COUNCIL MEETING
' FEB. 18, 1987
Council members present: Tery McKee, Paul Cassel, Brian Taylor, Les Young
and Dick McGraw. City Attorney Charles Zimmerman
and Deputy City Clerk, Virginia Kinzel
Meeting was called to Order by Mayor Don Crain.
Before the minutes of the previous meeting were approved Mayor Crain questioned
the approval of the Council accepting the contract between the City of East
Wenatchee and McConnell/Burke for another year, and if the County would be
working in conjunction with the City Plan. Mr. McKee stated the County would
work together with the City to line up zoning to correlate with the City's
Plan. Also it was understood that at any time the City was not satisfied
they had a thirty day option to discontinue the contract.
Mayor Crain asked why a fire hydrant had not been placed at 455-9th Street N.E.
Mr. McKee said he had talked with Fire Chief Ron Combs and had been assured the
Fire Departments two Pumper Trucks were adequate to handle a fire situation at
the Mobile Home Park. At this time the Mayor made a motion to accept the minutes
as written. The Council agreed unanimously.
' Mr. McKee made a motion to accept the list of bills as presented. Seconded by
Paul Cassel and passed unanimously.
Mr. McKee handed the Council an Addendum to Contract he had just received from
Mr. Burke. Mayor Crain gave the agreement to City Attorney Chuck Zimmerman,
who after reading suggested that, "Payment for these services will not exceed
$18,000.00", be inserted in place of "Payment for these services will be $18,000.00
It was agreed to change the wording and initialed by Mayor Crain.
Chief of Police Harold Kirby asked the Councils permission to set up a drug fund
to assist in drug investigations. The Council questioned the ways and means of
this fund and after much discussion City Attorney Chuck Zimmerman was asked to
draw up an Ordinance and a Resolution outlining the project in its entirety and
present it to the Council at a later date. The Mayor questioned where the money
would come from for such a fund as it had not been budgeted for 1987. Chuck
Zimmerman said he would contact the Treasurer/Clerk Peggy McArthur to see if a
line item could be added to the Police budget.
Chief Kirby passed out a new job description he had drawn up for the Chief of
Police position. Paul Cassel suggested this be tabled at the present time.
Chief Kirby further stated he had talked with Walt Trefry regarding computerizing
his records system. Mayor Crain suggested this be an item for next years budget.
Chief Kirby informed the Council he had gotten three quotes to replace the existing
carpet in the Police Department area. He said the present one was a safety hazzard
in its present state. Chief Kirby was given permission to accept Eastside Carpets'
quote of $978.60. Motion was made by Tery McKee, seconded by Les Young and passed
unanimously.
There being no further business, Dick McGraw made a motion that the meeting be
adjourned. Seconded by Paul Cassel and passed unanimously.
