COUNCIL MEETING
March 21, 1988
Council Members present: Dawn Collings, Les Young, Tery McKee, Paul Cassel and
John Pflugrath. City Attorneys Robert Kiesz and Charles
Zimmerman. City Clerk Peggy McArthur.
Meeting was called to Order by Mayor Richard McGraw.
Minutes of the previous meeting were approved as presented. Motion was made by Tery
McKee, seconded by John Pflugrath and passed by vote of the Council.
Bills and Accounts were approved as submitted. Motion was made by Tery McKee, seconded
by Dawn Collings and passed by vote of the Council.
The Council granted permission to Randy Harrison to attend a weeks training class at a
cost of $260.00. $100,00 to Mike Schulz for a two day Seminar. $164.00 to Shan Wilsey
to attend a records seminar.
Mayor McGraw announced that the Council would be going into executive session which
would last 10 to 15 minutes for the purpose of discussing a potential litigation.
Mayor McGraw called the meeting back into regular session.
Bob Barr and Dan Barr were present to discuss their concerns about the denial of
SR-28 Highway project by the Shorelines Hearing Board. Bob Said Douglas County is badly
in need of the Highway and asked the support of the Council either by a letter or
proclamation.
Paul Cassel noted that it was a very big issue and that he would like to be sure the
Council thoroughly reviewed the findings. Dawn Collings also said she was not prepared
to make a decision.
After more discussion, the Council agreed to discuss the matter further at the next
meeting as the Attorneys heading up the transportation department's appeal asked the
City to intervene in the Court case and the entire Council was not at this time prepared
to go on record.
Bob Barr also said it was highly important for the Council to continue its support of the
flood control issue.
Tery McKee explained that the flood control project that the City and County had been
working on with SCS was financially out of sight but said that other avenues are being
explored and the City and County would continue to work with SCS to look at other
alternatives.
There being no one present for or against the Barley rezone, Paul Cassel made a motion
to adopt Ordinance 88-5 to change the zoning designation on property located at 1200
Valley Mall Parkway for R-M to C-M as per the Planning Commission's recommendation.
Motion was seconded by John Pflugrath and passed by vote of the Council.

Motion was made by Paul Cassel to adopt Resolution No. 88-3 increasing the dollar
amount of the Petty Cash Drug Fund to 2,000.00. Motion seconded by Les Young and passed
by vote of the Council.
Motion was made by Tery McKee to adopt Ordinance No. 88-6, adding a new permissive use
of funds in the City's drug abuse investigation fund. Motion seconded by John Pflugrath
and passed by vote of the Council.
Nick Wiltz read Findings and Conclusions of the Planning Commission on rezone of land
located within block 2 of Grandstaff's Subdivision, Lots 1-11 and Tax numbers 28, 111,
121 and 105. The Planning Commission recommended that the request by the City for a
rezone should be zoned from W-I & R-M to R-L.
Scott Kane Attorney, representing Mr. and Mrs. Fife stated that his clients had '
purchased their property for their business and that the property was zoned W-I and
they had not received notice of a zone change before the purchase and the City had
caused them a burden and therefore the Council should not grant the zone change or if
they did, they should allow the Fife's to continue to operate their business under
a non -conforming use or the property should be grandfathered in.
Nick Wiltz stated that there are two parcels in the property purchased by the Fifes'
and they were zoned W-I and R-M. However on Aug. 11, 1987, letters to all property
owners in the area were sent notices informing them of the impending zone change.
Ralph Nakata and Christe Giacomazzi both spoke in favor of down zoning the property to
R-L.
Paul Cassel said he was not ready to make a decision one way or the other and would
like to discuss the matter further with Scott Kane. Dawn Collings said she was not
ready to make a committment.
Tery McKee made a motion to close the public hearing at this time and re -open the hearing
�tJl@ at the next regular council meeting. Motion was seconded by John Pflugrath and
passed by vote of the Council.
Ordinance No. 88-7 to zone property located in the City on the South side of 13th
Street between SR-28 and Arbor Terrace from R-M to C-M was next on the agenda. Council ,
person Les Young asked to be excused as he was one of the petitioners for the rezone.
Nick Wiltz read findings and conclusions of the Planning Commission. No one appeared
for or against the rezone. Tery McKee made a motion to adopt Ordinance No. 88-7
accepting the recommendation of the Planning Commission that the property be zoned from
R-M to C-M. Motion was seconded by John Pflugrath and passed by vote of the Council.
Tery McKee made motion to adopt Ordinance No. 88-8 Establishing the Board of Adjustment,
amending the appeal process regarding Board of Adjustment decisions. Motion was seconded
by Joun Pflugrath and passed by vote of the Council.
Mayor McGraw announced that the City of East Wenatchee is forming two committees to
help implement the City's Comprehensive Plan. Mayor McGraw stated that the first
meeting would be held April 19th at 7:00 P.M., at the Four Season's Inn and invited
all interested persons to attend.
There being no further business, Tery McKee made a motion that the meeting be adjourned.
Seconded by John Pflugrath and passed by vote of the Council.
