COUNCIL MEETING
Dec. 15, 1986
Members present: Les Young, Tery McKee, Dick McGraw and Paul Cassel. City Attorneys,
Robert Kiesz and Chuck Zimmerman. City Clerk, Peggy McArthur
Meeting was called to Order by Mayor, Don Crain.
Minutes of the previous meeting were adopted as presented. Motion was made by Tery McKee,
seconded by Dick McGraw and passed unanimously.
Motion was made by Paul Cassel to accept the bills and accounts for payment, seconded
by Tery McKee. A voucher submitted by McConnell/Burke put their contract with the
City over the $30,000.00 that was budgeted for contractual services. Dick McGraw made a
motion to increase that budget amount to $35,800.00, seconded by Tery McKee and passed
unanimously. Mayor Crain said he felt the City should know the status of Bill Brooks
and Cliff Hahn before any more Doctors bills were paid. Chuck Zimmerman said he had
received the Status report. He stated that Brooks was not fully disabled, but was not
able to return to work at this time and Hahn had reached the age that he no longer had to
be evaluated every six months. There being no further questions concerning the bills,
Mayor Crain called for the vote. The vote was unanimous.
The Council agreed to select an Engineering Firm for Street purposes at a later date
as Bob Goodman said he had put a figure in his budget to cover the service.
The traffic light at Grant and Valley Mall Parkway that was damaged was discussed
and Chuck Zimmerman said the Insurance Company would be paying the Department of
Transportation.
Nick Wiltz was granted permission to purchase coveralls for use while inspecting buildings.
Nick said he would try to keep the expense down.
Nick remined the Council of the City Planning Meeting December 18th. and also informed the
Council that he had passed the Exam for Building Inspector.
Bob Kiesz introduced Karen Wiggum and said she would be attending the Planning meeting
December 18th as neither he nor Chuck Zimmerman would be available.
Bob Kiesz explained that it would take another vote of the City Council to join the
Eastmont Recreation Service Area and Interlocal Agreement as the Resolution would take
at least three votes to pass. Les Young made a motion to adopt Resolution No. 6-86
and the Interlocal Agreement. Seconded by Dick McGraw. Les Young, Dick McGraw and
Tery McKee voted yes. Paul Cassel voted no. Motion passed.
The Council discussed the legal budget and agreed to get quotes to contract out legal
services for police court and agreed to pay up to $1,000.00 a month for this service.
Motion was made by Paul Cassel, seconded by Dick McGraw and passed unanimously. Paul
said he would get the word out that the City will be accepting quotes and selection
would be up to the Mayor.
The Council agreed to enter employees into the State Retirement system under PERS
and pay back both the employer and employee shares at approximately $80,000.00,
'Motion was made by Tery McKee, seconded by Les Young and passed unanimously.
The Council approved a Civil Service budget to be included within the police budget.
$50.00 per month Secretary Salary, $800.00 for office and operating supplies and
$1,000.00 small tools and equipment. Motion was made by Paul Cassel, seconded by
Dick McGraw and passed unanimously.

The Council authorized the expenditure of $3,518.07 to the Cascade Loop Asso.
to be paid in 1987 out of Stadium Funds after hearing a presentation given by
Cheri Harris Smith. Motion was made by Paul Cassel, seconded by Dick McGraw
and passed unaimously.
There being no further business, Dick McGraw made a motion that the meeting be
adjourned. Seconded by Paul Cassel and passed unanimously.
