WASHINGTON ' REGULAR SESSION OF THE CITY COUNCIL CONVENED MAYOR DAWN COLLINGS PRESIDING AUGUST 17, 1992 6:30 P.M. (This meeting was recorded and will be retained at City Hall for a period of six years from the date of the meeting.) ROLL CALL Councilmembers Present: Councilmember Nash, Councilmember Mikow, Councilmember Lacy, Councilmember Hendricks, Mayor Collings. Councilmember McArthur excused as ill. Staff Present: Virginia Oestreich, John Flinner, Bob Goodman, Nick Wiltz, Charles Zimmerman. PLEDGE OF ALLEGIANCE DEPARTMENT REPORTS Maintenance Superintendent Goodman asked Council to approve the call for bids ' on the paving project for Terrace Court, Terrace Drive, Capri and 14th Street. He said the estimate was about $43.000. Council Action: A motion was made by Councilmember Lacy, second by Councilmember Hendricks to approve the request and begin the process for the Four Street Paving project. The motion carried 4-0. Mr. Goodman added that the Grant Road illumination project was near completion. CONSENT CALENDAR 1. Consideration of Minutes - Regular Session, August 3, 1992. 2. Consideration of Bills Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified as required by RCW 42.24.090. have been recorded on a listing which has been made available to Council. As of this date, August 17. 1992. payment voucher numbers 13063 through 13104, in the amount of $77,798.04, are submitted to I Council for approval. - 1 - Council does approve payroll vouchers 11070 through 11116, in the total amount of $71,589.02, paid August 4, 1992 for the month of July, 1992. Council Action: A motion was made by Councilmember Mikow, second by Councilmember Lacy to approve the Consent Calendar as presented and as the items were listed. The motion carried 4-0. ORDINANCE 92-08-02 An ordinance amending sections of the East Wenatchee Municipal Code and adopting uniform building codes Code Compliance Officer Wiltz said the building code ordinance was reviewed and updated every three years. He said it was primarily a housekeeping item. It would adopt the 1991 codes for 1992. This was a standard procedure. Council Action: A motion was made by Councilmember Lacy, second by Councilmember Nash to approve first reading of the ordinance, elevate first reading to second reading and pass the ordinance. The motion carried 4-0. ' ORDINANCE NO. 92-8 AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON, AMENDING SECTIONS OF THE EAST WENATCHEE MUNICIPAL CODE TO ADOPT BY REFERENCE THE 1991 EDITIONS OF THE UNIFORM BUILDING CODE AND STANDARDS, THE UNIFORM FIRE CODE AND STANDARDS, THE UNIFORM MECHANICAL CODE, THE UNIFORM SIGN CODE, THE UNIFORM PLUMBING CODE, AND THE UNIFORM CODE FOR THE ABATEMENT OF DANGEROUS BUILDINGS, CONTAINING A SEVERABILITY CLAUSE, AND ESTABLISHING AN EFFECTIVE DATE. PLANNED UNIT DEVELOPMENT Doug Chase, Planner, reviewed the Planned Unit Development application from Kendall Houser. Mr. Chase said the Planning Commission had met, held a public hearing, and recommended approval of the application. However, Mr. Chase said due to an oversite, a portion of the platted area was designated as improved open space. It actually should have been parking. This was not determined until after the Planning Commission had held its' public hearing. However, in the interest of time, Mr. Chase asked Council to approve the Planning Commission's recommendation, with the amendment to change the designated open space to parking. He said the committee felt these firms should have an opportunity for Council to interview them and make the final selection. Councilmember Lacy suggested due to timing a special Council meeting should be held. Council Action: A motion was made by Councilmember Lacy, second by Councilmember Mikow to set August 31, 1992 at 7:00 p.m. as the date and time for a special Council meeting for presentations by the three finalists. The motion carried 4-0. MAYOR'S REPORT Mayor Collings said Jennifer Olsen, Douglas County Parks, would give a report on the grant application for ISTEA funding for the riverfront trail and bicycle path from Ninth Street to the Grant Road park. Jennifer Olsen had been retained by Council to compile the grant application for funding assistance to the Washington State Department of Transportation funding through the Intermodal Service Transportation Efficiency Act. Ms. Olsen said the deadline for submitting the application was August 20. She said the amount of the project was $466,000 and the grant amount $350,000 with the city's portion being approximately $116,000. A resolution authorizing the application needed to be submitted with the paperwork. Council Action: A motion was made by Councilmember Lacy, second by Councilmember Mikow to approve the resolution authorizing the ISTEA application. The motion carried 4-0. WASHINGTON AUTHORIZING AN APPLICATION OF FUNDING ASSISTANCE FOR AN ENHANCEMENT PROJECT TO THE WASHINGTON STATE DEPARTMENT TRANSPORTATION THROUGH INTERMODAL SERVICE TRANSPORTATION EFFICIENCY ACT.
