Jan. 20, 1986
Council members present: Dick McGraw, Brian Taylor, Les Young and Terry McKee.
Atttorneys Bob Kiesz and Chuck Zimmerman. City Clerk,
Peggy McArthur.
Meeting was called to Order by Mayor Don Crain.
Minutes of the previous meeting were approved as presented. Motion was made by
Dick McGraw, seconded by Brian Tayor and passed unanimously.
Bills and accounts were approved as submitted. Motion was made by Brian Taylor,
seconded by Dick McGraw and passed unanimously.
Acting Chief Harold Kirby said the new officer would be hired Feb. 1 and asked what
pay scale the Council wanted to start him at. Chief Kirby said the applicant has
had 13 years experience in law enforcement.
The Council said they would like to review his resume and would discuss it at the
end of the meeting.
Dick McGraw said he attended a meeting at Wenatchee concerning a Metro Park District.
He said Douglas County is a 4th Class County and unless legislation is changed, they
Cannot be a part of the Metro District. Dick said there would be more meetings and
he would keep the Council informed.
Mayor Crain said he was interested in a performing Arts Center and had visited
theaters in Olympia and Yakima. He said both were funded, one third by the municipality,
one third by the State and one third by private donations.
Mayor Crain received a letter from State Legislator, Clyde Ballard that he shared with
the Council stating he was very interested in such a Center and would assist in any
projects.
Mayor Crain said a performing arts center and City Hall could be incorporated in the
City Plan.
Terry McKee, introduced Ron McConnell with McConnell and Burke, Planning and Develop-
ment Services. Mr. McConnell thanked the Council for retaining their services and
stated that they would be collecting basic information, maps, etc. and would like a
list of persons to contact for their input on what the needs are. Mr. McConnell added,
after interviewing business people, the City Planning Commission, Chamber of Commerce,
Rotary and other interested persons, he would then want to set up a special meeting
with the Council and discuss the ideas collected.
