Council Meeting
Aug. 4, 1986
Council Members present: Paul Cassel, Tery McKee, Dick McGraw, Les Young and
Brian Taylor. City Attorneys, Robert Kiesz and Chuck
Zimmerman. City Clerk, Peggy McArthur.
Meeting was called to Order by Mayor Don Crain.
Minutes of the last regular meeting and special meeting were approved as presented.
Motion was made by Paul Cassel, seconded by Dick McGraw and passed unanimously.
Bills and accounts were approved as submitted. Motion was made by Paul Cassel,
seconded by Tery McKee and passed unanimously.
Chief Harold Kirby said he would like to hold a public auction of found, unclaimed
and surplus property, August 16, 1986 and asked the Council if they had any objections.
After reviewing the list, Paul Cassel made a motion to declare the unclaimed articles
surplus and that the Police Department be permitted to hold a public auction August
16, 1986, seconded by Dick McGraw and passed unanimously.
The Council declared two police car light bars surplus as the City has no further
use for them and Dick McGraw made a motion to sell both light bars for $25.00 to
the Wenatchee Valley Humane Society to be used on their patrol vehicles, seconded
by Paul Cassel and passed unanimously.
' Authorization was given by the Council to allow the Street Department employees
to purchase a sprayer and boom attachment for spraying the park. Motion was made
by Les Young to allow the purchase of sprayer&boom attachment for approximately
$350.00. Seconded by Brian Taylor and passed unanimously.
Chief Kirby said Basin Asphalt would be starting the 9th Street project Tuesday.
Mayor Crain said it was too bad that Forrest Lannoye was not around to see the
job finished as the Former Mayor deserved credit for the project.
Hiring of a Code Compliance Officer was again discussed. Bob Hughes said he
met with the City Commissioners and if the City of Wenatchee should continue to
contract with the City, they would want a longer term contract and also would
want the support of the Council. He said a new contract would include a 30
day written termination clause by either party.
Councilman Tery McKee read the following for the record:
Approximately five months ago, this Council created the new job position
of Code Compliance Officer. This position would combine the Planning
Director and Building Inspector into one job and increase the work
hours from one hour per day to four hours and increase salary and
responsibility.
We advertised for the position and received forty five plus applicants.
' Dick McGraw and Paul Cassel were appointed by the Mayor to review the
applications and present the three most qualified applicants to the
Mayor.
After many hours of scrutinizing the applications, three names were
presented to Mayor Crain. They were rejected. Three more names were

Tery McKee denied knowing Dale Wagner and stated that he had only talked to him
once about the application.

Brian Taylor asked Mayor Crain,if the man from Alaska took the test,if the Mayor
would then consider him. Mayor Crain said he wanted three certified applicants
and at that point,he would hire one of them.
Paul Cassel then made a motion to table the matter until the next meeting and
asked that Dick McGraw contact the International Converence of Building Officials
to see if their agency can recommend the names of certified building officals that
might be interested in the position. Seconded by Dick McGraw. Mayor Crain then
asked for the vote to table the discussion until the 18th of August. Paul Cassel,
Tery McKee, Les Young and Dick McGraw voted Yes. Brian Taylor voted No. Motion
carried four to one in favor.
Sealed Bids were opened for the paving of llth Street. Two bids were received.
Morrill Asphalt Paving bid 7,380.00, Basin Paving Co. $8,687.00. Brian Taylor
Made a motion to accept the high bid of Basin Paving upon review and approval of
the City Attorneys as the low bid of Morrill Asphalt did not include a Bid Bond
with their bid. Motion was seconded by Dick McGraw and passed unanimously.
Authorization was given by the Council to donate $3,000.00 from Stadium Funds to
the Wenatchee Area Visitor & Convention Bureau as per thier Lodging Tax Allocation
Application. Motion was made by Dick McGraw, seconded by Les Young and passed
unanimously.
Brian Taylor said when the Bureau requests funds for 1987, he would like some figures
showing the amounts and percentages other entities are contributing. Kris Pomianek
said she would have some figures put together when requesting additional funds.
Don Telford was advised that the Hearing date for his rezone request was set for
August 18, 1986.
Mayor Crain called for an executive meeting for the purpose of discussing a law
suit filed by William Brooks again9T the City, Mayor Crain and Fred Ross and to
discuss Indemnification of City Officials. Mayor Crain advised the executive
session would take twenty minutes.
The Council was called back in to regular session.
The Council enacted to adopt Resolution 3-86, Declaring the City,s Intention
to Indemnify Mayor Crain and Former Council Member Fred Ross in connection with
a law suit filed by former Police Chief William Brooks. Motion was made by
Paul Cassel, seconded by Brian Taylor and passed unanimously.
