COUNCIL MEETING
' May 2, 1988
Council Members present: Dawn Collings, Les Young, Tery McKee, John Pflugrath and
Paul Cassel. City Attorney Chuck Zimmerman and City
Clerk Peggy McArthur.
Meeting was called to Order by Mayor Richard McGraw.
Minutes of the previous meeting were approved as presented. Motion was made by Les
Young, seconded by John Pflugrath and passed by vote of the Council.
Bills and accounts were approved as submitted. Motion was made by Les Young, seconded
by Dawn Collings and passed by vote of the Council.
Nick Wiltz asked if an Ordinance could be drafted addressing the height of fences in
the City. He said the present Ordinance only speaks of front yard fences. The Council
asked Nick to get a copy of Wenatchee's fence ordinance and draft his recommendations
for the Council to review at the next Council meeting.
Nick Wiltz stated that the Fifes' are parking vehicles on their property located at
1115 North Alvin Court and he will be sending them a notice that they are not in
compliance with City Code.
Nick said he has been collecting data regarding computers and will have more information
at a later date as to the needs of his department as well as working with the City Clerk
on the needs for her office.
Acting Chief Randy Harrison said he had placed an order for a computer and software.
Randy also advised the Council that two new first class reserve officers have been
certified and are ready to assist the police department.
The Council talked about rumors that Grant Road and Valley Mall Parkway will be the
crusing area this year at Apple Blossom. Chief Harrison said, hopefully its just rumor,
but the police department will be prepared and businesses are posting no trespassing
signs.
Councilman Tery McKee gave an update on the flood control project. He said they had
meetings with S.C.S. in January and February. Tery said there was a need to first
analize existing material and studies and assess what is needed. Tery said the agency
first has to know the exact scope of the study before Grant money can be applied for.
The Council asked Councilman McKee to contact some engineering firms to assist the
City with what is available and what is needed and come back with a cost estimate
of such a study. At that point Tery said, the City can then enter into local agreements
with Douglas County and other entities to share in the cost of a study.
Jim Mitchell, Director of the Douglas County Parks asked the Council if they had any
'questions regarding the Park District's first quarterly report. There being no input,
Jim Mitchell read a sample letter recognizing students who do well in Eastmont education
system. He said the Park District would like to offer students a letter of recognition
for accomplishments achieved; an encouragement to to continue efforts; and to increase
a student's personal portfolio when applying to an institution of higher learning or
