City Attorneys, Robert Kiesz and Chuck Zimmerman. City Clerk, Peggy McArthur. Meeting was called to Order by Dick McGraw, Mayor Pro Tem. Minutes of the previous meeting were approved as presented. Motion was made by Paul Cassel, seconded by Brian Taylor and passed unanimously. Bills and Accounts were approved as submitted. Motion was made by Paul Cassel, seconded by Tery McKee and passed unanimously. Tery McKee stated that he had met with Bob Burke, Jerry Litt and Nick Wiltz and made the recommendation that McConnell/Burke be retained for the year 1987 to implement the City's Comprehensive Plan as outlined in their letter dated October 28, 1986 at a cost of $18,000.00. Services would include, monitoring and review of the Douglas County Planning Process; assistance as requested on specific land use and annexation applications or other items related to implementation of the plan; updating the Ordinance to reflect recommended changes in the comprehensive plan. Tery stated that the County Commissioners plan to update their 1978 goals and policies, hire a student interne, appoint a citizen's advisory committee of 12 members. Four sub committees will be formed: Land Use, Circulation, Annexation/Governmental Structure, Environmental/Utilities. Members of the Planning Commission will serve on these. County Planning Staff and Code Compliance Officer will be liaison for the Sub Committees and will receive committee minutes and review with Council and Commission as required. After more discussion, Mayor Pro Tem, Dick McGraw appointed Tery McKee as Liaison. The Council concurred. Tery McKee said flood control and drainage would first have to be addressed. A date will be set to meet with the County Engineers, Jerry Litt to discuss the problems. Tery McKee then made a motion that the City retain the services of McConnell and Burke through Dec. 31, 1987 as outlined in their letter of Oct. 28, 1986 at a cost of approximately 18,000.00. Motion was seconded by Les Young. Paul Cassel questioned why the City should pay for 100 hours to review the County's plan. He agreed that McConnell & Burke should be retained for a portion of the study but said he would like to hire local businesses to assist the City with City beautification and capital projects. Brian Taylor also questioned the County Plan review and said he would like to spend only a portion of the money budgeted. 'Paul Cassel said at the present time, he thought the project should be done in two phases. That McConnell/Burke be retained for the projected update of zoning ordinances etc. at the cost of 8,500 with additional expenditures authorized at a later date.
