(This meeting was recorded and will be retained at City Hall for a period of six years from the date of the meeting.) ROLL CALL Councilmembers Present: Councilmember Hendricks, Councilmember Nash, Councilmember McArthur, Councilmember Lacy, Councilmember Mikow, Mayor Collings. Staff Present: Charles Zimmerman, Nick Wiltz, John Flinner, Linda Countryman, John Shambaugh, Jim Ashenbrenner. PLEDGE OF ALLEGIANCE DEPARTMENT REPORTS Planning ' City Planner John Shambaugh said a Planning Commission meeting was held July 28, 1992 to review an application for a Planned Unit Development located on the northeast corner of a replat of Dillon Subdivision. He also discussed an amendment to the City of East Wenatchee zoning ordinance regarding home occupations. Mr. Shambaugh asked Council to set a date for a public meeting regarding the amendment. Council Action: A motion was made by Councilmember Hendricks, second by Councilmember McArthur to set August 17, 1992 for a public meeting regarding a proposed amendment to the City of East Wenatchee zoning ordinance regarding home occupations. The motion carried, 5-0. CONSENT CALENDER Council Action: A motion was made by Councilmember Lacy, second by Councilmember McArthur to approve the Consent Calendar as presented and as the following items were listed. The motion carried 5-0. 1. Consideration of Minutes - Regular Session, July 20, 1992. I 2. Consideration of Bills - 1 - Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims ' certified as required by RCW 42.24.090, have been recorded on a listing which has been made available to Council. As of this date, August 3, 1992, payment voucher numbers 13037 through 13062 in the amount of $29,417.68, are submitted to Council for approval. CITIZEN COMMENTS Prior to the hearing of citizen comments, City Attorney Zimmerman clarified the procedure for comments regarding the Department of Corrections' proposed work -release facility on Simon Street. Mr. Zimmerman emphasized this Council meeting was not a public hearing. He advised Council to remain impartial as this issue would be heard following a recommendation, if it went to the Planning Commission. If it was heard by the Board of Adjustment, it would not come before Council. A Conditional Use Permit application was pending and Mr. Zimmerman said Council could ask questions but should not make any decisions. In answer to questions from Councilmember Lacy, Mr. Zimmerman said the zoning on Simon Street was Community Commercial District. The Code Compliance Officer would decide whether the Planning Commission and Council or the Board of Adjustment should hear the issue. The decision of the Code Compliance Officer regarding code interpretation may be appealed to the Board of Adjustment. Councilmembers Lacy, McArthur, and Hendricks said they had spoken to members of the community regarding the issue. Marjorie Littrell, representing the Department of Corrections, gave an update to her report of one year ago. She answered Council and citizen questions regarding the proposed work -release facility. Ms. Littrell said there was a great need for work -release facilities statewide. The facilities provide a means for inmates to be integrated back into the community. Four hundred eighty work -release beds statewide had been approved by Congress. Research had shown the Wenatchee area could handle a forty bed facility. Ms. Littrell said a citizens advisory committee had been formed to investigate a potential site. The Committee included East Wenatchee Police Chief John Flinner art# Chelan County Sheriff Dan Breda. State criteria required that .the location of subh a facility be as far a away as possible from schools, daycares, playgrounds, and nursing homes. Other requirements included sewers as opposed to septic tanks, access to public transportation, and law enforcement quick -response area. The committee contacted all local jurisdictions for input as to location before making a final decision. Ms. ' Littrell explained minimum security was a prisoner classification. Work -release was the community involvement of prisoners. COUNCIL REPORTS AND UPDATES Councilmember Mikow asked Council to reconsider its decision to surplus the parking lot on Valley Mall Parkway. Mr. Mikow felt if Valley Mall Parkway was to be refurbished, adequate parking would be necessary. While the present condition of the parking lot was a liability, improvements could be made. Council felt potential liabilities and legalities concerning the City providing free parking, were good reasons for surplusing the property. Councilmembers Hendricks and Nash felt a business should purchase the parking lot. Councilmember Lacy said the sale of the parking lot would add to the City Hall Building Fund. Councilmember Lacy said the City Hall Building Committee would meet later in the week. The committee planned to present a recommendation at the August 17. 1992 Council meeting. EAST WENATCHEE CHAMBER OF COMMERCE Patti Herres, East Wenatchee Chamber of Commerce, gave the ' Chamber's second quarter report. Printing for the East Wenatchee tourist brochure would begin in October. There would be a new Chamber Board in September. The Chamber would host a Computer Expo on November 12. Ms. Herres said the Take Pride in East Wenatchee Committee would meet at City Hall on August 28 from 7-9 p.m. MAYOR'S REPORT Mayor Collings said she would be attending a Department of Transportation workshop on enhancement programs on August 6.
