Call to Order, Roll Call and Pledge of Allegiance. 2. Consent Items: Motion to approve agenda, vouchers, and minutes from previous meetings. Vouchers: a. Date: 08-15-2023 Checks: 58890-58942, 58945-59010, in the amount of $1,064,078.61. b. July 2023 Payroll Certification. Minutes: c. 07-18-2023 Council Meeting Minutes. Motion by Councilmember Johnson to approve consent items. Councilmember Magdoff seconded the motion. Motion Carried (7-0). 3. Citizen Requests/Comments. Public Comment was given by: • Eunice Young, Executive Director from Chelan-Douglas Land Trust. 4. Presentations. a. Mayor Crawford presented Finance Director Josh DeLay with a Certificate of Recognition for 5 Years of Public Service to the City of East Wenatchee. City Council Meeting Minutes 08-15-2023 Page 2 of 3 5. Department Report. a. Events Director/PIO Trina Elmes presented event reports on: • The Pangborn Festival of Flight - which took place on Saturday July 7, 2023 at Pangborn Airport. The event was an organized effort between the Chelan Douglas Port Authority and the City of East Wenatchee. • Havana Nights – the Car Show featured a live band, beer garden, and was held in collaboration with Clearwater Saloon and Discount Auto glass. The event took place on Saturday August 12, 2023. Comments provided by Councilmember Tidd and Councilmember Sleiman. b. Chief of Police Rick Johnson shared information on the National Night Out Event that took place on Tuesday August 1, 2023. Chief Johnson thanked the community and Councilmembers for attending the annual event. Comments provided by Councilmember Sterk. 6. Action Items. a. Assistant City Attorney Sean Lewis presented Ordinance 2023-09, An Ordinance of the City of East Wenatchee deleting Chapter 3.52 of the East Wenatchee Municipal Code (EWMC) to remove a reference to another code section that does not exist. Motion by Councilmember Tidd to approve Ordinance 2023-09 deleting Section 3.52 of the East Wenatchee Municipal Code (EWMC) in its entirety as reflected in Exhibit A. Councilmember Johnson seconded the motion. Motion carried (7-0). b. Chief of Police Rick Johnson presented Resolution 2023-42, an amended SWAT Interlocal Agreement authorizing the purchase and maintenance of a SWAT Bearcat vehicle. Comments provided by Councilmember Magdoff, Councilmember Sleiman, and Councilmember Tidd. Motion by Councilmember Sterk to authorize Mayor Crawford to execute the amendment to the SWAT Interlocal Agreement authorizing the purchase and maintenance of a SWAT Bearcat vehicle as presented in Exhibit A. Councilmember Magdoff seconded the motion. Motion carried (6 in favor, 1 Abstention) (Hepner). c. Community Development Director Curits Lillquist presented on the WSDOT Shoreline Permit Application. Comments provided by Councilmember Hepner, Councilmember Magdoff, and Councilmember Johnson. Motion by Councilmember Tidd to authorize Mayor Crawford to sign a shoreline permit application for the Washington State Department of Transportation to perform a geotechnical evaluation on city owned property. Councilmember Johnson seconded the motion. Motion carried (7-0).
