HomeMy WebLinkAbout12/1/1986 - City Council - City Council Meeting MinutesCITY OF EAST WENATCHEE COUNCIL MEETING Dec. 1, 1986 Council Members present Paul Cassel, Dick McGraw and Les Young. City Attorney Robert Kiesz and City Clerk, Peggy McArthur. Meeting was called to Order by Mayor, Don Crain. Minutes of the previous meeting were approved as presented. Motion was made by Les Young, seconded by Paul Cassel and passed unanimously. Bills and accounts were approved as submitted. Motion was made by Les Young, seconded by Dick McGraw and passed unanimously. The Council gave their approval to allow Chief Kirby to have the transmission rebuilt in vehicle number 6. The cost to be approximately $750.00. Mayor Crain read a petition signed by eight persons living in the area of the requested Story annexation adking to withdraw their names from the original Petition to Annex. They claimed Mr. Story no longer lives in the area and they do not wish to be annexed into the City. Ernest Story said some twenty persons had signed the original petition for annexation into the City and he felt the annexation should be considered. Paul Cassel said there appeared to be drainage problems in the area. 'Bob Goomdan said he was not qualified to determine what the drainage problems were or how extensive they were but felt that an engineering firm should look at the area before the Council approved the annexation. A couple of people who live in the area said there was a flooding problem and a lot of underground water that has no place to go. Paul Cassel made a motion to deny the annexation at this time until it is determined what the problems are and any expense for engineering services be paid by the petitioner if they wish to continue with the annexation process. Motion was seconded by Les Young and passed unanimously. Resolution 5-86 was discussed (Joining the Eastmont Recreation Service Area and Adopting an Interlocal Agreement pursuant to the same). Paul Cassel made a motion that the City contribute $11,000.00 to be used as a capital improvement to replace a boiler. Jim Barker said the money requested was intended for day to day operations so the pool could be put back to full operation. The motion died for lack of a second. Les Young said he thought the City should contribute $40,000.00 and also suggested that Stadium Funds be used. The Council agreed to discuss Resolution 5-86 while deliberating the budget. Parking on 9th Street eas again discussed. A few people said it would be terrible with no parking on 9th street when it snows. The Council said they would not reconsider the parking and ordinance no. 410 would remain in effect as adopted.
