COUNCIL MEETING
AGENDA
Oct. 5, 1987
Council Members present: James Morris, Paul Cassel, Dick McGraw and Les Young.
City Attorneys Bob Kiesz and Chuck Zimmerman. City
Clerk Peggy McArthur.
Meeting was called to Order by Mayor Don Crain.
Minutes of the previous regular and special meetings were approved as presented.
Motion was made by Les Young, seconded by Paul Cassel and passed unanimously.
Bills and accounts were approved as submitted. Motion was made by Paul Cassel,
seconded by Dick McGraw and passed unanimously.
Chief Kirby said the drug campaign went well at the Mall over the weekend and Wed.
Oct. 7th he said there will be•Jail Bail day at the Mall with proceeds to go the
Heart Association.
Chief Kirby asked permission to attend a three day class concerning law enforcement
budgeting. The class is approximately 150.00. Motion was made by Les Young to allow
Chief Kirby to attend. Motion was seconded by Dick McGraw and passed unanimously.
Bob Goodman thanked the Council for allowing
him to attend the Road & Street Maintenance
school in Spokane.

Goodman said Basin Asphalt had completed
the asphalt on 9th Street and
he reported
that the carport for the police department would
be completed Tuesday Oct.
6th. Bob
also stated that a date had been set with the
Department of Transportation
to install
the traffic loops at Eastmont and Grant which
should eliminate some of the
problems
with that intersection.
Paul Cassel asked about he signal light at Grant and Valley Mall Parkway. Bob said
he had been in contact with an engineer who has done a study on that light for Top
Foods and also advised the Council that the City's Engineers, Forsgren-Perkins indicated
that they would be willing to do a study on the signal light and indicated that the
project had not been forgotten.
Nick Wiltz said Top Foods had been issued a grading permit. He said no plans have
been received at this point but they should be here very shortly.
Nick Wiltz was granted permission by the Council to attend a zoning meeting in Yakima
Oct. 23rd.
Lennie Breckenridge was granted permission by the Council to attend a weed conference
in Yakima in November.
The Council enacted to adopt Ordinance 427-A (Adding a new permissive use of funds
in the City's Drug Abuse Investigation Fund) Motion was made by Paul Cassel, seconded
'by Dick McGraw and passed unanimously.
Mayor Crain thanked the attorneys for working with the Commissioners on the rewording
of the County's Advisory Ballot and said he would like to thank all three County
Commissioners for reconsidering the ballot and adjusting it so it was acceptable to
the City Council.
Thomas McCabe, representing Destination Washington, passed out some travel guides and
