job.
Acting Police Chief Randy Harrison asked permission to send Chet Virnig to a training
class June 20th through June 25. The cost to be $235.00. The Council granted the request.
Randy also asked permission to purchase a video recorder to come out of the drug fund.
'Paul Cassel said he thought it would be a good idea as the expenditure would not come
out of the City coffers.
Mayor McGraw recommended against the purchase at this time and said he would talk to
Randy Harrison about it and it could be discussed at a later date.
Gordon West, Chairman of Ski the Sunny Side Group again requested $1,000 for printing of
their new brochure. He stated that a local snowmobile group is very enthused to be
included in the winter recreation brochure. Mr. West said the brochure was an excellent
way to bring tourists into the area at a slow time of the year.
After some discussion, Mayor McGraw suggested that Mr. West meet with the City's
Promotion/Economic Development Committee and discuss the expenditures with them. Tery
McKee said their next meeting is scheduled for June 16th and suggested that Mr. West
have information available about their organization, who is on their committee, its
purpose, whether the organization is private or non-profit, etc.
Bob Dahmer of Forsgren Associates, gave a presentation on estimated engineering costs
for the City's Master Street Plan. He said the scope of work remains the same as outlined
in the first plan with the exception of the six year street plan. Mr. Dahmer said a
Public Hearing, before the Council is scheduled for July 18th for the Six Year Street Plan.
Paul Cassel made a motion that the City enter into an agreement with Forsgren Asso.
to provide services for the master street plan for the core area of the City for a lump
'sum of 21,500 including approximately 1,800 for appraisal services. Motion was seconded
by John Pflugrath and passed by vote of the Council.
Bob Dahmer gave an update on Top Foods and said opening is planned for the middle of
August or 1st of Sept. He also stated that landscaping plan for the street ending
has been approved and if the Council has any questions or ideas, to contact him.
