(This meeting was recorded and will be retained at City Hall for a period of six years from the date of the meeting.) ROLL CALL Councilmembers Present: Councilmember Hendricks, Councilmember McArthur, Councilmember Mikow, Councilmember Nash, Mayor Collings. Councilmember Lacy arrived at 7:18 p.m. Staff Present: Virginia Oestreich, Randy Harrison, Bob Goodman, Nick Wiltz, Linda Countryman, Charles Zimmerman, Doug Chase. PLEDGE OF ALLEGIANCE CITIZEN COMMENTS Lora C. Green, 1200 Eastmont Avenue, distributed a petition to Council requesting a guardrail and reflectors be placed on Eleventh Street as it crosses the Highline Canal below Eastmont Avenue. Ms. Green said the canal was difficult to see, particularly at night. She said several near -accidents had occurred because of the poor visibility. Street Superintendent Goodman will research the issue. I DEPARTMENT REPORTS Maintenance Superintendent Goodman said the bid results for the Northend Four Street Overlay were as follows: Basin Asphalt at $31,487.00 and Morrill Asphalt at $34,000.00. The engineer's estimate was $39,450.00. Mr. Goodman asked Council to accept the low bid of Basin Asphalt. Council Action: A motion was made by Councilmember Mikow, second by Councilmember Hendricks to accept the low bid of $31,487 from Basom Asphalt for the Northend Four Street Overlay project. The motion carried, 4-0. Councilmember Hikow asked about the progress of the Eleventh Street project. Mr. Goodman said the project had been awarded to Morrill Asphalt. The starting date of the project had been delayed by five days awaiting the arrival of required pipe. - 1 - Councilmember Hendricks asked about the Grant Road Illumination project. Mr. Goodman said the project was approximately one week from completion. Placement of the control boxes was presently under discussion. Mr. Goodman added poles would now be available for banners across Grant Road. CONSENT CALENDAR Council Actions A motion was made by Councilmember Hendricks, second by Councilmember McArthur to approve the Consent Calendar as presented and as the following items were listed. The motion carried 4-0. 1. Consideration of Minutes - Regular Session, August 17, 1992. Special Session, August 24. 1992. Special Session, August 31, 1992. 3. Consideration of Bills Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a listing which has been made available to Council. As of this date, September 8, 1992. payment voucher numbers 13105 through 13162, in the amount of $49,375.60. are submitted to Council for approval. ' Council does approve payroll voucher numbers 11117 through 11163, in the total amount of $71,133.74. paid September 4, 1992 for the month of August, 1992. ORDINANCES 92-09-01 First reading of an ordinance amending portions of Title 17, Zoning relating to Home Occupations Code Compliance Officer Wiltz said the ordinance amendment would alleviate the problem of taking all home occupation applications to the Board of Adjustment for approval of a Conditional Use Permit. Those home occupations having no impact on the neighborhood could be approved by the code compliance office. Mayor Collings read first reading. 92-09-02 First reading of an ordinance transferring a portion of Title 3 to Title 2, East Wenatchee Municipal Code Councilmember Nash expressed concern over several differences between the original Title 3 and the new Title 2. City Attorney Zimmerman said he would research the questions and report back to Council before the second reading of the ordinance. The interlocal agreement establishes the RTPO. Council Actions A motion was made by Councilmember Hendricks, second by Councilmember Nash to adopt the interlocal agreement with the North Central Regional Transportation Planning Commission and pass the resolution. The motion carried, 4-0. RESOLUTION NO. 92-9 A RESOLUTION OF THE CITY OF EAST WENATCHEE, WASHINGTON. ADOPTING AN INTERLOCAL AGREEMENT WITH THE NORTH CENTRAL REGIONAL TRANSPORTATION PLANNING COMMISSION. COUNCIL REPORTS AND UPDATES Mayor Collings said the Council selected Merritt/Pardini of Tacoma as the architecture/engineering team for the new city hall. Council had scheduled a special meeting to discuss funding and concepts of the city hall. A special Council Meeting was scheduled for September 10 from 4 to 6 p.m. to discuss the next steps in the process. ' MAYOR'S REPORT Mayor Collings said she had given a presentation before the RTPO in Chelan regarding East Wenatchee's ISTEA application for the Riverfront Trail project. Ms. Collings said seven of the twelve presentations met the RTPO qualifications. The city riverfront trail project ranked fourth. All seven applications will go to the state RTPO board for review. Mayor Collings said with the assistance of Code Compliance Officer Wiltz and City Planner Jerry Litt, she had drafted a job description for the new City Planner position. Mayor Collings said an ad for the Planner would be drafted, the complete job description would not be published. Council reviewed the job description and discussed salary. The ad would run in the Association of Washington Cities newsletter, the Planning Association of Washington newsletter, and local newspapers. Councilmember Hendricks asked whether the proposed salary would include step increases. Mayor Collings felt this was a good idea and emphasized doing the same for all department heads. Council decided on a salary range of $36.000.00 to $42,000.00 depending on experience.
