COUNCIL MEETING
' November 2, 1987
Council Members present: Les Young, Tery McKee, Dick McGraw, James Morris and Paul
Cassel. City Attorneys, Robert Kiesz and Charles Zimmerman.
City Clerk, Peggy McArthur.
Meeting was called to Order by Mayor Pro-Tem, Richard McGraw.
Minutes of the previous meeting were approved as presented. Motion was made by
Les Young, seconded by Tery McKee and passed unanimously.
Bills and accounts were approved as submitted. Motion was made by Les Young, seconded
by Tery McKee and passed unanimously.
Mayor Pro-Tem Richard McGraw read the following request from Bob Goodman. Bob asked
permission to have Forsgren/Perkins to design and engineer a storm sewer expansion
on West Grant Road and call for bids for the project as soon as possible. Paul Cassel
made a motion to request Forsgren/Perkins to design and engineer the project. Seconded
by Tery McKee and passed unanimously.
Mayor Pro-Tem Richard McGraw also advised the Council that the new loops had been
installed on all four approaches to the signal light at Grant and Eastmont.
Chief Kirby gave a report on a drug bust that took place at the Four Seasons. Chief
' Kirby also asked permission to attend a Sheriff's Convention in Olympia Oct. 17, 18,
and 19th. The Cost would be between 225.00 and 240.00. The Council granted him
permission to attend.
Councilman James Morris commended the police department on their recent arrest of
a burglar suspect on Baker Street, stated that they did a good job.
Councilman Paul Cassel asked why the preliminary budget had not been submitted. The
City Clerk informed the Council that the budget was in the process of being prepared
but the Mayor had not reviewed the requests and had not sumitted a budget message.
Paul Cassel asked Mayor Pro-Tem Richard McGraw if he would try to contact Mayor
Crain on Tuesday and if the Mayor did not want to present the preliminary budget,
he then asked Richard McGraw if he would get together with the City Clerk and get
the preliminary budget prepared so the Council could set budget workshops to review
the budget. All Council Members concurred.
Debra Bell of the Wenatchee Area Visitors and Convention Bureau presented the Council
with an application from the Area Visitors and Convention Bureau - Wenatchee Area Hotel/
Assn. requesting the Council to support the generic Wenatchee Area cooperative adver-
tising program for a full page ad in Destination Washington, the State of Washington's
Official Travel Publication. The amount requested was $1,000.00.
Dave Jenkins stated that as a Motel owner, he feels it is very important that East
Wenatchee be represented in the magazine and stated that 100% goes for advertising.
' He stated that the Wenatchee Commissioners agreed to give 1,200.00. Tery McKee made
a motion to support the project and donate 1,201.00 in stadium fund monies to the
East Wenatchee Chamber for advertising in Destination Washington. Seconded by Paul
Cassel and passed unanimously.
The Council enacted to adopt Ordinance No. 429 (changing the annual animal licensing date
as requested by the wenatchee Humane Society) Motion was made by Les Young, seconded
