Motion by City Council to approve agenda, consent items, vouchers, and minutes from
previous meetings.
2. Citizen Requests/Comments.
The Citizen Comments” period is to provide the opportunity for members of the public to address the Council. The Mayor will ask if
there are any citizens wishing to address the Council. When recognized, please step up to the microphone, give your name and
mailing address, and state the matter of your interest. Citizen comments will be limited to three minutes.
3. Department Report.
a. 2022 Community Development Annual Report – Curtis Lillquist, Community
Development Director.
b. 2022 Transportation Benefit District Annual Report – Garren Melton, Public Works

4. Action Items.
a. Ordinance 2023-03, Amend EWMC Chapter 10.08 of the East Wenatchee Municipal
Code (EWMC) to accommodate new options for removing parked recreational
vehicles to a place of safety – Sean Lewis, Assistant City Attorney.
Motion by the City Council to approve Ordinance 2023-03 amending section
Chapter 10.08 of the East Wenatchee Municipal Code as presented.
b. Ordinance 2023-04, Proposed amendment to Chapter 10.20 of the East Wenatchee
Municipal Code (EWMC) to accommodate new options for removing vehicles to a
place of safety – Sean Lewis, Assistant City Attorney.
Motion by the City Council to approve Ordinance 2023-04 amending section
Chapter 10.20 of the East Wenatchee Municipal Code as presented.
c. Resolution 2023-11, Contract Amendment with Rh2 Engineering for Grant Road
Preservation and Rehabilitation Projects: #2021-05, #2021-06, #2022-06 – Garren
Melton, Public Works Manager.
Motion by the City Council Approve Resolution 2023-11 authorizing Mayor
Crawford to execute the Supplement Consultant Agreement with RH2 Engineering,
not to exceed $470,677.56.
d. Resolution 2023-12, Consultant agreement with RH2 Engineering for design services
associated with Rock Island Road Overlay; Project #: 2023-01 – Garren Melton,
Public Works Manager.
Motion by the City Council to approve Resolution 2023-12 authorizing Mayor
Crawford to execute the Consultant Agreement with RH2 Engineering, not to
exceed $70,000.
e. Resolution 2023-13, Interlocal Agreement with Link Transit for Intersection
Improvements and Park and Ride Upgrades at 3rd Street SE & Rock Island Road;
Project #: 2021-11 – Garren Melton, Public Works Manager.
Motion by the City Council to approve Resolution 2023-13, authorizing the Mayor
to enter an Interlocal Agreement with Link Transit associated with the 3rd St SE &
Rock Island Road Intersection Improvements and Park and Ride Upgrades.

f. Resolution 2023-14, Resolution 2023-14: Adopting the 2023-2028 Project List for
the East Wenatchee Transportation Benefit District – Garren Melton, Public Works
Manager.
Motion by the City Council to repeal Resolution 2013-14 and approve Resolution
2023-14, approving the 2023-2028 project list for the East Wenatchee
Transportation Benefit District.
g. East Wenatchee Events Board Funding Recommendation for Lodging Tax for the City
of East Wenatchee Events Department – Trina Elmes, Events Director / PIO.
Motion by the City Council to fully fund the $15,000 for the City of East Wenatchee
Events Department’s staffing and administrative costs for a part-time, seasonal
assistant.
