COUNCIL MEETING
June 15, 1987
' Councilmen present: Tery McKee, Paul Cassel, Dick McGraw and Les Young. City Attorneys
Karen Wiggum and Robert Kiesz. City Clerk, Peggy McArthur.
Meeting was called to Order by Mayor, Don Crain.
Minutes of the previous meeting were approved as presented. Motion was made by Tery
McKee, seconded by Paul Cassel and passed unanimously.
Bills and accounts were approved as submitted. Motion was made by Tery McKee, seconded
by Dick McGraw and passed unanimously. Mayor Crain said he was very pleased that all
city employees are now under a retirement plan.
Bob Goodman and Nick Wiltz said that people living in the area of Hamilton Street
and some living out of the area are very pleased with the roadside beautification
at the end of Hamilton Street.
Nick Wiltz said Ron Combs, Fire Chief with Douglas County Fire Department had notified
Union Oil concerning clean up of weeds and also the buried tanks at their station at
the corner of Valley Mall Parkway and Grant Road and the area would be cleaned up.
Dick McGraw gave a short presentation of the Washington State Local Governance Study
meeting he had attended June 10 at Southcenter. He said the committee was formed 22 months
ago. He said the purpose of the committee is to assist with urban and rural services and
annexation potentials. Dick read the formula and explained there would be advisory boards
formed probably consisting of two county commissioners, three City Council persons in
Douglas County and two special district commissioners. He stated that they have just
adopted a draft form that will be presented to the Governor and the law makers.
Mayor Crain said he had called to get some kind of timetable and at the very best it
would be a year from now but will probably be longer. He said he thought it was an
attempt to get all of the seperate taxing districts under one roof.
It was agreed by the Council that no way did the City plan to disincorporate. Mayor
Crain agreed that the City did not intend to disincorporate, no plans on trying to
move the County Seat from Waterville and no interest in a name change. He stated that
it is just a matter of sitting down with the County and trying to work out a plan
or wait and the State might be doing it for us.
Mayor Crain said at an area Chamber meeting, Commissioner Tontz talked only for himself
and he (the Mayor) spoke as the principal officer of the City and not for the Council
both airing their views concerning the betterment of the city/county. Mayor Crain said
he since, had sent a letter to Commissioner Tontz outlining a proposal but had not heard
back from him as yet and he said the issue would be discussed at the next meeting if he
has received any response from the Commissioners.
Gordon West, General Manager of Mission Ridge gave out brochures identifying the winter
recreation opportunities in our region and requested $1,000 from the City's Hotel/Motel
tax to help with the distribution of the brochures. After some discussion, Paul Cassel
made a motion to allow the expenditure of $1,000 stating that it appeared to be a small
investment to help bring people into East Wenatchee for winter sports. The motion was
seconded by Dick McGraw and passed unanimously. Attorney Bob Kiesz said as time goes
by there will be more criticism about haw Stadium Funds are used and organizations
requesting funds will need to provide evidence that their projects are in fact promoting
tourism within the City of East Wenatchee.
