COUNCIL MEETING
Mar. 2, 1987
' Council Members present: Les Young, Dick McGraw, Brian Taylor, Paul Cassel and
Tery McKee. City Attorneys Robert Kiesz and Charles
Zimmerman. City Clerk, Peggy McArthur.
Meeting was called to Order by Mayor, Don Crain.
Minutes of the previous meeting were approved as presented. Motion was made by
Paul Cassel, seconded by Brian Taylor and passed unanimously.
Bills and accounts were approved as submitted. Motion was made by Brian Taylor,
seconded by Dick McGraw and passed unanimously.
The Council enacted to adopt Ordinance No. 418. An Ordinance establishing a drug
abuse investigation fund. Motion was made by Dick McGraw, seconded by Les Young.
Chief Kirby explained that fines from Drug abuse has been going into the County
fund at this time. Paul Cassel said if arrests are handled right a buy, the police
department should not have to ask for any additional money, but if not handled right,
it could cost the City a lot of money.
Chief Kirby said he would be glad to talk with the Mayor and Council Members on a
one to one basis about his plans but did not want to discuss his plans in a public
meeting. After more discussion, the motion to adopt Ordinance No. 418 was made by
' Dick McGraw, seconded by Les Young and passed unanimously.
The Council enacted to adopt Resolution 1-87. Establishing the dollar amount of the
"Petty Cash Drug Fund" Paul Cassel made a motion to adopt Resolution 1-87 and asked
that a line item within the police department be added, entitled drug abuse and that
1,000.00 be allocated to that line item and in the 3rd or 4th quarter of the budget
year, an amended budget be drawn up if it appears that there are not adequate funds
within the Current Expense budget to cover the additional expenditure. Motion was
seconded by Dick McGraw and passed unanimously.
Bill Cunningham, representing the Wenatchee Youth Hockey Assn. requested a fire
works stand permit. The Council granted the permit and advised Mr. Cunningham that
the Association would have to comply with all regulations and restrictions of the
Douglas County Fire Department. Mr. Cunningham said he had no problem with that.
Les Young made a motion that the permit be issued, seconded by Brian Taylor.
Les Young, Brian Taylor, Tery McKee and Paul Cassel voted yes. Dick McGraw abstained.
Motion carried.
Tery McKee said he and Nick Wiltz met with Douglas County in reference to flood control.
Tery explained that the County would be applying for a Grant for flood control
improvements. Officials that met, decided to organize an effort to place a Bond issue
on the November ballot. An organizational meeting is planned for March 25, 1987.
Brian Tayor said he had received a letter from Anne McRae. She is interested in
purchasing the property adjacent to her property located at 909 N. Baker. Brian
said he has passed the information on to Nick Wiltz and Nick will check into it and
have some information for the Council at the next meeting. Dick McGraw said it might
